1) Answer a question asked by vendors

2) Incorporate Attachment 6 – Jet-X SDS into the solicitation

3) Upload Site visit meeting minutes and sign-in sheet

SUMMARY OF CHANGES:

Question 1: The performance statement lists conducting full flow test on the foam proportioning systems every 2 years. I don’t see anything addressing pre-proportioned foam that is sitting stagnant in the piping. This occurs at B2050. The manufacturer recommends that any pre-proportioned foam be disposed of and replaced annually. Will this be a requirement of the contract?

Answer 1: Pre-proportioning is unique to one facility and shall be treated as a standard proportioning system and shall be included in all maintenance actions that refer to “Foam Proportioning Systems”.

Question 2: During the preproposal meeting it was stated by the government that the buildings with AFFF foam concentrate was replaced with “new” concentrate by another contract. Please provide data sheets on the “new” concentrate.

Answer 2: JET-X 2/3/4% SDS Attached

Question 3: Is the “new” AFFF concentrate considered hazardous material or hazardous waste?

Answer 3: Yes

Question 4: In appendix C table 2-12 High Expansion Foam System ITM Tasks there are not any 5 year requirements listed. Is there a requirement to perform 5 year tasks on any of the Hi Ex systems?

Answer 4: Table 2-12 does not specifically call out a 5 year requirement. However Table(s) 2-1,2-9, and 2-10 do. UFC 3-601-02 is the guidance, if it is not stated in the UFC it is not a requirement.

AMMENDMENT 0002 - ATTACHMENTS:

Attachment 6 – JEX-X SDS is hereby incorporated into the solicitation.
