PERFORMANCE-BASED WORK STATEMENT
FOR
DEMOLITION SERVICES
FAIRCHILD AFB, WA
12 May 2011
1. DESCRIPTION OF SERVICE. The contractor shall perform demolition and associated services at Fairchild Air Force Base (AFB), Washington and adjacent sites. Work shall be performed in accordance with all applicable laws, regulations, standards, and commercial practices as described in the Performance-based Work Statement (PWS) with the focus on safety and customer service. Additionally, work shall be performed in accordance with each individually awarded Task Order. The contractor is encouraged and expected to use innovative approaches to efficiently, effectively, and timely accomplish PWS requirements in a way which fosters pride and ownership in the work performed.
1.1. SCOPE OF WORK. This requirement is for the demolition and when required, hazardous materials abatement at Fairchild AFB, Washington. All Fairchild AFB adjacent sites are within 80 miles of Fairchild AFB (JPRA Training Academy and Survival School). Individual task orders will be issued under this contract to define the specific requirements for each project.
1.1.1. WORK ELEMENTS. The Government will issue task orders for any one item or a combination of the following :
1.1.1.1. Hazardous Materials Survey.
1.1.1.2. Hazardous Materials Abatement.
1.1.1.3. Demolition and Site Restoration.
1.1.2. DEMOLITION SERVICES. Debris removed from the site shall become the property of the contractor for recycle/reuse as necessary unless otherwise indicated in Para. 1.1.2.1. or individual task orders. Dust resulting from demolition shall be controlled at all times. The contractor shall not allow demolition debris to accumulate at the work site. The contractor shall protect all surrounding landscape. Existing trees shall not be pruned, cut, or removed unless specified by the task order. Any costs associated with contractor caused tree damage shall be borne by the contractor. The contractor shall submit a written request to the Contracting Officer at least seven (7) calendar days in advance when tree removal is required. The contractor shall confine all operations, tools and equipment, parking of vehicles, and storage to areas approved on the individual task orders. If required, written requests shall be submitted to the Contracting Officer fourteen (14) working days prior to street closures. The contractor shall maintain access for emergency vehicles (i.e. fire department responses) at all times.
1.1.2.1. UTILITIES. The contractor shall disconnect and cap, all water, sewer, natural gas, electrical, cable, and telephone utility lines and remove transformers and accessories in accordance with this PWS and individually awarded task orders. If applicable, 92 CES will designate removed transformers that they deem salvageable to be transported by the contractor to an on-base site designated by the Contracting Officer’s Representative (COR). The contractor shall provide a minimum seven (7) working days notice to 92 CES/CECE of all utility outages.
The contractor shall coordinate energized electrical work with the 92 CES Electrical shop in advance of performing work. The contractor shall return all removed fire extinguishers, alarm panels, and transmitters to the Government.
1.1.3. SITE RESTORATION. Mobilization of heavy equipment is at the contractor’s discretion but should not cause damage to roads, grounds, vegetation or surrounding areas. It is the contractor’s responsibility to restore any damage caused by equipment and to finish grade to provide for positive drainage at the site. Acceptable backfill grades as classified by ASTM D2487 are GW, GP, or SW, and shall be free of organic or frozen materials and rocks with any dimension greater than three inches. The contractor shall establish a dry land turf cover in areas that are made bare and/or damaged by demolition. The seed mixture shall be comparable to sheep fescue COVAR (festuca ovina) 30 percent; hard fescue DURVAR (festuca trachyphylla) 30 percent; Sandburg bluegrass (poa secunda) 30 percent; and bluebunch wheatgrass (pseudoroegneria spicata) 10 percent. The hydro seeding rate of application shall be a minimum of 70 lbs/acre mixed with wood cellulose fiber at a rate of 2,000 lbs/acre and a tracking agent as recommended by the manufacturer. The contractor may increase these rates as necessary to ensure adequate ground cover is established to prevent erosion and the presence of noxious weeds. The contractor shall submit a turf cover plan to the government for acceptance identifying the proposed seed mixture, rates of application, and final restoration standard. The seed shall be state certified with 85 percent purity, 85 percent germination, and no noxious weeds.
1.1.3.1. In some cases, site restoration in accordance with this PWS may not be appropriate. In such cases, the contractor shall perform site restoration in accordance with the specific requirements of the task order.
