This document is a Solicitation Questions and Answers document for a 100% Design project for the B501 Mission Planning Cell at Dover Air Force Base. The solicitation (FA449725R0011) is set aside for small businesses under NAICS Code 541310, with a project magnitude between $500,000 and $1,000,000 and a 330-calendar day performance period. Key details include a requirement for architectural, structural, interior design, and engineering services to produce construction documentation, with a Firm Fixed Price contract type.
The document contains 23 questions and answers addressing critical project aspects such as base access procedures, security requirements, site visit details, and design scope clarifications. Noteworthy points include: a second site visit scheduled for 12 May 2025, escort limitations of 2-3 individuals per secured area, full as-built drawings available after award, and a requirement for offerors to submit an estimate of design costs as part of the bid submission under a Lowest Price Technically Acceptable (LPTA) evaluation method. The government will use the Construction Security Plan to manage contractor access and security protocols.

Questions and Answers
1. Escort Scheduling & Coordination: During the site visit, we were unable to access certain areas, particularly those deemed highly restricted. In this regard, are additional security screenings or clearances required for our team members to enter these more restricted zones?
GOVERNMENT RESPONSE: During Pre-bid, contractors will be escorted by cleared personnel. Upon award, the A/E contractor that has been awarded the contract will be responsible for applying for and maintaining proper credentials for accessing the base, coordinated through 436 CONS. See SOW section 15.2.
2. Access Limitations: To help us meet schedule deadlines, how many team members are permitted to access secured and non-secured areas at one time?
GOVERNMENT RESPONSE: Escorts can accompany approximately 2-3 individuals at a time in active secure spaces, prior coordination will be required for work performed after award. Non-secure areas do not require escort, but some areas may need to be unlocked by facility manager.
3. Access Limitations: Does the allowable number of personnel differ for access to more restricted or classified zones?
GOVERNMENT RESPONSE: No. Escorts can accompany approx. 2-3 individuals at a time.
4. Access Limitations: If access is limited, is there a recommended rotation or staging procedure that we should follow to ensure all team members can complete their designated tasks?
GOVERNMENT RESPONSE: Coordination of tasks after award will be the responsibility of the contractor. Pre-bid access will be coordinated per number of personnel able to be escorted at a time per answers to Questions 2 & 3.
5. Documentation & Pre-Approval: What forms, identification, or clearance levels are required for access to more restricted areas?
GOVERNMENT RESPONSE: Base access will be handled per SOW Section 15.2. Escorts and prior coordination will be required for access during active operation of the secure spaces after contract award.
6. Documentation & Pre-Approval: Should we provide a list of team members and their visit dates for pre-clearance, and if so, would this be on a per-visit or project-wide basis?
GOVERNMENT RESPONSE: See response to #5. Pre-award, contractors will be escorted.
7. Equipment Use: Are there any restrictions or additional approval processes for using devices such as 3D scanners, cameras, laptops, or other digital tools in non-restricted and highly secured zones?
GOVERNMENT RESPONSE: Refer to Construction Security Plan sections 16 and 17.
8. Equipment Use: Will any equipment need to be inspected or registered in advance before entering restricted or highly secured areas?
GOVERNMENT RESPONSE: See answer to Question 7.
9. Escort Assignment: Will a designated escort with the appropriate clearance be assigned to our team for all visits to restricted areas?
GOVERNMENT RESPONSE: Escorts will be provided at time of visit. Post-award, contractor must coordinate access to secure spaces.
10. Escort Assignment: Should we expect different escorts depending on the area or scope of work for each visit?
GOVERNMENT RESPONSE: Yes. Escorts may be different per visit or individual program in the facility.
11. On-Site Protocols: Could you please clarify the specific entry and exit procedures for accessing more restricted zones?
GOVERNMENT RESPONSE: Procedures for gaining access to secure areas will not be discussed on non-secure means to protect Operational Security.
12. On-Site Protocols: Are there additional safety, security, or operational briefings required prior to accessing these areas?
GOVERNMENT RESPONSE: No. Pre-performance meeting will go over general requirements for safety/security on base.
13. Site Utilities Scope Clarification - Can you please confirm whether the 100% design scope is intended to include utility service upgrades for example electrical, domestic water, or sewer beyond the building footprint? If so, please provide any existing utility survey data or indicate if a utility coordination meeting is anticipated.
GOVERNMENT RESPONSE: All systems will need to be assessed for the occupancy load and use of the facility. The determination for utility upgrades will need to be made during the design process by the A/E firm awarded the contract.
14. Building 501 MEP System Scope Clarifications - Can you please confirm whether the design scope is intended to include building utility service upgrades or replacements, for example replacements of Air handler units, chilled or hot water Variable Air Volume system, ventilation & exhaust systems, Hot water tanks, electrical distribution panels.
GOVERNMENT RESPONSE: Refer to SOW Part 3, awarded contractor must perform a full survey of requirements for the facility.
15. During the April 21, 2025 site visit it was mentioned that building 501 has a 2nd floor. Is this 2nd floor accessible by stair or ladder? Are there As-built drawings of how the second floor was constructed?
GOVERNMENT RESPONSE: Building 501 does not have a second floor on record. The as-builts show a standing seam metal roof over the previously existing flat roof deck.
16. Are MEP As-built drawings for buildings 500 & 501 available to design contractors?
GOVERNMENT RESPONSE: Full as-builts will be available after award. Building layouts have been provided in SOW attachments.

Will the government sponsor security clearances for the contractors or provide cleared escorts? If yes, please clarify the required clearance levels, or handling procedures to request escorts.
GOVERNMENT RESPONSE: Contractor security requirements are outlined in the
Construction Security Plan (CSP). See answer to question #5 in terms of escort requirements.
22. We believe the engineering efforts will exceed the architectural efforts for the above referenced project. We respectfully request this solicitation be procured under NAICS Code
541330 to allow small business engineering firms, who serve as prime, to submit qualifications.
This will maximize competition and allow the Air Force to select the most highly qualified architect or engineering firm.
GOVERNMENT RESPONSE: This requirement will continue to be solicitated using the
NAICS Code 541310. Market Research has shown small businesses have interest in this requirement.
23. While reviewing Section L of the solicitation, we noticed that under Volume I: Section B – attachment 2, Bid schedule is required as part of the submission.
We believe this is a design project and attachment 2 is used for construction cost estimation purposes.
GOVERNMENT RESPONSE: Estimate of design costs will be required as part of the bid submission in order to evaluate based on Lowest Price Technically Acceptable (LPTA).
