Q1: Attachment L-4 Construction Cost Breakdown : All Division Tabs – Cell D2 for the “Date” is not formatted for Date, and returns a numerical value when entering a date. This error is repeated on every Div tab
A1: Cell D2 formatting has been updated on Attachment L-4.
Q2: Attachment L-4 Construction Cost Breakdown: All Division Tabs – Cell D8 is formatted for an Accounting Number (2 decimal places and comma separators), but the entry for this cell is the Project No., which would more properly be treated as Text, so it displays correctly. This error is repeated on every Div tab

Q4: I have seen other solicitations where a record of site visit participants has been posted and ask if it is possible to get a similar list for this project opportunity.
A4: The list of participants has been published to Beta.SAM as Attachment 19.
Q5: Is duct cleaning required for the existing ductwork to remain?
A5: Yes.
Q6: Will TAB and/or DALT be required for the existing ductwork to remain?
A6: Yes, the new, and old components, of the system need to be tested and balanced. Yes duct air leakage testing is required.
Q7: Will the facility be occupied during renovation? If so, will temporary HVAC service be required?
A7: The base understands that some of the work outlined in the SOO will require the building to be closed to the public. Multi-day closures will occur. These closures should be minimized, and coordinated with the base. AHU replacement is one of the times when a closure is possible. When a multi-day closure is scheduled, ambient room temperatures are fine. Note, if a closure occurs during a cold weather period, it is the contractor's responsibility to maintain a facility temperature of at least 55 degrees F to prevent water pipes from freezing. Many aspects of the SOO can be worked on while the facility is in use: remodeling of the storage room, bathroom renovation, etc. are some examples of when the facility can operate while the contractor is working. At these times it is assumed the HVAC system will be functional. The contractor should organize work such that when patrons are there the HVAC system is functional.
Q8: Can we completely shut down all restrooms to renovate at one time, or does the restroom renovation portion need to be staggered?
A8: Only two rest rooms are being altered. The goal of the alterations to the rest rooms is to eliminate the sewer gas smell that is being emitted into the air. One men’s room, and one women’s room next to the main entrance are being worked on. Both of these two rooms can be shut down at the same time;
other restrooms in the facility can be used by patrons of the facility.
Q9: There appears to be wood blocking or wainscot on the existing walls in the storage room. Is it the intent to remove and re-install wood protection on these walls? Or, can offerors propose alternate wall protection feature?
A9: The intent is for the storage room to be updated to a level beyond simply providing a new paint job, but short of tearing all of the walls down and starting over. Offerors can propose alternate wall protection features.
Q10: Will the end-user remove all items in the storage room before construction, or are Offerors responsible for removing? If we are responsible, where are we to remove/relocate too?
A10: End user will relocate the items in the storage room.
Q11: Are we to remove and reinstall the existing curtain and curtain track in the storage room? Or, can we renovate the ceiling around this feature?
A11: You can do either remove or reinstall, or you can renovate. Clearly describe your intent in your proposal.
Q12: There are existing stairs leading into the basement, which appear to be hazardous due to the width of each riser. Is it the intent of this project to update this stair case as well?
A12: It is not the intent of this project to update the stair case.
Q13: Is there any roof work anticipated for this project? If so, please provide warranty information on the roof.
A13: No roof work.
Q14: Does the government anticipate postponing this project anymore?
A14: Not at this time.
Q15: Please confirm that there is no bonding requirements (i.e., bid bond, bond letter, etc.) required for either the Phase II Price and Technical Proposal or Phase I Technical Proposal.
A15: There are no bonding requirements for proposal submission.
Q16: SOO #1 Replace the AHU’s – During the period the AHU’s are being replaced, B3008 will be at ambient temperatures. The SOO did not indicate any temporary cooling/heating required. Please confirm ambient conditions are sufficient during the removal/installation period and until start-up of the building.
A16: During the replacement of the AHU's the base understands that the facility will be temporarily closed. Closures should be minimized, but multi-day closures will be necessary to complete certain task in the SOO. Again closures should be minimized, and coordinated with the base in advance. While the closure is in effect ambient temperatures are allowable. If the closure occurs during a cold weather period, the contractor should keep the internal temperature at, or above, 55 degrees to prevent pipes from freezing and other negative effects.
Q17: Sec. L, Para. 4.2 – “The IDIQ and subsequent task order will be considered overall one project.”
As we interpret this sentence, someone could list several task orders within the IDIQ and use that as one project, which would allow a much broader compliance with all the details requested. Most RFPs allow the use of one task order as a project.
Amendment #7 added the following in Sec. L, Para. 5.3:
Multiple Award Task Order Contracts (MATOCs) and other types of IDIQ contracts that provide for the issuance of task orders for the performance of projects may also be submitted for Factor 3. If an IDIQ type contract is submitted, an individual task order issued under the contract must also be submitted.
The IDIQ and subsequent task order will be considered overall one project.
If a person submits an IDIQ along with one TO, that puts others at a disadvantage, since the IDIQ could hit more trades or other criteria than just one TO. Also, how do you evaluate the IDIQ portion compared to the TO in the Past performance, since nearly all agencies only issue PPQs for CPARS for an individual TO? Do you evaluate just the one project or all those referenced in the IDIQ?
We have seen other criteria, which is not nearly as broad as this, get protested. At a minimum give more detail on how the IDIQ data will be used in the evaluation process.
A17: Expanding on Q&A dated 5/6/2020 Q&A number 35, Offerors may submit one task order along with the IDIQ and it will be considered one project. Submission of the IDIQ does not inherently include all of the task orders submitted under it. PPQs for additional task orders may be provided, however they would be considered additional projects. If an Offeror submitted an IDIQ along with a single task order, the PPQ would cover the Contractor's general performance on the IDIQ as well as the specific performance of the task order. The evaluation will be conducted IAW Section M paragraph 2.3.
Q18: Q#6 in the June 17th list: This was addressed in Amd #5, Q33 and answer. What I was trying to ask, which I thought was clear, but here is point: CPARS has Quality, Schedule, Management, Regulatory Compliance and Other Areas, as evaluation factors. PPQ has Quality (with 4 sub areas), Schedule/timeliness (with 2 sub areas), Customer Satisfaction (with 4 sub areas), Management/Personnel/Labor (with 8 sub areas), Cost/Financial (with 6 sub areas), Safety/Security (with 2 sub areas), General (with 4 sub areas). .. Attachment L-1 has: A. On time - timeliness of performance (4 sub areas); B Cost Control (1 area); C. Quality Process (5 sub areas); D. Business Relations/Project Management (2 sub areas); E. Continuity of Personnel (2 sub areas); and F. Safety History (1 sub area).
CPARS does not have questions, only the reporting of the evaluator's opinion in those areas.
The PPQ has 7 primary areas and a total of 30 sub area questions.
Attachment L-1, which has some similar questions as in the PPQ, but slightly different, lists 15 questions/sub areas. My original question was if someone provides Attachment L-1, that provides mathematically 15 less questions than a PPQ for performance how will they be treated equally?
Furthermore, the ratings on the PPQ are different than on the L-1. If all 3 will be treated equally, then we understand. We did not want to get a lower score, since an Attachment L-1 was not provided, which has slightly different information required.
A18: Information provided for past performance is evaluated via criteria established in Section M, 2.3, Factor 3 Past Performance.