1.1.4. ENVIRONMENTAL COMPLIANCE. Fairchild AFB is committed to a policy of excellence in all areas of environmental stewardship including compliance, pollution prevention, protecting natural and cultural resources, and restoration. Our leaders insist upon maximum protection for human health, natural resources, and the environment. It is incumbent upon each member of the Team Fairchild community, including contractors, to fulfill these obligations. For each task order, the contractor shall safely remove, transport, and dispose of construction debris.
Facilities to be demolished may have hazardous containing materials including but not limited to asbestos, lead based paint, polychlorinated biphenyls (PCBs), and fluorescent lamps. The contractor shall obtain the services of an independent Environmental Consultant (separate from the abatement contractor’s certified asbestos supervisor) to monitor all abatement work to include reviewing and approving the abatement plan, performing daily site visits, performing final air clearance monitoring, certifying final visual inspection, and reviewing and approving the post abatement plan prior to submission to the government. The contractor shall obtain and is responsible for regulatory notifications and disposal along with any associated permits or fees.
If artifacts or human remains are encountered, all work shall cease and the contractor shall immediately notify the Contracting Officer.
1.1.4.1. HAZARDOUS MATERIALS. In addition to applicable commercial standards, Air Force Instruction (AFI) 32-7086, Hazardous Materials Management, hazardous material is defined as including all items covered under Emergency Planning and Community Right to Know Act (EPCRA) tracking requirements and all Class I and II Ozone Depleting Substances (ODS) is applicable.
1.1.4.1.1. The contractor shall submit to the Contracting Officer, a Contractor Hazardous Material Authorization and Use form (see Appendix A) and corresponding Material Safety Data Sheet (MSDS) for each hazardous material anticipated to be brought onto the base during the performance of the contract. This work sheet and its corresponding MSDS shall be furnished for each HAZMAT to be used by the prime contractor and all subcontractors. If during the course of the task order, items not previously identified are to be brought on the base, the Contractor shall submit the required use form and MSDS for approval prior to bringing the HAZMAT onto the base.
1.1.4.1.2. At completion of the project, the contractor shall submit the quantities of each hazardous material actually used in performance of the contract to the Contracting Officer. If a project covers more than a calendar year, the approximate quantity of each hazardous material used during the calendar year shall be submitted to the Contracting Officer at least thirty (30) calendar days prior to the end of each calendar year.
1.1.4.3. SPILLS. The contractor shall have sufficient resources and training to prevent and respond to spills/releases on the demolition site. Contractors shall take proactive and aggressive measures to ensure no spill or release reaches the environment (soil, grass, storm water, etc.).
No equipment with significant leaking of fluids shall be used or stored on any project site.
Contractors shall have adequate spill absorbent material readily available on the project site based upon the quantity of materials being stored. For spills beyond the immediate resources of a contractor, the area shall be evacuated and the base fire department notified immediately. The contractor shall reimburse the Government for any government resources expended in response to a spill or release at the project site. A release into the environment (soil, storm water, etc.)
shall be immediately reported to the base fire department (who will notify the 92d Civil Engineering Environmental Element) and the Contracting Officer. 92 CES/CEAN will accomplish the appropriate notifications to regulatory agencies.
1.1.4.4. PETROLEUM-CONTAMINATED SOIL. If petroleum-contaminated or discolored soil is encountered at any time during demolition, the contractor shall cease all operations in the area and immediately notify the Contracting Officer. If petroleum-contaminated soil is suspected or known to exist, the contractor shall submit a written plan to the government addressing excavation, storage, sampling, and disposal procedures.
1.1.4.4.1. All petroleum-contaminated soil encountered during excavation shall be removed and isolated from the work area. The soil shall be covered to prevent possible contamination of the surrounding area in the event of precipitation. The liner and cover shall be sufficiently larger than the area of stored soil to cover the soil plus two feet (600 mm) of excess on all sides.
1.1.4.4.2. The contractor is responsible for sampling and analysis to determine the degree of contamination. A representative sample of the soil shall be taken prior to soil removal.
1.1.4.4.3. The Contractor shall dispose of soil with sample concentrations exceeding the action level at a landfill licensed for such disposal. Disposal disposition documents shall be provided prior to task order completion.
