BY ORDER OF THE COMMANDER
BARKSDALE AFB INSTRUCTION 33‑2
2d BOMB WING
JUNE 1999
Communications‑Computer Systems
PROTECTION OF AERIAL, BURIED AND UNDERGROUND COMMUNICATIONS CABLES
This instruction establishes procedures to prevent damage to aerial, buried and underground communications cables. It defines the responsibilities of all agencies involved in construction, excavation and demolition on base and delineates the procedures to be followed in the event of a cable cut.
SUMMARY OF REVISIONS: Change office symbols and change accountability/procedures in the event of a cable cut.
1. RESPONSIBILITIES:
1. 1. The Base Civil Engineer (BCE) will:
1. 1. 1. Notify 2 CS/SCX, Plans Flight of all construction, excavation or demolition being performed on base 48 hours before starting work. Ensure all base or contractual personnel involved in any construction or excavation are briefed that before starting any digging near communications cables, 2CS /SCX will be notified. 2 CS will be notified immediately if emergency excavation is required and immediate procedures for communication line identification will be instituted. Ensure ground cable facilities are identified, included in the planned work, and afforded protection. This notification does not eliminate the requirement for the BCE to coordinate AF Form 103, Base Civil Engineering Work Clearance Request, through 2 CS/SCMC.
1. 1.2. Process AF Form 103 with appropriate construction drawings through 2 CS/SCX, before any construction, excavation or demolition begins. 2 CS will identify locations of known cables in the area of construction. Excavation as used in this instruction includes any type of breaking the earth, regardless of depth or size to include any method such as machine digging or placement of signs.
1. 1. 3. Coordinate with 2 CS/CX before moving or relocating joint use utility poles
1. 1.4. No construction, excavation or demolition will be done regardless of its nature, installing fences, repairing curbs, installing sign posts, etc., without coordination. POC is 2 CS/SCX ext. 6‑4017 or 6‑2725 from 0700-1600. After normal duty hours, on weekends and holidays call 2 CS/SCBBC (Comm Coordination center), ext. 6‑4095.
1.1.5. Contact South Central Bell at 1‑800‑272‑3020, or United Artist Cable Television 747‑1666, when construction or excavation is done near commercial, aerial, buried or underground communications cables.
1. 1.6. A copy of AF Form 103, with appropriate drawings must be kept at the work site. If appropriate markings are not present at work‑ site. do not commence digging. Contact 2CS/SCX immediately.

1.1.7.
Contact 2 CS/SCX if deviations or alterations are encountered during excavation, construction or demolition.
1.1.8 The AF Form 103 is valid for only dates indicated on request. If these dates are exceeded, all digging must cease until new digging permit is submitted and approved.
1.1.9.
Grass cutting near above‑ground cable splice boxes, cable route and splice markers must be done with caution to ensure no cuts or breakage occurs.
1.2. The Base Communications Officer will:
1.2. 1. Notify the BCE whenever cable construction or repair is planned which might interfere with existing or proposed electrical or other utility distribution facilities. Coordinate the AF Form 103 with all agencies involved.
1.2.2. Dispatch a representative from 2 CS/SCMC to stake out existing government‑owned buried communications cable near planned excavation.
1.2.3. When notified of damage by the BCE or a contractor, immediately dispatch a cable maintenance technician to the job. 2CS personnel may observe digging process without prior contractor notification.
1.2.4. Ensure the AF Form 103 is current, documentation is attached, proper staking has been done and photographs have been taken.
2. ‑PROCEDURES TO BE FOLLOWED IN THE EVENT OF A CABLE CUT:
2. 1. All cable cuts will be called in immediately to 2 CS/SCl3BC (Comm Coordination Center) at 6‑4095.
2.2. Communications cables or other government property damaged by contractor negligence.
2.2. 1. The contractor in coordination with 2CS/SCX shall provide, where applicable, an estimate and plan for making repairs to the Contracting, Officer/contracting officer representative and Communications Squadron Focal Point at 456‑4095 within four (4) hours. If cable was identified as mission critical on AF 103, contractor has one hour to submit plan. If the contractor fails to respond within this time frame or the plan is not acceptable, the Contracting Officer or contracting officer representative may direct repairs and deduct all costs to include materials and expended man‑hours (hours based on grade of individuals making repairs) from the contract price.
