Whiteman AFB MATOC Solicitation Q&A

General Questions
Q1: Will there be any addition information on the specifications for the replacement mechanical items of the Representative project for this solicitation?
A1: No. The information provided in the Statement of Objectives, and the As-Built drawings, is what the contractor's should use to produce their proposals. If the contractor has a question about a specific piece of equipment, that should be asked as a separate question.
Q2: On page 51 of the PDF, paragraph 5.5 (a), states that we should send out past performance questionnaires. Will 509 CONS accept CPARS in lieu of past performance questionnaires?
If a client does not complete a PPQ upon our request will we, the contractor, be held as non-complaint with this section?
A2: The sole responsibility for ensuring the Government receives past performance questionnaires lies with the Offeror. If the Government does not receive questionnaires from the points of contact provided IAW Section L paragraph 5.5.b, the Government will make a reasonable effort to contact the individuals and request the questionnaires. If the questionnaires have still not been obtained, the Government will evaluate the projects based on available information, to include CPARS. Offeror’s will not be excluded from competition if questionnaires are not received. However if information supporting the quality of services performed is not available from the Government Agency/Commercial Organization for which work was performed, it may negatively impact the Offeror’s Performance Confidence Assessment. In short, CPARS will be accepted in lieu of past performance questionnaires, Answer 5 from the 4/20/20 Q&A has been updated accordingly.
Q3: Is it acceptable to include the SF 1442 and Amendments as behind the table of contents in Volume A - Contract Documentation/Company Information?
A3: The SF 1442 and Amendments Acknowledgements shall be included in Volume A Contract Documentation. Section L Paragraph 2.1.1 has been updated accordingly.
Q4: The table in Paragraph 2.3. Proposal Formatting (page 47 of 66 of the RFP) shows that Factor 1 – Key Personnel is limited to 8 pages; however, paragraph 3.0 shows that this factor is limited to no more than 15 pages. Given the requirements for this section, would the government please allow 15 pages for Factor 1 – Key Personnel?
A4: The table in Paragraph 2.3 Proposal Formatting has been updated to reflect a page limit of 16 pages for Factor 1 - Key Personnel. This change has also been made to Section L Paragraph 3.0.
Q5: Section M, Paragraph 2.1, shows that a Letter of Intent (LOI) is required for key personnel. Given the page restrictions for Factor 1 – Key Personnel, will the government consider EXCLUDING the LOIs from the page limits for this factor?
A5: Since the page limitation has been increased to 16 pages, the Letter of Intent will still be included in the page limitation for this factor.
Q6: Is there a required format for the Letter of Intent (LOI) for Factor 1? If so, can you please provide?
A6: There is not a required format.
Q7: Given the page limitations for Factor 3 – Past Performance, will the government consider EXCLUDING Attachment L-3 from the page limitations?
A7: Attachment L-3 has been excluded from the page limitations. Section L Paragraph 5.2 has been updated accordingly.
Q8: Given the page limitations for Factor 3 – Past Performance, will the government consider EXCLUDING the client authorization letter from the page limitations?
A8: The client authorization letter has been excluded from the page limitations. Section L Paragraph 5.2 has been updated accordingly.
Q9: Is the Construction Cost Estimate Breakdown Form required for each of the 8 objectives targeted for completion through Project Number 1072515?
A9: The Construction Cost Estimate Breakdown Form (Attachment L-4) is required for the Representative project IAW Section L Paragraph 7.2. All costs to complete the project as proposed should be included in a single copy of the form.
Q10: Will the original drawings that are to be coming out, have the full mechanical plans and schedules for the 8 AHU’s? If not, can the model and serial number on the 8 units be sent to us to identify the required equipment loads for the replacement units?
A10: Please see the As-Built Drawings for AHU information.
Q11: Are the VFD’s for the supply and Return fans for each AHU to be replaced or reused?
A11: Replaced.
Q12: Is the Mechanical equipment fed with 208V or 460V?
