MEMORANDUM FOR RECORD
SUBJECT: FA462018QA075 – Foam Fire Suppression Inspection, Testing, and Maintenance Site Visit
1. On 23 August 2018 at 10:10 am a pre-proposal/pre-bid conference was held at the 92nd Contracting Squadron Large conference room. In attendance was the CO (Mr. Zachery Ray), the CA (SSgt Jackson Woods), the program manager (Mr. Don Andreoli), several members from Civil Engineering Squadron (names listed on attached sign in sheet), and contractor personnel (names and companies on sign in sheet).
2. The meeting began with Mr. Ray giving a brief explanation of the question and answers policy. Mainly the government will not be answering technical questions without a formal amendment. The government may however, clarify aspects of the Performance Work Statement (PWS) or the solicitation already posted to FBO.gov.
3. Mr. Ray then went on to explain that this requirement is set-aside for small businesses and large businesses will not be eligible for award. Additionally, the awardee is also required to be registered within the System for Award Management (SAM).
4. The CO then touched on the evaluation factors that would be used with this acquisition. Mr. Ray went over the price schedule to ensure the contractors understood how the inspections, testing, and maintenance (ITM) and invoicing would be conducted for the life of the contract. Mr. Ray also explained how offers would first be sorted solely based on the total evaluated price (TEP) and all CLINs would be evaluated to ensure there is no un-balanced pricing. After the offers are sorted on price, the first offer would be evaluated for past performance. If the first offer rated “Satisfactory Confidence” then all evaluation stops and the award will be made to that offeror. The CO explained how past performance will be weighted and graded based on past performance questionnaires (PPQs) and government sites such as CPARS and PPIRS.
5. Hal Ophus from Takisaki then enquired about the weighting of past performance. Specifically if DOD contracts or contracts performed on Fairchild AFB would be weighted more favorably. Mr. Ray answered this by reading the determination of relevancy from the solicitation.
6. After the contractors were clear on the evaluation procedures and the requirement, CE personnel, two of the contractors, and the CA went to the various facilities. Takisaki and Western Fire personnel did not attend this portion. The contractors did not ask any technical questions and they assured the government that they would submit their questions prior to close of business day 24 August 20018.
