Whiteman AFB MATOC Solicitation Q&A

Q1: Section L, 2.0 Proposal Preparation Instructions states that Whiteman AFB utilizes a firewall. Is there a size limitation of attachments, in terms of MB, that offerors should abide by to ensure successful receipt?
A1: The Government does not recommend providing information through email when attachments have an aggregate size exceeding 12.0 MB. Attachments up to 8.0 GB may be transmitted electronically through DoD SAFE through the process outlined Section L paragraph 2.4. Section L paragraph 2.4 also outlines the process to submit proposals via CD/disc. Should a contractor choose to transmit their proposal using email, the Government encourages them to request email/attachment receipt acknowledgement to ensure the transmission was successfully received.
Q2: RFP section 2.3, Proposal Formatting limits Factor 1 to 8 pages. However, in accordance with Section M, offerors must provide letters of intent (LOI) for non‐current employees. Since there are 4 positions, should an offeror need to provide 4 LOIs, this leaves only 4 pages to provide the remaining Section M requirements to include: organizational chart; 4 resumes; and the management policies, procedures and processes. Therefore, we request that the Factor 1 page limitation be increased to a minimum of 16 pages.
A2: Factor 1 page limitation has been increased to 16 pages.
Q3: The RFP appears to call out for Phase I and Phase II proposals. Are we to submit ONLY Phase I proposal by May 19th Due date? Once results of Phase I are announced, only 7 selected offerors would submit Phase II. Is our understanding correct?
A3: Proposals will be evaluated using a two phased approach. Proposals must consist of three Volumes (A, B, and C) IAW Section L. All three Volumes must be submitted by the May 19th Due Date.
Q4: RFP Phase II requires submission of design drawings for the seed project. Can you provide all current as‐builts of Bldg 3008 including all CAD files?
A4: The As‐Built drawings for B3008 will be provided via Beta.SAM in an amendment to the solicitation on Beta.SAM at a later date.
Q5: RFP Phase I proposal asks for the Past Performance volume. All DoD contracts have completed CPARS that serves the purpose of Past Performance repository DoD‐wide. Can we provide copies of CPARS for those projects that have CPARS in lieu of Past Performance Questionnaires?
A5: As mentioned in Section M paragraph 2.3, the Government may additionally use CPARS to evaluate an offeror’s past performance. However IAW Section L paragraph 5.1 “Each Offeror shall submit a past performance volume with its proposal, containing past performance information in accordance with paragraph 5.4 and 5.5”. Section L paragraph 5.5 outlines the requirements for past performance questionaires, therefore questionaires are required.
Q6: Can you tell if this is a follow on MACC? If it is, we would appreciate it if you can provide a list of incumbent contractors.
A6: This is not a follow on contract.
Q7: Can you provide a list of historical task orders and amounts issued under the previous MATOC?
A7: As this is not a follow on contract, a list of historical task orders and amounts is not available.
Q8: Solicitation indicates site visit was held in March whiles solicitation was posted in April. Will a site visit be held with a new date and time?
A8: Due to the current environment, a site visit will not be held. A video of the representative project site was published to Beta.SAM in Amendment 01 dated 4/17/2020.
Q9: Can as built drawings be provided for Building 3008 in both pdf and CAD so offerors can provide design drawings to subcontractor and suppliers?
A9: Pdf and CAD as‐built drawings for Building 3008 will be provided in an amendment published to Beta.SAM at a later date.