A12: Both 208V and 460V feed this system.
Q13: What are the requirements for upgrading the lighting in the attic space? Is the government looking for LED’s or more lighting?
A13: Utilize the same circuitry. Replace the lights that are currently hung. Using LED's is acceptable.
Q14: Do the mechanical Mezzanines have any handrails or open areas that will require new handrails and toe boards to bring the platforms up to code for safety to consider?
A14: Any handrails removed to facilitate new installation should be replaced with handrails that meet the current code.
Q15: Page 54, section 52.215-1 Instructions to Offerors-Competitive Acquisition. 2017-01, line 2 outlines the information for the first page of the proposal. On Page 47 the “Contract Documents” are requested first then the “Company Information” which include similar required information as Page
54. Please confirm the order in which you would like this information.
A15: The first page of the proposal must comply with FAR 52.215-1. After the first page, the proposal should proceed with Volume A, Volume B, and Volume C sequentially. Information provided IAW FAR 52.215-1 will not impact any page limitations.
Q16: Paragraph 2.1.2 requires us to provide our labor surplus area designation. Can you please explain what that is?
A16: This verbiage has been removed.
Q17: Sec l, pg. 47, 2.1.1 does not mention signed SF 1442 or SF 30/Amendments acknowledged as submitted in Vol A. Please clarify.
A17: The SF 1442 and Amendments Acknowledgments shall be included in Volume A under Contract Documentation. Section L Paragraph 2.1.1 has been updated accordingly.
Q18: Sec L, pg. 47, 2.3, states one CD original CD per Volume per Factor OR all required data/factors on one CD acceptable. Please clarify.
A18: One CD for the entire proposal is preferred. However, if size limitations requires the submission of one CD per volume, that is also acceptable.
Q19: Sec L, pg. 48, 2.3 states basic proposal format. Please clarify whether page count includes Cover Sheet page, Table of Contents or Factor Tabs for Volume layouts.
A19: Page counts do not include the Cover Sheet, Table of Contents, or Factor Tabs for Volume layouts.
Q20: Sec L, pg. 48, 3.2 states page size requirements of 8 ½ x 11. May the Gantt Chart and Drawings be 11 x 14 for ease of review?
A20: As mentioned in Section L Paragraph 2.3 this format does not apply to drawings or Gantt charts.
Q21: Sec L, pg. 49, 3.1 states resumes of Key Personnel are required. Do they count in the page restriction? As per Sec M, pg. 61, 2.1.a.ii, the four minimum 4 Key Personnel’s resumes would be four of the pages allowed. Please clarify.
A21: Resumes are included in the page count for Factor 1, Key Personnel.
Q22: Sec L, pg. 52, 7.2, Factor 5’s Attachment L-4/ Construction Cost Estimate Breakdown Form references Eglin EFB, not Whiteman AFB on individual Division pages of the Excel spreadsheet. Please clarify.
A22: Attachment L-4/ Construction Cost Estimate Breakdown Form has been updated to reflect Whiteman AFB.
Air Handling Units
Q23: Are existing equipment schedules available?
A23: Please see the As-Built Drawings, Statement of Objectives, or video. If the contractor has questions about specific pieces of equipment, please ask those specifically.
Q24: What symptoms are the building users experiencing driving the requirement to change up equipment sizing? What is the context/background to communicate what scope targets are needed to a mechanical design engineer?
A24: Please see the Statement of Objectives. It is the contractor’s responsibility to size the units based off of occupancy and use. It has been noted in the statement of objectives that the "bar" is one area of concern.
Q25: What is the equipment access to the attic where the air handling units are located?
A25: There is access to the attic behind the ball-room stage, and in the mechanical room. Please see the as-builts.
Q26: The parameters, monitoring, control of the air handling units shall be the same control points currently in the METASYS system. Is this understanding correct?
A26: Yes.
Q27: A start up set and one spare set of filters will be provided with the air handling units. Is this understanding correct?
A27: Yes.
