Amendment 1 Will scaffold be needed for this project? That is up to the Contractor. 1
2 Is a site visit scheduled for the DSN/CSN Demo Dorm 631 bid?
A site visit has been scheduled for 18 December 2024 at 11:00 a.m. Mountain Standard Time (MST), see FAR Clause 52.236-27, Site Visit (Construction)(Alt I) for address of meeting location.
All interested parties must submit a signed Contractor Entry Authorization List (CEAL) with the required information to the Contract Administrator (Mr. Cody Babinecz) no later than 11:00 a.m. MST on 09 December 2024. A blank CEAL is provided in the attachments section of the solicitation in SAM.gov. If there are any questions or concerns, please contact Mr. Babinecz via email or telephone (information available in
SAM).
An amendment will be issued to extend the deadline for questions to 09 January 2025 and the proposal due date to 23 January 2025.
3 Do the wood piling timbers have to be removed completely, or cut off 3’ from existing exposure?
Please cut the timber piles off at 10' below ground surface and remove. The remaining 20' can stay in the ground.
Will MAFB assist in terminating HTHW feed to the building or do we just blind flange the lines to the building?
The contractor will be responsible for terminating the HTHW feed to the building. Contractor shall cut piping between main distribution piping taps and the service pipe isolation valves, and cap. All HTHW Service piping/everything from the isolation valves to the building will be demolished/removed. All work shall be done by welding. Leave as much straight pipe between the distribution pipe tap and isolation valves as possible, for allowance to tie back into the taps if ever required
5 Can any of the onsite concrete or CMU demo be used to fill the basement?
No, all the concrete and other demolished building materials must be removed from the site and disposed of off base.
6 Are questions 3-5 part of the design build package? Yes 1 7 Is the Tunnel out of the basement still there? Do we have to remove it? Yes the tunnel is still there and it must be removed. 1
Is this a design only project or is this a design-build project? (Will the demolition and improvements take place under this contract)?
This is a design-build project. Under this contract, the contractor(s) will be required to provide a 100% design and perform demolition/site improvements.
Are the “resumes for all engineers” included in the page count of Volume I, Technical, which has a page limit of 10 pages?
The resumes for all engineers is included in the page limitation specified in Table 3(F) of Attachment 6, Sections L and M.
Attachment 06, Section L: Can you please confirm that this submittal is required to be an original, hard copies, and a CD and not an email or PIEE submittal?
Proposals are required to be an original hard copy and a CD. Proposals submitted via fax, email, PIEE, etc.
WILL NOT be accepted/considered.
Attachment 06, F. Volume Organization: Can you please confirm the number of hard copies required? One document says “two” and another document says “three.”
Offerors are required to provide three (3) hard copies of their proposal. The terms "original" and "copies" in Table 3(F) allude to binding and labeling requirements listed in paragraph 3(F)(vi).
"A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror’s name."
Does Attachment 7 (Past Performance Reference Sheet) need to be filled out by the offeror or the offeror’s past clients/references? Paragraph 2 and “Section 2: Performance Information” instructions are confusing.
Section 1 of Attachment 7 can be completed by the offeror or the offeror's past clients/references; however, Section 2 must be completed by the offeror's past clients/references. When completing Section 2, past clients/references designate the performance rating they wish to assign the offeror for each element item by placing an "X" in the appropriate box then provide supporting information for each rating in the space provided.

Questions and Answers
The Volume II instructions (in Attachment 06) for Attachment 7 seem to contradict the page limitations referenced in Attachment 06.
Pages 1 and 3 were included by the Government for informational purposes. As such, these will not be included in the page count of each past performance reference limitation.
Additionally, offerors are permitted to modify Attachment 7 to fit the 1-3 page limitation so long as the size and format requirements specified in paragraph 3(F)(ii) of Section L are followed.
Volume II is Past Performance. Attachment 7 (Past Performance Reference Sheet) and the instructions in Attachment 7 say to include this attachment in Volume III of the proposal (Price/Required Documentation). Can you please confirm that you want this attachment completed and returned in Volume III?
The Government wants the completed copies of Attachment 7 to be submitted in Volume II. 2
Is this Reference information separate or different from the Past Performance Reference Sheet (Attachment 7)? Please clarify.
The reference information from Attachment 7 is the same information required to be provided in Volume II - Past Performance. (see answer to question #14)
16 Would you consider eliminating the CUI designation for Attachment 7?
The CUI designation for Attachment 7 (Past Performance Reference Sheet) will not be eliminated as the information being provided is considered Source Selection Information and must be marked as CUI.
Can the proposals (binders & cd) be mailed in via UPS or USPS, or do they have to be hand delivered?
Proposals may be mailed via UPS, USPS, Fedex, etc. or hand delivered. However, proposals that are being mailed MUST be delivered and received by 341 CONS before the due date provided in paragraph 3(G) of Section L.
18 Is Organizational Change Structure limited in page count?
Yes, the Organizational Structure Change History (see para. 5(B)(iv) of Section L) is included in the pages counting towards the limit cited in Table 3(F). The page limits listed in Table 3(F) have been increased in Amendment 003.
Technical Volume only seems to require Resumes for the AE Firms. Please confirm that Resumes and technical narrative from other members of the Design-Build team are not required.