1.1.4.5. HAZARDOUS WASTE. The contractor shall be responsible for the proper disposal of any hazardous waste or polychlorinated biphenyls (PCB) waste accumulated or generated at the demolition site. The contractor shall insure that storage, transporting, and disposal are in strict compliance with state and federal regulations. Proper disposal shall include the preparation of a hazardous waste manifest and Land Disposal Restriction (LDR) documents as required for disposal of the waste at an authorized facility using the Environmental Protection Agency identification number for Fairchild AFB. All hazardous waste manifests shall be signed by an authorized government representative in 92 CES/CEAN prior to hazardous waste being removed from a project site. Hazardous waste manifests shall be coordinated through 92 CES/CEAN by submitting them to the Contracting Officer at least three (3) working days prior to the scheduled shipment to provide the Government, at their discretion, an opportunity to inspect the packaging and labeling. An authorized representative of the demolition or abatement contractor shall be on-site to meet the hazardous waste transporter. If final disposal/shipping arrangements are still pending at task order completion, the contractor shall contact 92 CES/CEAN via the Contracting Officer for assistance in properly storing the hazardous waste until final shipment can be arranged. No hazardous waste shall be left unsecured or at the job site after task order completion.
1.1.4.6. UNIVERSAL WASTE. The contractor shall be responsible for the proper disposal of any universal waste generated at the job site. If lamps are disposed of through a permitted recycling facility, the contractor shall provide appropriate documentation of disposal. Lamps not recycled are classified as hazardous waste and shall comply with the disposal/manifest requirements previously addressed. The contractor shall ensure all universal waste is handled, stored, and disposed of in accordance with state and federal regulations.
1.1.4.7. SANITARY SEWER. The contractor shall not discharge any processed water, including but not limited to wastewater from concrete saw cutting operations, mechanical floor sweeping equipment, or groundwater from excavation dewatering to the sanitary sewer system without approval from 92 CES/CEAN via the Contracting Officer. The contractor shall provide analytical data and a pumping plan that demonstrates any proposed discharge to the sanitary sewer system complies with all requirements contained in Spokane City Ordinance #30633 – Discharge Pretreatment Standards. The plan shall address such issues as pump location, discharge location, pumping rate, discharge hose/piping, elimination of sediment from the discharge, and any other compliance requirements.
1.1.4.8. STORM WATER. Regardless of the size of the project site, the contractor shall employ best management practices to control runoff; erosion; tracking of sediments; or other impacts to the base storm water system. For each demolition task order that exceeds 1 acre in size to include the actual project site(s) (not necessarily contiguous) in addition to staging and parking area(s), the contractor shall develop a Storm Water Pollution Prevention Plan (SWPPP) and Notice of Intent (NOI) to the Environmental Protection Agency (EPA).
1.1.4.8.1. Storm Water Pollution Prevention Plan (SWPPP). The Storm Water Pollution Prevention Plan (SWPPP) shall be submitted to 92 CES/CEAN via the Contracting Officer for government review prior to Phase II, Notice to Proceed (NTP) and prior to submission of an Environmental Protection Agency (EPA) Notice of Intent (NOI). The plan shall include information about how equipment and materials will be handled and stored on the site. It shall address the containment of fuels and other hazardous materials along with applicable sediment and erosion control measures. 1.1.4.8.2. EPA Notice of Intent (NOI). After government review of the SWPPP, the contractor shall submit an EPA Notice of Intent (NOI) for coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit for Discharges from Large and Small Construction http://www.epa.gov/npdes/pubs/cgp2008_finalpermit.pdf http://cfpub1.epa.gov/npdes/stormwater/cgp.cfm
Activities, dated 30 June 2008. The NOI can be completed electronically at http://cdx.epa.gov/epa_home.asp. Once submitted, coverage under the permit will become effective in approximately 7 days. The confirmation notice from EPA for this coverage shall be submitted to 92 CES/CEAN through the Contracting Officer.
1.1.4.8.3. EPA Notice of Termination (NOT). At project completion, the contractor shall electronically submit a Notice of Termination (NOT) to EPA at the website cited in Para
1.1.4.7.2. A copy of the confirmation notice shall be submitted to 92 CES/CEAN through the Contracting Officer prior to final payment.
