Questions Regarding Representative Project SOO
Q1: What is the size of the existing chiller that is to remain in place and connected too?
A1: 110 tons.
Q2: Is the existing ductwork sized to appropriately handle the new AHUs?
A2: All of the AHUs except for AHU #3 should be replaced with like / in-kind units. Therefore the ductwork should be adequately sized for all of the units with the exception of number 3. AHU #3 requires a load calculation and if the size of AHU #3 is increased the ductwork may follow suit.
Q3: What are the sizes of the existing eight (8) AHUs that are to be replaced?
A3: See the Q&A Attachment 1 titled "Bldg 3008 AHU Schedule"
Q4: Because there is already an existing Base monitoring system, please confirm that the extent of controls work is to only tie in the new AHU equipment into the existing controls system.
A4: The controls, including sensors and actuators, for each new air handler will be connected to the current system; the systems that are not replaced should remain as is.
Q5: Regarding item 2B of the sanitary sewer repair item, is the current split in pipe causing a non-functioning system and system failure? If so, how is it failing? Can the repaired PVC pipes in this area be replaced in-kind with PVC pipes or cast-iron for in-earth placements, where allowed by code?
A5: The split in the pipe is leaking a small amount of material, but it is still in service. Please read the SOO, in conjunction with the as-built drawings, to see what pipes require replacement.
Q6: Is the existing sump pump in the basement adequate to serve as designed and intended? Is there any need to repair or replace this sump pump?
A6: The existing sump pump is functional at this time, and is not in need of replacement.
Q7: Is the entire basement below the entire first floor? Are there any portions of the existing first floor that sit on slab-on-grade, or is the underside of the entire first floor accessible from the basement?
A7: Please see the as-built drawings. Only a portion of the first floor has a basement, and this basement is largely located under the kitchen only.
Q8: Regarding item #3(a), what is the manufacturer/make/model of the tile presently existing in the restrooms?
A8: Manufacturer make and model of the tile is not available at this time. Please see the Q&A Attachment 2 titled "restroom floor". The contractor should use the picture as a guideline for estimating replacement when preparing their proposal.
Q9: Since the primary objective of Item #3 is to remove the sewer gas odor from being omitted at the base of the toilets, are Offerors allowed to seek alternate methods rather than removing/replace and/or revising the slope of the existing floor? If so, how will alternative solutions be evaluated against what is outlined in the SOO?
A9: The contractor is allowed to propose alternate solutions. Any proposed solution should be a long-term, sustainable, solution to the work task. The alternate proposal should be clearly defined.
Reviewers will analyze alternative solutions using a best-value to best-product comparison.
Q10: Item #3b states to correct any fit and finish issues around the caps, as required, to ensure an airtight seal. Please confirm that corrections are only limited to areas immediately adjacent to the clean-out covers and will not include correcting fit and finishes throughout the entire bathroom floor.
A10: That is correct, the Statement of Objectives is only instructing the contractor to correct the seal in the localized area.
Q11: What level of finishes is the government expecting for the storage room renovation?
A11: Please clearly define your level of finish in your proposal. When complete the storeroom should not have an industrial look, at the same time, the store room should not have a show-room finish. The store room will have drywall on the walls, moderate levels of trim, a finished ceiling, and a neat over-all appearance.
Q12: What is the existing floor in the storage room and adjacent areas, where offerors are to transition smoothly into the ballroom, or replacement is required during renovation activities?
A12: The existing floor is a dark vinyl tile, this transitions to the carpet squares in the ballroom. Please see the Q&A Attachment 3 titled "storage room floor". Outline your intended work to the floor in your proposal.
Q13: Regarding the Comm cabinet protection, is the protective system required to be removable so the cabinet can be moved/removed, or can the protective system be fixed in place, with the understanding that the Comm cabinet will not be moved?
A13: The protective system can be fixed in place framing.
Q14: Regarding item #5, please provide the size and make/model of the existing hot water tank, hot water re-heat unit and hot water boiler. The pictures provided in the SOO don’t allow for Offerors to identity this information.

Q15: Regarding item #6, what is the current luminosity of the current fixtures?
A15: Standard 2 buld florescent fixtures are currently installed, we would like it brighter if possible.
Q16: Is the existing circuitry in the existing electrical panel adequate if additional light fixtures are required to be provided to maintain the luminosity?
A16: Yes
Q17: Regarding item #7, is there access into the basement for equipment, such as a mini excavator or Georgia buggy?
A17: No
Q18: Regarding item #1, the contractor should make every effort to reuse existing ductwork that services the new building…” Is it the intent of this project to replace the air handling units in kind, i.e.
match existing airflow to not disrupt the pressurization of the building as well the existing size of the ductwork? Or does the government expect the contractor to rebalance the airflow (this may require replacing some or all of the ductwork if the ductwork is not the correct size)?
