ENVIRONMENTAL RISK MANAGEMENT PROJECT # ERM-11-160

1.0 Executive Summary

Environmental Risk Management was retained by Zeck-Butler Architects to conduct an asbestos survey for the Building 1710 Demolition Project, located at Fairchild Air Force Base, in Fairchild, Washington. The survey was conducted on May 11, 19, 26, and June 6th,, 2011.

General Building Observations

FAFB Building 1710 is a one-story commercial building approximately 2,460 square feet in size.

The original construction date was 1958. The building was constructed as an ammunition shop and is currently vacant. The wall system is a combination of cast-in-place concrete and CMU block. The roof structure is cast-in-place concrete with built-up tar and felt roofing and gravel ballast. The heat equipment room and storage room are brick with a cast-in-place concrete roof structure with built-up tar and felt roofing and gravel ballast. The south bay of the main building is finished as an office with floor tile floor coverings in the office area and painted concrete floors in the hallway and restroom areas. The lower half of the office area walls are finished with wood paneling covering painted concrete and CMU walls. The ceiling is painted concrete. The hallway and restroom walls and ceilings are painted concrete and CMU block.

The remainder of the main building interiors are finished with painted concrete floors and demising walls. The perimeter walls of the main building are finished with painted CMU block.

Exterior windows are present in the office area, restroom, heat equipment room and storage room.

The exterior door jambs are steel with a combination of steel and wood doors.

The heating system for the building is a system of radiant heaters supplied hot water circulating pipes. Thermal system insulation is present on the HVAC piping system. The boiler is not present.

2.0 Introduction

2.1 Purpose

The purpose of the asbestos survey was to provide information identifying the presence of exposed and/or accessible suspect building materials that commonly contain asbestos for removal prior to building demolition.

2.2 Scope of Work

The scope of work consisted of conducting a visual inspection and sampling survey in accordance with OSHA 29 CFR 1926.1101 and NESHAPS 40 CFR part 61 guidelines to determine the presence of suspected asbestos containing building materials (ACBM) which were exposed and/or accessible.

The bulk samples collected from the project area were analyzed at an accredited laboratory to determine the presence and concentrations of asbestos.

2.3 Authorization

Authorization to perform this survey was given by Zeck-Butler Architects on May 11, 2011.

2.4 Warranty

The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence of expose and/or accessible suspect asbestos containing building materials in the building at the time of the inspection. Environmental Risk Management warrants that the findings contained herein have been prepared in the general accordance with accepted professional practices at the time of its preparation as applied by similar professionals in the industry. Changes in the state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report.

The survey and analytical methods have been used to provide the client with information regarding the presence of accessible and/or exposed suspect asbestos containing building materials existing in the building at the time of the inspection. There is a distinct possibility that conditions may exist which were not apparent during the site visit. This inspection covered only those areas that were exposed and/or accessible to the inspector. The investigation is also limited to the information available from the client at the time of the investigation. No other warranties are implied or expressed.

3.0 Methodology

3.1 Inspection Procedures

Kevin McCrink, AHERA accredited inspector # BIR-11-037 conducted the asbestos survey. The initial inspection consisted of the inspector walking through the project area of the building in order to determine the general building lay out, draw a site sketch and to determine the presence of exposed and/or reasonably accessible suspect asbestos containing materials. The suspect materials were then grouped into homogenous material groups that were collected during the sampling phase.

3.2 Sampling Procedures

Following the inspection phase, the materials that were identified and grouped into homogenous suspect asbestos materials were then sampled. The sampling was limited to those materials which were exposed and/or accessible and which did not require destructive access in order to sample.

The sampling protocol followed was consistent with the guidelines set forth in OSHA 29 CFR

1926.1101 and NESHAPS 40 part 61. Efforts were made to select random sampling locations, but preference was given to damaged or disturbed areas in order to minimize the damage to the building finished surfaces. The sampling and inspection was conducted in the least disruptive manor as possible to the suspect building materials.

A copy of the Inspector’s accreditation can be found in Appendix B.

4.0 Methodology

4.1 Method of Analysis

The analysis of the bulk samples for asbestos was performed by EPA method 600/M4-82-020.

The bulk samples were prepared for visual examination and identification by polarizing light microscopy. Following the preparation of the material on a glass slide the samples were analyzed for asbestos forms of chrysotile, crocidolite, anthophyllite, actinolite/tremolite, amosite and non-asbestos components that totaled 100 % of the sample volume. Asbestos and non-asbestos elements of each sample were identified utilizing, the unique optical properties associated with them. The identification consisted of identifying specific optical and physical characteristics that included refractive indices, color, pleochroism, birefringence, extinction angles, and sign of elongation and morphology. The volume percentage of each component in the sample was determined by visually estimating the percentage.