Table 3(f) has a 5 page limit for volume 3, however, the documents required for this volume as formatted by the client, exceed this page count. Please clarify what items need to be within the 5 page limit

Table 3(f) has a 1-3 page limit for each past performance reference. However, the pages as part of Attachment 7 exceed 3 pages. Please clarify how this discrepancy should be addressed.

Does the organizational structure change history required under Volume 2 count towards any page counts?
Yes, the Organizational Structure Change History (see para. 5(B)(iv) of Section L) is included in the pages counting towards the limit cited in Table 3(F). The page limits listed in Table 3(F) have been increased in Amendment 003.
2.1 in SOW asks for a 50% and Final Design Package, but 2.15 shows submittals of 35%, 85%, and 100%. 2.16 schedule table also shows 35/85/100. Please clarify what design packages are required.
The Government is requiring offerors to provide a 35%, 85%, and 100% design. Attachment 02 will be revised to correct this mistake.
Kick-off within 10 days of task order date. This seems to be in error. Was this meant to say NTP instead of Task Order?
This is not an error. A Kick-Off/Pre-Construction meeting should be held within 10 calendar days from award of the contract. An notice to proceed (NTP) is only needed for the commencement of demolition, which offerors can expect to received after the acceptance of the 35% design (see SOW para. 2.17.2.1). This solicitation will result in a Contract, not a Task Order
Will the government consider affiliate performance in accordance with DFARS 215.305(C) and can affiliate experience be utilized without an actual teaming agreement?
Offerors may submit recent and relevant past performance history for projects in which they served as a prime contractor, subcontractor, affiliate, partnership, joint venture etc. However, the submitted past performance reference must indicate the offeror had meaningful involvement in contract performance.
26 Can previously completed PPQs or CPARs be provided in lieu of Attachment 7?
Previously completed PPQs will not be accepted in lieu of Attachment 07. Additionally, the submission of CPARS is not required and may unnecessarily use up your limited page count.
On-site delivery of the Proposal and base access. The DBIDS passes acquired for the site visit expired on December 31st, 2024. Would we need to submit a new CEAL list to you in order to deliver the proposal to 7015 Goddard Drive, Building 145? Or would we need to obtain a CAC card?
Yes, a new CEAL will need to be submitted, vetted, and approved in order to access Malmstrom AFB, MT to hand deliver your proposal.

Is “recent” Past Performance “within the last five (5) years” as stated in Attachment 06 on Page 6 of 15 or “within the last three (3) years” as stated in Attachment 06, page 13 of 15?
The correct definition of "recent" past performance is as follows:
“completed or ongoing projects within the last five (5) years from the date of the release of this solicitation.” Attachment 06 will be revised to correct this mistake.
Could you please allow more than five (5) pages for Volume III considering the following information is required in Volume III? The information listed below requires a minimum of 26 pages.