2.2.2. Repairs of Government owned communications cable shall be in accordance with AFTO 3 1 V'3‑10‑13 standards. A copy of these standards can be obtained from the Contracting Officer.
2.2.3. The contractor will coordinate with the Contracting Officer or contracting officer representative on material and down‑time prior to beginning any work.
2.2.4. All work will undergo a final inspection by the Contracting Officer/contracting officer representative and a Communications Squadron representative.
2.15. In accordance with Air Force Instruction 51-502, Chapter 4 (claims in favor of the Government), a copy of the invoice for repairs shall be submitted to the Contracting Officer for administrative purposes.
2.3. All contractors and base personnel involved in excavation or demolition work on Barksdale AFB will be familiar with this Instruction.

DIGGING PERMIT PROCESS
1. Digging Permit Request Submittal
Attend all pre‑construction conferences.
a. Notify other shops as necessary .
b. Take notes as necessary and get all POCs (tech rep, QAE, etc).
All digging permit requests will be submitted to 2CS/SCX.
2CS/SCX personnel will review request to ensure the following are attached:
a. Map of location affected.
b. Dates requested (from ‑ to).
c. POC and telephone number.
Pre‑construction conference POCs.
d. Ask if customer will pick up permit or wants it mailed back.
Establish folder for each separate request.
a. Annotate folder with Word Order Number established by CE.
b. Place notes from pre‑construction conference in folder.
c. Make two copies of request and give one copy to TIDDS and one copy to Cable Maintenance. Place original in folder.
d. Establish suspense for reply as necessary (three days for normal request and one day for emergency request).
Receive requests back from TIDDS and Cable Maintenance.
a. Review to ensure everything is attached.
b. Make copy of notes and/or attachments received from shops.
c. Attach notes and/or attachments to original request.
d. Attach Barksdale Instruction 33‑2 to every request.
e. Notify submitting personnel that permit is ready.
f. Establish suspense for follow‑up on request.
g. Place copies in folder and file in active file until project is finished.
h. Serve as POC with contracting agency.
Notify contracting agency/QAE of any problems observed or reported.
2. Process Digging Permit Request (TIDDS and Cable Maintenance).
Review request.
a. Mark attached map with location of cable or provide other map with location.
b. Make applicable notes as necessary. Include effective dates, abandoned cables. 72 or 48 hour pre‑notification requirement. etc. Attach separate sheet if necessary .
c. Return permit request to 2CS/ISCX by suspense date.
d. Mark or stake areas as required. Take photographs as necessary.
e. Make sure photographs are also submitted to 2CS/ISCXR for inclusion in folder.
f. Observe construction sites as necessary for compliance.
Write Memorandum and notify 2CS/SCX of any problems.
3. Cable Cut Process
All cable cuts must be, reported to 2CS/SCBBC, 6‑4095, immediately.
2CS/SCBBC will notify Cable Maintenance, TIDDS, and SCX.
Shop personnel will assess damage at site.
a. Write memorandum and prepare estimate of repair costs.
b. Submit documentation to 2CS/SCX.
2CS/SCX will notify contracting agency of damage and emergency repair need.
2CS/SCX and shop personnel with work with QAE and contracting agencies to ensure correct documentation is submitted.
ACTIONS TO BE TAKEN
1 . Rewrite and submit Barksdale Instruction 33‑2 for approval.
2. Letter from Lt Col Hooks to contracting agencies/CE requesting, 2CS personnel be notified and attend all pre‑construction conferences.
Furnish contracting agencies/CE with approved Barksdale Instruction 33‑2.
4.
Provide contracting agencies with copy of AFTO 31W-10-13.
5.
Letter to contracting agencies requesting that Barksdale Instruction 33 ‑2 be made a mandatory instruction in all service and construction projects, statements of work, and performance work statements.
6.
Letter to Civil Engineering Squadron stating same as noted above.
7.
Meeting, with contracting agencies/CE to review our process and establish procedures to ensure contractor is made responsible when applicable.
