This supplement implements procedures to protect, prevent damage to, and provide for restoration of the base communications cable plant which includes antenna radio frequency (RF) and control cables, airport surveillance radar (ASR) cables, television and intrusion detection systems (TIDS) cables, cable television (CATV) cables, aircraft survivability measures system (ASM) cables, and telephone telecommunications cables as a result of excavation or construction. This regulation applies to any agency or individual requesting authorization to excavate or perform construction on Barksdale Air Force Base.
6.6.1. (Added) Policy. Damage to communications cables can not be tolerated. As such, this instruction is instituted to ensure personnel use caution when performing any excavation or construction. The guidelines set forth herein will be adhered to by anyone performing excavation or construction on Barksdale AFB.
6.6.2. Glossary of Terms:
6.6.2.1. Construction. Work which includes building new facilities or making structural modifications to the interior or exterior of existing facilities.
6.6.2.2. Constructor. Any individual or agency engaged in modifying, remodeling, or changing the internal or external construction of a facility or grounds, either manually or with equipment anywhere within the boundaries of Barksdale AFB. The term "constructor" includes military and civilians.
6.6.2.3. Excavation. The displacement of soil, sand, earth, etc., regardless of the scope of the excavation.
6.6.2.4. Excavator. Any individual engaged in digging, moving earth, plowing, trenching, pulling trees, and installing poles, etc., either manually or with equipment, anywhere within the boundaries of Barksdale AFB. The term "excavator" includes civilians and military.
6.6.2.5. Hand‑Digging. Manual excavation using shovels or any other hand tools.
6.6.2.6. Tolerance Zone. A 2-foot wide area on each side of the “cable stake”.
6.6.2.7. Cable Stake. Locate and mark communication cable route with spray paint (orange), flags (orange) or any other highly visible means within a proposed excavation or construction area.
6.6.2.8. Work Area. The area in which the excavator or constructor will accomplish the work.
6.6.3. Responsibilities:
6.6.3.1. Excavator or Constructor:
6.6.3.1.1. Prior to any excavation or construction on Barksdale AFB, prepare one copy of AF Form 103, which will first be coordinated with 2 CES to ensure compliance with AFI 32-1001, Operations Management.
6.6.3.1.2. Coordinate with communications work centers by bringing the AF Form 103 and applicable drawings to 2 CS, Communications Cable Systems and Television and Intrusion Detection Systems (TIDS) work centers at least 72 duty hours prior to need date.
6.6.3.1.3. Return the AF Form 103 to 2 CES, Chief of Operations, for final signatures.
6.6.3.1.4. Notify TIDS and Communications Cable Systems work centers, as stated on the AF Form 103, 72 duty hours prior to excavating or constructing. The time permits the appropriate work center to stake their cables.
6.6.3.1.5. Cable stake is good for 10 days. Constructor must request 2 CS, Communications Cable Systems and Television and Intrusion Detection Systems (TIDS) work centers to mark route every 10 days or when cable stakes are disturbed or no longer visible.
6.6.3.1.6. Accomplish all tolerance zone excavations by hand digging to expose cable.
6.6.3.1.7. Notify 2 CS, Job Control at 456-4095 immediately upon indication of possible damage to base cables or discovery of unmarked cables.
6.6.3.1.6.1. If a contracted agency damages a communication cable in the tolerance zone, the contractor will be responsible for all necessary repairs. Repairs will be accomplished in accordance with applicable Air Force Standards and technical advice from 2 CS Communications Cable Systems or TIDS personnel.
6.6.3.2. 2 CS:
6.6.3.2.1. Job Control. Immediately notify TIDS or Communications Cable Systems of any suspected cable damage
6.6.3.2.2. SCM. For non-contractor agency damage, the applicable SCM work center will determine the repair expenses and prepare a Cable Damage Reimbursement Report. SCM will review the Cable Damage Reimbursement Reports and forward it to SCX for action.
6.6.3.2.3. SCX. Will process Cable Damage Reimbursement Report submitted by 2 CS/SCM.
6.6.3.2.4. Work Center Responsibilities:
6.6.3.2.4.1. Television and Intrusion Detection Systems (TIDS)
6.6.3.2.4.1.1. Review the AF Form 103 and specify in the remarks section of block 16 whether or not TIDS cable is in the proposed work area.
6.6.3.2.4.1.2. List instructions for the excavator or constructor to notify their work center 72 duty hours prior to estimated start of work.
6.6.3.2.4.1.3. The TIDS individual reviewing the AF Form 103 will initial and date block 16, then route the paperwork or direct the customer to Communications Cable Systems.
6.6.3.2.4.2. Communications Cable Systems
6.6.3.2.4.2.1. Review the AF Form 103 and specify in the remarks section of block 16 whether or not telephone cable is the proposed work area.
6.6.3.2.4.2.2. List instructions for the excavator or constructor to notify their work center 72 duty hours prior to estimated start of work.
6.6.3.2.4.2.3. The Communications Cable Systems’ individual reviewing the AF Form 103 will initial and date block 16, sign block 12, and maintain a copy of the AF Form 103.
6.6.3.2.4.3. All work centers will maintain current Communications Systems Installation Records (CSIR) to identify and locate their cables.
6.6.3.2.4.4. All work centers, as applicable, will locate and stake their cables when notified by the excavator or constructor of the estimated start of work.
6.6.3.2.4.5. All work centers, as applicable, will submit a Cable Damage Reimbursement Report when damage occurs due to negligence.
6.6.3.3. 2 CES/CECM
6.6.3.3.1. Ensure all AF Forms 103 are accomplished IAW AFI 32-1001 and excavators or constructors contact 2 CS/Communications Cable Systems and Television and Intrusion Detection Systems (as indicated from paragraph 3.2.5) prior to excavation or construction.
6.6.3.3.2. Include this supplement in all projected and awarded contracts and projects for Barksdale AFB. Ensure contractors are made aware of its purpose and the contractor's responsibilities.
6.6.3.3.3. Notify 2 CS, Job control at 456-4095 in the event an emergency locate of cables is needed.
6.6.4. Reimbursement for Damaged Cables:
6.6.4.1. The appropriate 2 CS work center will track all costs incurred as a result of repair actions and submit a Cable Damage Reimbursement Report indicating the cost of the repair actions to 2 CS/SCX through 2 CS/SCM. The letter will include but not be limited to:
6.6.4.1.1. Brief description containing who, what, when, where, how, and any other pertinent information relating to the incident.
6.6.4.1.2. Man-hours expended on repairs.
6.6.4.1.3. Cost of man-hours, broken down by grade.
6.6.4.1.4. Cost of materials consumed by the repairs.
6.6.4.1.5. Cost of operating vehicles utilized during repairs.
6.6.4.1.6. Total cost of repairs.
