Whiteman AFB MATOC Solicitation Q&A

Q1: For FACTOR 2 – PAST EXPERIENCE, since design fees are typically below $1 million, can the Offeror include a project example from our design firm with whom we have a Teaming Arrangement, for a task order with a construction cost between the $1 million - $7.5 million range?
A1: Yes.
The following verbiage has been added to Section L, Paragraph 4.3.f. "If the project is a Design Only effort, the construction cost estimate must also be included."
Section M, Paragraph 2.2.a.i The first sentence has been changed to read: "Design, Design-Build, or Design Bid Build multi-disciplined project with a construction cost between $1M - $7.5 M unless the contract is an IDIQ.
Section M Paragraph 2.2.b The word "Projects" has been replaced with "Experience". Sentences ii and vi have also been updated.
Section M Paragraph 2.3.b The second sentence has been changed to read: "Relevant projects are defined as; projects which are similar in scope (design, repair, alteration, renovation, maintenance, and/or minor construction projects on various real property facilities across multiple disciplines);
construction cost magnitude (between $1 million and $7.5 million); and complexity (projects requiring multiple disciplines, including design work) as the effort described in this solicitation."
Q2: Section 3.0 FACTOR 1 – KEY PERSONNEL 3.2.b. states “Offeror shall provide identification of each proposed key person by position, title, and name.” Should the title be in accordance to the in individual’s job title at the company they work or the title of their role on the proposed project?
A2: Their role on the proposed project.
Q3: In FACTOR 3 – PAST PERFORMANCE, 5.4.a. Companies with multiple offices will have multiple CAGE and DUNS in accordance with each location. This is due to some government agencies requiring an office location in a certain area in order to submit on projects. Please confirm that in submitting our company experience, the contracts were under the local office CAGE and DUNS, will not be an issue since the CAGE and DUNS will be different than that listed on the Proposal Data Sheet.
A3: The evaluation will be conducted in accordance with FAR 15.305(a)(2)(iii). If Past Performance or Past Experience is submitted from a predecessor company, the Offeror must demonstrate how the predecessor company will affect the performance of the Offeror.
Q4: In Reference to questions embedded in FAR guidance in Sections I-K, are we expected to provide answers along with the bid or will this information be provided once contract is awarded? For example: Page 28 of 66 Item 3(d) Domestic or Foreign Material, Page 33 of 66 Item 2(e) Related to Drawings. If so, can you provide further clarification?
A4: Offerors must complete the required Reps and Certs and submit them with their proposal. The clauses referenced in this question: "252.217-7027" and "52.225-11" are not required to be completed and submitted with the proposal. Please advise if further clarification is required.