1.1.4.8.4. Water Supply. The contractor shall provide and use a Washington State approved backflow assembly on any connection to the base water supply system. The assembly used shall be commensurate to the degree of hazard as determined by a Washington State certified Cross- Connection Control Specialist. The assembly shall be tested by a Washington State certified Backflow Assembly Tester at the time of installation.
1.1.5. Submittals. The contractor shall provide submittals as required by the PWS and individual task order to the Contracting Officer for review and approval. All submittals shall be listed on a submittal register that has been submitted and approved by the Contracting Officer and Civil Engineering. Each submittal provided shall be allowed a seven day review period for Civil Engineering (CE). Submittals shall be numbered sequentially (1, 2, 3, 4, ...). Re-submittals shall retain the original number in addition to an alpha suffix (1A, 1B, 1C, ….). Each submittal shall be provided under separate cover to the Contracting Officer. If changes have been made to the submittal register, the contractor shall resubmit the register on an AF Form 3000, Material Approval Submittal. The contractor shall submit electronically or two (2) paper copies of the completed submittal register for coordination and CO approval within three (3) working days of NTP Phase I. Work shall not proceed until applicable submittals have been approved. The contractor shall allow adequate time for review, approval, and possible re-submittal in their proposed schedule for all submittals. No extension in the period of performance will be authorized due to failure to transmit submittals in a timely manner.
1.1.5.1. Abatement Plan. For each task order requiring abatement of asbestos, PCBs, fluorescent light tubes, and/or lead-based paint, or other hazardous materials, prior to commencement of any physical work, an organized, complete abatement plan shall be submitted that includes containment details, waste characterization, waste disposal information, landfill authorization, environmental qualifications and worker certification information, regulatory notifications, work plan for each material being abated, and table of contents. The abatement plan shall describe all techniques, methods, and special equipment to be used on the project, including schematic drawings of the work area layout(s) showing entries/exits, HEPA exhausts, decontamination units, waste load-outs, scaffolding and access plan for over height material, and air monitoring plan. The abatement plan shall be reviewed and approved by an independent Environmental Consultant prior to submission to the government. When abatement is required on a task order, demolition may not proceed until acceptable air clearance results have been approved by the contractor’s independent environmental consultant. The contractor shall submit the consultant’s report to 92 CES/CEAN through the Contracting Officer.

1.1.5.2. Post Abatement Report. The contractor shall submit copies of all regulatory notifications, disposal documentation, daily abatement and site visit logs, air monitoring results, and certifications by an independent environmental consultant at completion of abatement work.
1.1.5.3. Safety and Accident Prevention Plan. The contractor shall comply with all pertinent provisions of the Army Corps of Engineers Manual EM 385-1-1, Safety and Health Requirements. The plan shall cover all aspects of demolition that may be encountered throughout the life of this contract. Areas encountered may include, but are not limited to, confined spaces, energized electrical and height work. Individual task orders may require the contractor to submit addendums to the basic safety plan for the purpose of incorporating specific task order requirements. If an addendum is required, the contractor shall submit the addendum within fourteen (14) calendar days after request of change.
1.1.5.4. Hazardous Materials Survey. For task orders that do not include a required hazardous material survey, the contractor shall provide applicable surveys in accordance with applicable regulations and regulatory guidance. For asbestos, the survey shall be performed by a certified Asbestos Hazard Emergency Response Act (AHERA) building inspector in compliance with the AHERA Act, 40 CFR 763, Asbestos, and SRCAA Regulation I, Article IX. For lead-based paint (LBP) surveys, the survey shall be performed by a certified Lead Inspector in accordance with HUD Guidelines for the Evaluation and Control of Lead-based Paint Hazards in Housing and WAC 365-230, Lead-based Paint and include representative TCLP samples. All other hazardous material surveys shall be performed by an industrial hygienist with a minimum of 3-years of relevant experience. The contractor shall develop and submit Hazardous Materials surveys to include drawings, summary report of findings and personnel qualifications. A copy of each required survey shall be forwarded as a submittal to the Contracting Officer for approval prior to performing any demolition work.
