About this file
The document is a DD Form 1391 Military Construction Project Data Template, detailing a comprehensive facility renovation and repair project for an Air Force installation. The template provides a structured framework for documenting project scope, cost estimates, and mission-critical requirements, with specific focus on repair and maintenance (R&M) work categories including electrical, mechanical, structural, and fire protection improvements. The project involves various work elements such as repairing collateral facility damage, replacing infrastructure components like roofs and HVAC systems, and potentially expanding facility footprints, with cost classifications ranging across different Engineering and Installation Cost (EEIC) codes.
Key project characteristics include a potential project cost between $500,000 and $1,000,000, targeting facility improvements to support mission requirements, with emphasis on operational efficiency and meeting current standards. The template requires detailed documentation of the project's necessity, including mission impacts, facility condition assessments, and potential consequences of not completing the work. The document also includes certification sections for civil engineering review, joint use considerations, and compliance with various technical and regulatory rules, such as seismic, anti-terrorism, fire protection, and sustainability guidelines.

10. DESCRIPTION OF PROPOSED WORK: (SUCCINT AND DESCRIPTIVE) Break out work by EEIC for clarity.
EEIC 522 work
- Repairing collateral facility damage caused by a leaking roof (cause by lack of sustainment)
- Repairing damage to a facility caused by a natural disaster
- Repairing a water line damaged by natural disaster
- Completely replacing a runway, taxiway or road that has not achieved its reasonably expected useful life but requires repair and replacement is best option
- Replacing existing lighting with more energy efficient system before the end of its useful life
- Installing fire suppression to meet updated code
EEIC 524 work
- Mill and overlay existing pavement
- Replacing a roof on a life cycle basis
- Completely replacing a runway or taxiway that achieved its expected life cycle
- Replacing HVAC systems, in kind or to current standards, that have reached the end of their useful life
EEIC 529
- Change in function within minor construction threshold
- Increasing facility footprint
- Installing fire suppression due to change in function
- Constructing a new road or expanding the footprint of an existing road within O&M funding limits

BCE NAME AND CONTACT INFO:
A PRELIMINARY ANALYSIS OF REASONABLE OPTIONS FOR ACCOMPLISHING THIS PROJECT (STATUS QUO, LEASE/RENT, RELOCATE, AND UPGRADE) WAS DONE. THERE IS ONLY ONE OPTION THAT WILL MEET THE OPERATIONAL AND CURRENT MISSION REQUIREMENT. THIS PROJECT MEETS THE CRITERIA/SCOPE IN PART II OF MILITARY HANDBOOK 1190, "FACILITY PLANNING AND DESIGN GUIDE" AND AIR FORCE HANDBOOK 32-1084, "CIVIL ENGINEERING REQUIREMENTS."
I HAVE REVIEWED THIS DOCUMENTAND CERTIFY IT IS COMPLETE AND ACCURATE, AND IS COMPLIANT WITH APPROPRIATE STATUTE(S) AND INSTRUCTIONS. I HAVE VALIDATED THE PROJECT’S PRIMARY AND SUPPORTING COST AND WORK CLASSIFICATION. IT HAS BEEN FULLY COORDINATED WITH THE USER AND OTHER APPROPRIATE AGENCIES AND APPROVED BY THE INSTALLATION COMMANDER.
JOINT USE CERTIFICATION: THESE FACILITIES CAN BE USED BY OTHER COMPONENTS ON AN "AS AVAILABLE" BASIS; HOWEVER, THE SCOPE OF THIS PROJECT IS BASED ON AIR FORCE REQUIREMENTS.
I HEREBY APPROVE PROJECT WXYZ170000, PROJECT NAME.