4.2 Laboratory Quality Assurance

The asbestos bulk samples collected from the building in this project were sent to EMC Laboratories, Inc. located in Phoenix, Arizona for analysis. EMC Laboratories, Inc. is a NVLAP accredited analytical laboratory. Additional asbestos bulk samples collected from the building in this project were sent to Mountain Laboratories, Inc. located in Spokane Valley, Washington for analysis. Mountain Laboratories, Inc. is a NVLAP accredited analytical laboratory.

5.0 Findings

5.1 Asbestos Containing Materials

OSHA/EPA defines a material to be an asbestos containing material (ACM) in the material contains greater than one percent (>1%) asbestos. Multiple samples are collected and if one sample out of the homogenous sampling group is found to contain asbestos then the material is determined to be an asbestos containing material.

SECTION 02 83 00 - ASBESTOS REMOVAL AND RELATED WORK

PART 1 - GENERAL

1.1 WORK SUMMARY

A. This specification covers the asbestos-containing materials abatement and off-site disposal of asbestos-containing materials of the FAFB Building 1710 interior and exterior prior to building demolition activities. The Contractor must remove all asbestos containing materials prior to the commencement of building demolition activities. The General Contractor will be responsible for providing a 3rd Party Industrial Hygienist to perform final asbestos abatement cleanup inspection and final clearance air sampling of the asbestos work areas.

B. The results of the asbestos survey conducted at Building 1710 for building demolition are contained in the report Asbestos Survey Building 1710 Demolition Project, June 7, 2011, prepared by Environmental Risk Management. This report provides information on the suspect asbestos-containing materials that were tested and the results. A complete copy of the report is included herewith as part of this specification section. Photographs of the asbestos-containing materials can be found in Appendix C of the asbestos survey report.

C. This section details, but is not limited to, the following major items of work for the project. The

Abatement Contractor shall furnish all labor, materials, services, training, insurance, and equipment as needed to complete removal of asbestos-containing materials and asbestos-containing waste disposal from the above-referenced building area prior to selective demolition. The Abatement Contractor shall follow all federal, state and local ordinances, regulations or rules pertaining to asbestos containing materials removal and disposal.

1.2 DESCRIPTION OF WORK

A. FAFB Building 1710 Interior – Friable Asbestos Containing Materials

1. Pipe insulation (mag) and mudded joint packings in all rooms throughout the building along walls and ceilings on radiant heat pipes. Sample Numbers: TSI: 17-9, 17-10. MJP: 17-8, 17-11, TSI:

A constant negative pressure differential must be maintained from the time of initial disturbance of any asbestos-containing materials until final clearance results have been posted by 3rd Party Industrial Hygienist and the Abatement Contractor has been authorized in writing for work area demobilization by the 92 CONS Contracting Officer. Each building room in which Class I friable asbestos abatement activities are being conducted must be treated as a separate work area

C. FAFB Building 1710 Interior – Non-Friable Asbestos Containing Materials

1. Green 9x9 floor tile/ black mastic on office area floor (bottom layer). Sample Number 17-8, Floor tile: 12% Chrysotile, Mastic: 10% Chrysotile, Miscellaneous (Class II Non-friable Material).

F. All interior/exterior ACM sealer caulks and ACM roof mastics must be removed as asbestos-containing regulated materials and must be removed by an asbestos abatement contractor in a regulated work area.

All workers involved in removal activities must currently be Certified Asbestos Workers.

G. The removal contractor shall ensure that workers comply with the work practices regulating asbestos removal, including but not limited to:

1. The Non-friable asbestos-containing materials must be removed by manual methods utilizing hand tools. The asbestos-containing materials must be wetted during removal.

2. All removed asbestos-containing materials or asbestos-contaminated materials must be placed in a 6-mil plastic lined dumpster, drop box, or approved bags.

3. The removal contractor must keep any asbestos-containing materials debris from accumulating during removal.

4. If the project disposal containers are left unattended, they must be sealed and secured against vandalism.

H. All asbestos-containing materials must be disposed of as asbestos-containing material and dump receipts submitted prior to payment.

I. The owner requires air monitoring during ACM roofing mastic removal activities. Air monitoring must be conducted upwind, downwind, the perimeter of the roof work area, and at the ground level dump box or ACM waste staging area during all ACM removal activities.

J. The asbestos removal contractor must perform all removal activities in compliance with all federal, state, regional, and local regulations. If the above outline is in conflict with any of these regulations, the most stringent requirement shall apply.

1. All asbestos-containing materials must be sealed in minimum 6-mil plastic at the time of removal. No debris will be allowed to accumulate during removal activities.

2. Remove and legally dispose of off-site all asbestos-containing material in accordance with project specifications, and federal, state, and local regulations.