1.1.5.5. Solid Waste Plan and Tracking. The plan shall itemize all waste (including waste or material to be salvaged or recycled) expected to be encountered during the demolition process and include proposed disposal/recycle locations. All material, including inert debris, shall be taken to a licensed disposal/recycle location. Material shall not be used as fill on private property nor stockpiled on property other than a licensed recycler. There shall be no dumping on the base. The contractor shall use all reasonable means to divert demolition waste from landfills and incinerators and to facilitate their recycling or reuse. Revenues or other savings obtained from salvaging or recycling shall accrue to the contractor. At a minimum, all metal components, asphalt, and concrete are to be segregated and recycled. Records shall be maintained to document the quantity of waste generated; the quantity of waste diverted through sale, reuse, or recycling; and the quantity of waste disposed by landfill or incineration. This information shall be submitted on the Waste/Recycled/Salvaged Construction Materials form (see Appendix A) to 92 CES/CEAN via the Contracting Officer quarterly (i.e. submit in January, April, July, and October) within seven (7) working days following quarters end and at task order completion.
1.1.5.6. Dust Control Plan. For each demolition with a total project site exceeding 1 acre in size including the actual adjacent project site(s) (not necessarily contiguous) staging and parking area(s), the contractor shall compile and submit a dust control plan. provisions for monitoring and record-keeping. The dust control plan shall be submitted to the Contracting Officer within fourteen (14) calendar days after task order issuance.
1.1.5.7. Permits. The contractor shall obtain and provide copies to the Contracting Officer of all required permits prior to proceeding with any work effort. The permits shall remain on the job site at all times.
1.1.5.8. Work Clearance Request. For all task orders, the contractor shall submit a request for an AF Form 103, Base Civil Engineering Work Clearance Request at least fourteen (14) working days prior to commencement of work. Additionally, the Government requires a minimum of fourteen (14) working days for processing.
1.1.5.9. Drawings, Manuals, and Checklists. The contractor shall provide an AutoCAD version of as-built drawings on computer disc and two 24” x 36” paper copies of as-built drawings thirty (30) calendar days prior to final inspection. The drawings shall at a minimum provide utility locations, correct grade and elevation (if changed), and all changes or modifications from the original design drawings. Thirty (30) calendar days prior to final inspection, the contractor shall complete a DD Form 1354; Transfer and Acceptance of Military Real Property for each building (see Appendix A). 1.1.6. Quality Control Plan. The contractor shall maintain their own internal commercial quality control program/procedures identifying all aspects of work. The plan shall sufficiently identify procedures to prevent recurrence of defective services and ensure the Government receives quality services in performance of this PWS. Should there be instances of repeated unsatisfactory performance, the quality control plan and supporting documentation may be requested by the government for review.
1.2. Performance Schedule. Contractor shall be given a total performance period per the given PWS and task order to accomplish work. Contractor shall utilize the performance period given in each task order to create a performance schedule in which to perform all work.
1.2.1. Development of Schedule. The contractor shall create a performance schedule that lists a reasonable amount of time required to perform each phase of work as specified in the PWS for each task order. Upon review and acceptance of the performance schedule, the contractor shall perform work in accordance with their performance schedule and each phase of work.
1.2.2. Notices to Proceed (NTP). In order to ensure that performance remains on track, the Contracting Officer will issue Notices to Proceed (NTP) for each phase of work. Phase I - after task order award or receipt of bonding, an NTP will be issued for the contractor to provide all applicable submittals for review and approval. The Contracting Officer may issue a Limited Notice to Proceed (LNTP) if submittals are approved, allowing the contractor to perform work on a specific area while awaiting approval on the remainder of the submittals. Phase II- after submittals have been approved, an NTP will be issued to start work. Phase III - upon physical work completion, an NTP will be issued for site restoration and closeout. In the event that weather does not allow for site restoration and closeout to be performed, winter exclusion will be http://www.dtic.mil/whs/directives/infomgt/forms/eforms/dd1354.pdf implemented and Phase III and subsequent NTP will not occur until the weather allows for the exclusion to be lifted.
2. SERVICES SUMMARY. The Services Summary provides a synopsis of the key performance objectives that relate directly to standards of performance required to meet mission needs. The performance threshold briefly describes the minimum acceptable overall level of performance in terms of quality, timeliness and quantity in realistic and achievable standards.