Q28: How many light fixtures are desired around the air handling units? New fixtures would be LED type and fed from the existing lighting circuit. Is this understanding correct?
A28: Your understanding is correct. Use the existing circuitry. Replace the current fixtures with LED's.
Select Sanitary Sewer Repairs
Q29: What is the depth of the piping? It is difficult to determine from the scanned drawing provided in the government statement of objectives.
A29: Three to Five feet.
Q30: What are the wall and finished flooring types/materials for the areas refenced between the kitchen and ball room? Are models/colors/styles/cutsheets available in order to obtain matching products?
A30: Please see the video that was put together to show the in-field conditions. The area between the kitchen and ballroom has a tile floor. For this proposal, estimate the job for partial tile replacement only. We will only replace the tile in areas where the floor was removed. After award, and prior to construction, we will go through a submittal process in which the base will pick a tile that closely matches the existing tile. At this time specific “models/colors” are not available; as stated before we will go through a submittal process to pick closely matching products after award. We do not want to completely remodel rooms where construction activity occurs, rather we want to blend the affected areas into the current finishes.
Renovate Storage Room
Q31: What are the finishes of the adjacent ballroom? The government statement of objectives references transitioning/complimenting the ball room.
A31: Painted / finished walls, wood trim, and carpet. Please see the video made to showcase the project. The ballroom would be most affected by work required to fix the subgrade drain pipes. It is this projects intent to support / preserve the walls in place while subgrade plumbing is repaired. Please see the plans and SOO. That information will let you know how much, if any, of the ballroom floor has to be excavated. Again our intent is to preserve the ballroom walls when possible. If the flooring in the ballroom is excavated, the contractor should estimate either repairing the carpet or replacing the carpet. If the contractor can roll the carpet back, perform the floor work, then re-stretch the carpet to fit, please note this in your proposal. If new carpet in the ball room is required, please note this in your proposal.
Correct Sewer Gas Smell Problem in Restrooms
Q32: What are the wall and finished flooring types/materials for the areas in the referenced Men’s room and Women’s room?
A32: See the Video for bathroom floor and wall finishes.
Q33: The existing water closets (fixtures) will be reset on the new bases. Is this understanding correct?
A33: Yes.
Q34: The existing partitions will be re-installed after the floor work is completed. Is this understanding correct?
A34: Yes.
Q35: The video indicated a brass floor plate that had been partially covered by a metal door frame.
This door and frame will have to be taken down and re-installed after the plumbing and floor work are complete. Is this understanding correct or is this cover not included in the clean outs called out to be replaced?
A35: If the door frame has to be taken down to gain a tight seal around the cap, then the door should be taken down. If another method is preferable, then estimate accordingly. It is up to the contractor to determine the method best to seal the cap.
Select Replacement on the Domestic Hot Water System
Q36: Are existing equipment schedules available?
A36: Please see the As-Built Drawings, Statement of Objectives, or video. If the contractor has questions about specific pieces of equipment, please ask those specifically.
Q37: Does the existing system provide adequate quantity of domestic hot water for the current operation of the facility? I.E. does the government want to increase/decrease or keep the current level of capacity?
A37: Maintain the current level of out-put
Q38: A new gas fired boiler will incorporate the existing flue and combustion air intake. Is this understanding correct?
A38: Yes.
Replace Lighting in Basement
Q39: Does the government want a different fixture layout than existing? Do they want additional fixtures than the count originally installed? Do they just want to replace one for one (new fixtures shall be LED).
A39: Maintain the existing fixture layout. See the original drawings. Replace the existing fixtures with LED's.
Q40: Lighting controls shall be original switch type. No motion detection, timers, etc. Is this understanding correct?
A40: Use the original switches.
Q41: Should a select count of fixtures be emergency type? In case someone is in the basement and power is lost.
A41: No emergency lights are required in the basement in the scope of this contract.
Replace Select Basement Columns
Q42: Is a building column schedule available? I.E. What is the size and thickness of the column tubing?