A18: The AHU's are being replaced in kind with the exception of AHU #3. The contractor should determine if adjustments need to be made to the size of AHU #3. After the replacement of the AHUs the contractor will be expected to rebalance both the airflow and water flow for all equipment. It is up to the contractor to deliver a fully functional and balanced system. The current as-builts should provide the ductwork dimensions
Q19: Regarding item #8, By replacing the triple-duty valve with a gate valve, do we need to provide a calibrating balancing valve, and check valve?
A19: Yes, the triple duty valve should be replaced with a triple duty valve. The valve is being replaced with a 3" in-kind valve.
Q20: Regarding item #5, replace the hot water tank, the hot-water re-heat unit, and the hot water boiler.” As-Builts show two hot water heaters, one providing 120°F and another providing 140°F domestic hot water. Please explain the existing domestic hot water system; what is the purpose of the re-heat unit?
A20: The hot water re-heat unit services the kitchen. The reheat unit is designed to bring the water back up to 140 degrees F. This is a code requirement to combat legionaries disease. Mixing valves then bring the water back down to 120 degrees so the water can be safely handled.
Q21: Regarding item #3, do these repairs apply to all restrooms in B3008?
A21: No, just the two main restrooms to the left as you go into the front entrance
Q22: Regarding item #4, is the intent to provide a full-height protective element for the Comm cabinet or only enough to protect from folding tables and chairs stored in the storage room?
A22: The protective element can either be full height or partial height. Please outline your proposed solution in your proposal.
Q23: Is the existing emergency lighting system to remain and be reused or matched? The system appears to presently be using 12-volt incandescent lamps in recessed can light fixtures.
A23: Reused
Q24: Is Building 3008 provided with carbon monoxide detection?
A24: Yes
Mechanical
Q25: SOW states perform a complete renovation of storage room. Does complete renovation of storage room include replacing any new ductwork and diffusers or are they to be adjusted and re-used?
A25: The renovation of the storage room is being undertaken for two reasons: to protect devices such as the Comm Cabinet, and improve the visual appearance of the heavily used (and worn)room. Please estimate accordingly, if you think replacement of the mentioned devices will be required to complete this renovation, then bid accordingly.
Q26: Are AHUs to be replaced by units of similar size or is the sizing to be revaluated to meet the building’s load requirements?
A26: Please see the answer to similar questions
Structural
Q27: Is there more of the structure that is corroded (joists, beams, deck, connections)?
A27: No
Q28: Is the source of the corrosion known?
A28: Water backing due to poor drainage in the basement. The SOO addresses that drainage issue
Q29: It almost looks like some of the columns have been splashed. Also looks like at least one column has been replaced with a galvanized column before and still needs to be replaced. Does this basement area have the correct amount of ventilation/air exchange per code?
A29: This galvanized column you are referencing is a temporary support column; that column is removable. Please follow the guidelines in the SOO.
Q30: Looks like access to the basement is a single door, down a ship’s ladder into the basement with only 6’-10” head clearance. You can see sections through the ladder on 8/A2.2. There is also a section on 2/A2.1 that shows the relationship of the mechanical room to the basement. Is this the only basement access?
A30: Yes
General Questions
Q31: Is it possible to move the due date back to May 28 or beyond?
A31: The solicitation will not be extended at this time.
Q32: It appears from the drawings provided that the 8 existing AHUs were installed before the roof went onto the mezzanine structure. As such, there is no indication that the 8 new AHUs in Item 1 of the SOO can be installed in the mezzanines as required by the government without the contractor performing demolition and rebuild of either roof or interior walls and ceilings. Does the Government intend the contractor to contemplate and price any structural demolition and rebuild to replace the AHUs, or can the Government assure that there is sufficient pathway and access to hoist and install the new units to meet the serviceability requirement without structural demolition and rebuild?
A32: There is a large opening in the ceiling of the storage room for access to the mezzanine (see plans).
Do not estimate structural demolition to the roof.
Q33: Will the Government be using Dr. Checks Online Management of review and comment resolution?
A33: No
Q34: Sec. L, Para. 6.0 – Factor 4; para. 6.1.d.ii – Elevations – In reviewing the SOO it does not appear there is any exterior work. Did we miss something? Please clarify the intent of submitting the elevations.
A34: Elevations are not required as part of this project. The provision you reference can be ignored.
Q35: Sec. L, Factor 5 – Attachment L-4, Cost Estimate Breakdown – The revised spread sheets still have FL in for the sales tax line item. Does this imply we are to include taxes for the project? Most Federal projects are sales tax exempt. Please clarify so all proposals are on the same basis.
A35: Sales tax will not be included in the Total Evaluated Price, see Q&A dated 5/6/20, Q&A number 15.
Q36: Does the existing fire alarm system have capacity to support work for the new AHU’s?
A36: Yes
Q37: What is the depth and linear footage of the excavation needed Rto determine the dips in the 3” drain line.