These thresholds are critical to mission success. These objectives and thresholds apply to all individually awarded task orders. In the event an individual task order has work that may require task order specific objectives and thresholds, a supplemental Services Summary may be added to that order, incorporating those requirements. Failure to meet any contract requirement in addition to those identified in the below summary, may be reflected in the Contractor Performance Assessment Report (CPARS).

2.1. Contractor provided and government accepted performance schedules are the basis for determining when performance thresholds have been exceeded and therefore, services have not been received. Deductions for these services shall be assessed under the liquidated damages clause. For those objectives and assigned thresholds associated with workmanship, repetitive errors on submittals and failure to complete tasks, the Contracting Officer may take action in accordance with the inspection/acceptance clause in the contract.
3. GOVERNMENT-FURNISHEDPROPERTY/FACILITIES/SERVICES. The Government will provide a point of connection for water and electricity. The contractor shall be responsible for costs associated for connection to those utilities.
4. GENERAL INFORMATION.
4.1. Normal Hours of Operation. Normal hours of operation are Monday through Friday, 7:00 am to 4:30 pm excluding federal holidays. Hours other than specified require approval from the Contracting Officer. The following federal holidays are observed:

4.2. Security Requirements at Work Site. The contractor shall ensure that job sites and equipment are secured at the end of each workday. The demolition site and stored equipment shall be contained within a temporary 6’ high chain link fence with brown UV resistant “tennis” netting. The contractor shall remove keys from vehicles when not in use.
4.3. Sanitary Facilities. The contractor shall provide chemical sanitary toilets at the work site.
The chemical toilets shall be serviced regularly and will be subject to Government inspection by the Base Medical Officer. All sanitary deficiencies shall be corrected within 24 hours after notification.
4.4. Requests for Information (RFIs). All RFIs are required to be submitted individually, on the form provided in Appendix A, to the Contracting Officer in order to be considered.
4.5. Differing Site Condition. In the event the contractor encounters an unforeseen or differing site condition during task order performance, the contractor shall promptly and before the conditions are disturbed, stop work and contact the COR, Contract Administrator or Contracting Officer to assess the situation and determine the action to be taken.
4.6. Equipment. Equipment and vehicles used on Fairchild AFB shall be safe and in good operating condition. The CO or the designated COR, reserves the right to inspect any on-base equipment. The Contracting Office may reject and order the removal of any such equipment if he/she considers it unsafe, in poor operating condition, or inappropriate for work.
4.7. Site Management. All contractor trailers, stored materials, and idle equipment shall be located in the assigned staging area identified in each task order. The staging area shall be kept clean and orderly. Dumpsters may be located outside the staging area; however, dumpster locations/relocations shall be approved by the COR or Contracting Officer prior to moving.
4.8. CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that demolition services are not mission essential during a crisis.

| 1.1.4.4. PETROLEUM-CONTAMINATED SOIL. If petroleum-contaminated or discolored soil is encountered at any time during demolition, the contractor shall cease all operations in the area and immediately notify the Contracting Officer. If petroleum-contaminated soil is suspected or known to exist, the contractor shall submit a written plan to the government addressing excavation, storage, sampling, and disposal procedures. |
| 1.1.5.1. Abatement Plan. For each task order requiring abatement of asbestos, PCBs, fluorescent light tubes, and/or lead-based paint, or other hazardous materials, prior to commencement of any physical work, an organized, complete abatement plan shall be submitted that includes containment details, waste characterization, waste disposal information, landfill authorization, environmental qualifications and worker certification information, regulatory notifications, work plan for each material being abated, and table of contents. The abatement plan shall describe all techniques, methods, and special equipment to be used on the project, including schematic drawings of the work area layout(s) showing entries/exits, HEPA exhausts, decontamination units, waste load-outs, scaffolding and access plan for over height material, and air monitoring plan. The abatement plan shall be reviewed and approved by an independent Environmental Consultant prior to submission to the government. When abatement is required on a task order, demolition may not proceed until acceptable air clearance results have been approved by the contractor’s independent environmental consultant. The contractor shall submit the consultant’s report to 92 CES/CEAN through the Contracting Officer. |
| 1.1.5.2. Post Abatement Report. The contractor shall submit copies of all regulatory notifications, disposal documentation, daily abatement and site visit logs, air monitoring results, and certifications by an independent environmental consultant at completion of abatement work. |