Q42: See the original As-Builts. This information is in there.
Valves for Hydronic System
Q43: Is a schedule for the existing valves available? I.E. size and type of existing?
A43: No schedule available, all valves are three inch. See pictures and video.
Q44: The government statement of objectives reads as if the triple duty valves are to be replaced with common gate valves. Further down the document, triple duty valves are referenced.
A44: Replace in kind with triple duty valves. The valves are 3 inch.
Q45: To summarize, the government wants the following around the suspended hydronic pumps (two sets):
a. New isolation valves at the pump intake flanges.
b. New triple duty valves at the pump discharge flanges (needed tobalance/adjust system)
c. New isolation valves at the discharge of the triple duty valves (to enable removal and maintenance of the triple duty valves).
Is this understanding correct?
A45: Your Summary is correct. All valves are three inch.
General Questions Continued
Q46: Sec M, pg. 60, 2.1 states criteria of only $100K for Key Personnel’s experience. When Past Experience and Past Performance criteria is greater than $1M for the Offeror for relevancy. Please clarify.
A46: The threshold required for Key Personnel experience has been raised from $100,000.00 to $500,000.00. Section M Paragraph 2.1 has been updated accordingly. The required thresholds for Past Experience and Past Performance have remained unchanged.
Q47: Sec M, pg. 62, 2.2 states Factor 2/Past Experience within last 7 years of completed projects with the exception of possibly one on-going project substantially completed. But Factor 3/Past Performance is within 5 years for recency with performance for at least six months (pg 63, 2.3). Please clarify.
A47: This statement is correct.
Q48: Atch 1 SOW dated 02April2020 Paragraph 8 (page 20) 8.1 Design Method shall be as identified by each individual TO, and...in accordance with Concept, 35%, 65%, 95%, or 100%. Question – verify that a separate award will be made to one MATOC contractor for Concept or 35% design level? Then also verify that this concept or partial design will be provided to the entire group of MATOC contractors to price completing the design? Further, that once at 100%, the design will be priced out among the MATOC contractors, again? So there are multiple instances of the same project being priced out along its design and eventual construction, schedule?
A48: There will not be separate awards made for Concept and 35% design levels. The task order solicitation will identify the maximum level of design required for the effort. There may be interim review submissions; for example, if a 100% design is required, there may be review submissions at 35%, 65% and 95%. Once at the review submission, the design will not be provided to the MATOC contractors for a new award. For information outlining the different efforts to be performed under the MATOC, see Atch 1 SOW dated 02April2020 Section 1.2 Project Effort Descriptions.
Q49: Per the Statement of Objectives, section 1. Replace the HVAC Air Handlers. The second paragraph references what appears to be an existing condition issue with relation to the potential air flow and load requirements of the existing AHU’s and specifically correcting an issue with the size of AHU unit required to provide conditioned air to the bar and a complete analysis of the air pressure fluctuations created by the kitchen exhaust hoods. Of the existing areas the AHU’s are serving, what if any areas are currently having issues with maintaining either heating or cooling set points? Will the drawings that are coming for review show the current bar exhaust system and existing mechanical design and AHU’s serving that area? Can we get the performance data of the existing exhaust system? Does the bar area exhaust system have a make up air unit currently? If so what is the performance data for that unit and does it have heating or cooling coils associated with the MAU?
A49: The As-built drawings will show the current system (AHU’s, Exhaust hoods, etc.) The only area that is currently experiencing any issue “keeping up” is the bar. In addition, the only time the bar has any trouble “keeping up” with conditioned air demands is when it has a large occupancy. We do not have performance data for the current system. Please see the as-built drawings, and produce a proposal based off of the information presented in them.
Q50: Because this contract is for both design build and design bid build task orders, is the Government anticipating Offerors to include experience from their proposed design firm(s)?
A50: It is the Contractor's responsibility to provide past performance and past experience that is considered most relevant considering the information contained in Section L & M of this solicitation.