A37: Please see the SOO, and the As-Builts, for linear feet. The depth is approximately 3 feet.
Q38: Are the dips in the 3” line on the exterior of the building?
A38: No, Please read the SOO
Q39: Is there a basement or crawl space below the restrooms?
A39: No, please see the As-Builts
Q40: Does the new floor drain and piping need to be cast iron or is PVC efficient?
A40: PVC is sufficient
Q41: Can I get the specs on the existing water heating equipment?

Q42: Are there any pumps, check valves, mixing valves, expansion tanks, etc. that will need to be replaced?
A42: Please consult the SOO. If you believe there are any items not listed in the SOO that should be replaced, then please clarify this in your proposal.

A43: Yes
Q44: Is the building to be occupied during construction since outage will need to occur for some items?
A44: Assume that during certain phases of the construction the building will not be occupied. It is the govt's desire to minimize outages. You can clarify your desires, and estimated time frames, for outages in your proposal.
Q45: The solicitation is requiring Site plans and Elevations as part of a conceptual design. The entirety of this work seems to be all interior in nature. Are a site plan and elevations required? If so, please clarify what we are to show on those plans?
A45: Site plans and elevations are not required for this project. These items were removed in Amendment 05.
Q46: Item 1 is for 8 new AHUs, please clarify there is no requirement for the contractor to remove and/or replace the gas fired make-up air unit (labelled M/4 on M-1) serving the kitchen hood?
A46: You are correct, it is not a requirement of this package for the contractor to replace the make-up air unit.
Q47: Can an electrical one line diagram for the existing electrical service be provided?
A47: Please look at the As-Built Drawings.
Q48: Please confirm the rates provided in the representative project are not binding for every future task order under this contract.
A48: Correct. The rates provided will be used for evaluation purposes only. If a Fair Opportunity Purchase Request is issued under the MATOC for the work outlined in Attachment 2 Representative Project SOO, MATOC IDIQ awardees will be given the opportunity to submit new proposals.
Q49: Although we understand this is a representative project, not a seed project, the solicitation did indicate it may be a future project. Please confirm that should the project be issued, contractors will be given an opportunity to provide a revised price reflecting then-current economic conditions.
A49: If a Fair Opportunity Purchase Request is issued under the MATOC for the work outlined in Attachment 2 Representative Project SOO, MATOC IDIQ awardees will be given the opportunity to submit new proposals.
Q50: If the offeror is a joint venture, are any additional inclusions regarding contract documentation and company information required e.g. a copy of the JV agreement, etc.?
A50: The offeror's JV status must be reflected in the System for Award Management. No additional JV contract documentation is required. Offeror must be in compliance with all SBA requirements if submitting on behalf of an 8(a) small business or another SBA program.
Q51: May offerors use 11x17 sheets for the organization chart, drawings, and schedule in order to provide ease of reading? If so, will it count as one or two pages?
A51: IAW Section L Paragraph 2.3 "Page size is required to be no more than 8 1/2" x 11" with 1" overall page margins". The paragraph also states "this format does not apply to drawings or Gantt charts".
Furthermore, IAW Section L Paragraph 6.0 drawings and Gantt charts are not included in the page count.
The organization chart required for Factor 1 - Key Personnel is subject to the aforementioned requirements.
Q52: Please confirm past performance questionnaires are not included within the page limitation of Factor 4 nor are they include in the limitation of three pages for each project within the Factor.
A52: Confirm
Q53: The attachments L-1 thru L4 file names do not match the document name headers. For instance, when opening the L-1 document the header shows Attachment 2, when opening the L-2 document the header shows L-3, when opening the L-3 document the header shows L-4 and so forth. Could the
Government please clarify the naming for each of the attachments to ensure consistency for all offeror responses?
A53: Attachments L-1 through L-3 have been updated. There was no inconsistent header identified for Attachment L-4.
Q54: Amendment 0002, Sec L, pg 5, 3.0 calls out a typed quantity of “fifteen” pages, but calls out a numerical “16” pages. Please clarify the maximum allowed page count.
A54: The typed quantity was updated to 16. The page limit for Factor 1 - Key Personnel is 16 pages.
Q55: Please confirm that per section L 4.3 that 2 POCs should be listed per each Past Experience project but per Section L 5.3 only 1 POC should be listed per Past Performance project and only 1 POC should be sent a Past Performance Questionnaire.
A55: L4.3.i & j PAST EXPERIENCE: Are separate contacts, one is the Customer and the other the Procuring activity POC, so yes, 2 POC's required. L5.3 does it mention 1 POC, it mentions @ least one submitted Past performance contract be from the submitted Past Experience section. L.5.4.m. Primary Customer Points of Contact should be listed for each submitted contract. L.5.5.a. & b. not POC's plural (more than one); L.5.5.b. identifies to include two current POCs and phone numbers for contracts reference provided.