Please provide clarification regarding the type of “written documentation of the name of the A-E Firm partner” that is required here in Volume I. What constitutes “written documentation”? (Teaming Agreements are required in Volume III.) Will a business license meet the requirement to provide “written documentation of the name of the A-E Firm partner”?
A business license would meet the requirement of providing written documentation of the name of the A-E Firm partner.
Are we to assume that the existing Built Up Roof is still in place and has to be removed as it contains Asbestos?
Section L requires teaming agreements or Joint Venture agreements to be provided. Will the experience and references included in the proposal for specialized subcontractors with an executed teaming agreement with the Prime contractor be considered as relevant experience?
Yes, the Government may consider having an executed teaming arrangement/Joint Venture as an element of scope when evaluating level of relevancy of a past performance questionnaire (PPQ).
Offerors are reminded that the scope of work performed in a submitted PPQ should be identical to the scope of the Demo Dorm 631 project and are encouraged to include rationale supporting your assertion of relevance.
Section L and M indicate the requirements of resumes for the civil and electrical engineer(s) if provided. Is an electrical engineer resume required?
Yes. The electrical engineer resume is required. 3
Please provide pictures of the existing site, including the surrounding sidewalk and items delineated for removal on note 10 of the revised utilities site plan?
CLIN 0003 addresses payment for scopes related to the asbestos abatement from the attached reports. However, there does not seem to be any indication as to whether lead based paints or other potentially Hazardous materials are to be captured. Section 2.1.6 states the contractor shall conduct a lead paint survey of painted building materials proposed for demolition but does not provide any indication as to how any discoveries or lead-based paint items in the provided reports should be addressed.
Please confirm that only Asbestos Abatement is required in this contract and that any other abatement shown in the reports or discovered during on-site surveys are considered unforeseen site conditions.
It was discussed during the site visit that the existing concrete tunnel was to be terminated within the building footprint. Could you please provide the following information related to the concrete tunnel:
•At what point within the existing building footprint should the tunnel be terminated?
•What is required for termination? Does the tunnel need to be filled, sealed, or capped?
•What is the typical tunnel section, or can as-builts be provided?
Are there any secondary contractor laydown or staging areas available outside the site's construction boundaries?
Are there any 3rd part utility companies or contractors that need to be coordinated with aside from the electric shop?
Our understanding is that many of the utilities on-site may be maintained by other companies, which may require coordination and additional costs to demolish. Please confirm that the contractor is not responsible for any coordination or costs associated with utility companies not specified in the solicitation documents.
If not specifically noted to be protected, are other items within the construction boundary, such as the existing sidewalk, allowed to be removed?
The HTHW line is noted to be terminated at the enclosure, where access was not provided.
Please clarify if the HTHW line is to be determined within, or outside the enclosure.
Please provide the utility company contacts and means of utility locates described on General Note b. of the revised utility site plan.
Does the base have published literature on preferred methods for capping utilities, including piping materials, joining preferences, and required demolition extents of the capped lines? If so, is this literature available for review?
Are there any restrictions on base for the use of water misting machines during the demolition process?
Would the use of an on-site water hook-up be allowable? Is so, what are the backflow prevention requirements on the piping?
Is there a location on base where trucks could fill up water for demolition and compaction efforts?
Are there any base-specific requirements for the control of dust related to construction activities?
Please confirm that the government does not wish to salvage any existing equipment not called out in the revised demo utilities plan?
Does the Government wish to retain the existing exterior chiller unit and/or the electrical transformer unit located immediately adjacent to it within the walled enclosure? Currently, the notes only list the retention of the transformer as shown by Key Note #6 on the Demo Utilities Plan.
51 Are the electrical lines that require demo direct-buried or within a duct bank? 3
Will the buried timbers need to be saw cut or can they be terminated by other means 10’ below?
The 1975 As-Built drawings show asphalt-impregnated void forms under the existing building slab with a note to “see specs.” Can the specs for this product and/or any product data be provided for these void-forms? No literature on this type of product or how it may deteriorate over time can be found.
54 Is any geotechnical data available? 3
55 Is any data related to the water table elevations available? 3
The three reports provided list 3 materials that contain asbestos within the building. One is tile and mastic, of which during the walkthrough we could only find small areas of residual mastic around the perimeter of some of the rooms, alluding to the fact that there was a previous abatement done within the building.
Do we need to remove all flooring to look for residual and existing mastic as a part of the base bid? Or is there a report available that may provide scopes of abatement previously accomplished? The reports also list a 6' piece of thermal system insulation. Should we only include this 6' piece, or should we assume the same materials are in other walls?
The reports also list roofing material. Are there any records of this being removed when the new peaked roof was installed, or should we assume that this material is still present?
Due to the time required to incorporate answers to questions, complete production, and hand-deliver the bid documents, we request that the bid due date be extended to two weeks after the final Q&A update has been uploaded to sam.gov.
The proposal due date will be extended from 23 January 2025 to 30 January 2025. 3
Section L, paragraph 4, B, ii, 1, a state that civil and electrical engineers must be licensed in the state of Montana. Is this a requirement for other design team disciplines such as surveying, structural, plumbing, etc.?
o If so, is licensure required at the time of proposal submission, or is it acceptable if it is obtained by the time of project award and commencement?

Is the hole that needs to be backfilled after the demolition need to be a structural fill with compaction tests?
Section 2 .4 stated that no pictures shall be allowed of any government property of component. It was asked during the walk if this was the case and it was relayed that no pictures would be allowed, but that they would be provided upon request. Can we please request as many pictures of the facility as possible for reference when pricing this project.
Looking at the schedule, we assume that the POP for the actual demolition is to be 105 days, assuming the demolition can begin after the review of the 35% drawings. Please confirm.
Yes, assuming offerors utilize the maximum number for days for the kick-off meeting and to complete the Type A 35% Investigated Work the PoP for the actual demolition would be 105 calendar days.