3. Perform final clean-up of area to remove all abatement debris.

4. Safety Compliance. In addition to detailed requirements of this specification, comply with administrative codes, laws, ordinances, rules and regulations of Federal, state, regional, and local authorities regarding work procedures for asbestos including, but not limited to, handling, storing, transporting, and disposing of waste materials. Comply with current requirements of 29 CFR

1910.1001 or 29 CFR 1926.1101 as applicable, SRCAA Regulation I (Article IX), 29 CFR 1926.62, 29 CFR 1910.1025, 40 CFR 745, and 40 CFR 61, Subparts A and M. Comply with current requirements for hazardous waste, including but not limited to handling, storing, transporting and disposal according to the Washington State Regulation WAC 173-303 governing dangerous waste.

1.4 DEFINITIONS

A. Abatement. Procedures to control fiber release from asbestos-containing building materials. Includes encapsulation, enclosure and removal.

B. Action Level (Asbestos). Means an airborne concentration of asbestos of 0.1 fiber per cubic centimeter of air calculated as an 8 hour time weighted average.

C. Airlock. A system for ingress or egress without permitting air movement between a contaminated area and an uncontaminated area, consisting of two curtained doorways at least six (6) feet apart.

D. Air Monitoring. The process of measuring the asbestos fiber content of a specific volume of air in a stated period of time.

E. Area Monitoring. Sampling of asbestos fiber concentrating within the asbestos control area and outside the asbestos control area which is representative of the airborne concentrations of asbestos fibers which may reach the breathing zone.

F. Asbestos. A naturally occurring fibrous mineral which includes chrysotile, amosite, crocidolite, tremolite, anthophyllite, and actionolite, and any of these that have been chemically treated and/or altered.

G. Asbestos Containing Material (ACM). Material composed of asbestos in an amount greater than 1 percent by weight, either alone or mixed with other fibrous or nonfibrous materials.

H. Asbestos Control Area. Any area where asbestos removal operations are performed which is isolated by physical boundaries to prevent the spread of asbestos dust, fibers, or debris.

I. Asbestos Fibers. For this specification, asbestos fibers are those fibers five (5) microns or longer having an aspect ratio of at least 3:1.

J. Clean Room. An uncontaminated area or room which is part of the work decontamination enclosure system, with storage for workers' street clothes and uncontaminated protective equipment.

K. Curtained Doorway. A device to allow ingress or egress from one room to another while permitting minimal air movement between the rooms, constructed by placing two overlapping sheets of plastic over an existing or temporarily formed doorway, securing each along the top of the doorway, securing the vertical edge of one along one vertical side of the doorway, and securing the vertical edge of the other sheet along the opposite vertical side of the doorway.

L. 3rd Party Industrial Hygienist. The third party industrial hygienist shall be subject to approval as specified in paragraph SUBMITTALS and shall be (1) have prior experience in the health and safety aspects of an asbestos removal project, or (2) have a minimum of three years prior experience in industrial hygiene relating to asbestos work.

M. Clearance. Final clearance of the containments shall be determined by the 3rd Party Industrial Hygienist from a 1,200 liter minimum air sample collected in the previously contaminated area and analyzed in accordance with the methods prescribed in 29 CFR 1910.1001 or 29 CFR 1926.1101, Appendix A.

N. Asbestos Supervisor. One who is licensed by the State of Washington as such and capable of identifying existing asbestos hazards in the workplace and who has the authority to take prompt corrective measures to eliminate them. The duties of the Asbestos Supervisor include at least the following: Establishing the negative-pressure enclosure, ensuring its integrity, and controlling entry to and exit from the enclosure;

supervising any employee exposure monitoring required by the standard; ensuring that all employees working within such an enclosure wear the appropriate personnel protective equipment, are trained in the use of appropriate methods of exposure control, and use the hygiene facilities and decontamination procedures specified in the standard; and ensuring that engineering controls in use are in proper operating condition and are functioning properly.

O. Competent Person. One who is capable of identifying existing or predictable hazards in the surroundings or working conditions and who has authorization to take prompt corrective measures to eliminate them.

P. Disposal. Procedures necessary to transport and deposit the asbestos-contaminated material stripped and removed from the building in an approved waste disposal site in compliance with the EPA regulations.

Q. Equipment Room. A contaminated area or room within the decontamination enclosure system that is supplied with impermeable bags or containers for disposal of contaminated clothing and equipment.

R. Excursion Limit. No employees shall be exposed to an airborne concentration of asbestos, in any combination of the minerals defined, in excess of 1 fiber per cubic centimeter over a period of 30 minutes in locations subject to OSHA and WISHA (Washington Industrial Safety and Health Administration) inspections, or whatever exposure limit and time interval that is more stringent when required by local or state government. Excursion limit is an OSHA defined term which may also be referred to as "STEL", Short Term Exposure Limit, or as Ceiling Concentration. Method of determination shall be as described in 29 CFR 1926.1101, Appendix A, or an equivalent method recognized and approved by applicable regulatory agencies.

S. Friable ACM. A term as defined in CFR 40 Part 61, Subpart M and EPA 340/1-90-018 that means any material containing more than 1 percent asbestos as determined using the method specified in CFR 40 Part 763, Appendix A, Subpart F, Section 1, Polarized Light Microscopy, that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure.
