# Question Answer
Can a flooring-focused contractor qualify as a prime? Yes. However, past performance demonstrating competency in all 3 areas (floor covering, protective coating, misc. repairs) will be evaluated more favorably than past performance demonstrating competency in only 1 or 2 areas.
Are teaming or subcontracting appropriate routes to qualify as a prime?
Yes, but the prime contractor remains responsible for meeting all solicitation and contract requirements.
What are the general-contractor, licensing, bonding, insurance, past performance, and small business requirements?
As this is a 100% small business set aside under NAICS 236220, the offeror must qualify as a small business under that classification ($45.0M annual receipts). The SOW requires contractor and subcontractor personnel to maintain licenses and certifications necessary for their assigned work classification. Bid bond of 20% or $1M is required with proposal submission. Insurance requirements have been added to Section H of the solicitation via amendment.
Past performance should be recent (within past 3 years) and relevant (similar scope and complexity).
What is the anticipated contract ceiling? Anticipated task order values? Flooring-related workload?
Contract ceiling is $27.5M. Task orders are anticipated to range from $2K to $500K,Median task order value for current contract is $180K.
Projected workload breakdown is included as Attachment A in the Statement of Work.
What is the anticipated total contract ceiling and estimated annual task-order volume for this IDIQ?
Contract ceiling is $27.5M. Task orders are anticipated to range from $2K to $500K,Median task order value for current contract is $180K.
Projected workload breakdown is included as Attachment A in the Statement of Work.
Are prime contractors permitted to utilize qualified subcontractors for specialized flooring, painting, mechanical, electrical, and plumbing work, subject to applicable subcontracting limitations?
Yes, but the prime contractor remains responsible for meeting all contract requirements.
FA441827R0001 Questions and Answers 4 November 2026
Will relevant past performance from proposed teaming partners or subcontractors be considered during proposal evaluation?
Yes, but the prime contractor's past performance will be given greater consideration.
Are there specific bonding, financial-capacity, or self-performance requirements that prospective prime contractors should address?
Bid bond of 20% of the base year price or $1M (whichever is less) is required with proposal submission.
Does the Air Force anticipate multiple contract awards, and is there an estimated number of awardees?
Anticipate awarding 2 IDIQ contracts and selecting 3 contractors for the on-ramp pool.
Should the 20% bid guarantee be based on the Sample Project price, the base-year Schedule B total, or the total including option years?
Additionally, is a scanned SF 24 bid bond acceptable via DoD SAFE?
20% should be based on the base year Schedule B total. SF 24 shall be submitted via DoD SAFE. Awardees shall provide originals at Post- Award Conference.
Does the evaluation total include the option years and the 6-month extension as calculated on Schedule B?
Yes. Corrected Schedule B calculations and uploaded with amendment.
For lines 0004AA, 0005AC, 0005AD, and 0005AF, should we price according to the units shown on Schedule B or the units in the SOW quantity table?
Schedule B has been updated and will determine the evaluated price for proposal evaluation. The units shown in the SOW are for reference and planning purposes only.
For floor preparation, is light sanding acceptable under CLIN 0002AK, given the SOW's no-sanding note for material removal?
Yes, This does not include floor prep/patch.
In flooring sample project, should we price 892 SY as stated in the SOW? Is the existing carpet glued down?
Yes, please include 892 SY as stated and existing carpet is glued-down.
In the painting sample project, are the metal and wood surfaces exterior?
Yes, the metal and wood surfaces are exterior.
For the sample project, could you provide the manufacturer of the existing building controls system so we can accurately price the integration?
Current building controls are Trane.
Existing AHU controller is an MP580 using LonWorks communication protocols, integrated to an SC+ building level controller.
Heating requirement of 113,700 MBH is incorrect, it should be 113,700 BTUH (or 113.7MBH) Current equipment documentation is not available
The wage determinations do not include a carpet installer classification. Should we expect to request a conformance after award?
SCA wage determinations have been added via amendment. If no applicable classification exists between the DBA and SCA wage determinations, a conformance request will be contemplated after award of IDIQs.
Are there specific minimum insurance coverage amounts we should plan for?
Insurance requirments added to Section H of the solicitaiton via amendment.
The sample mechanical Statement of Work for Building 325 identifies the heating capacity for AHU-1 as 113,700 MBH. Could the Government please confirm the intended heating capacity and correct engineering units (BTUH or MBH)? Additionally, are existing AHU equipment schedules, dimensions, attic access information, and BMS/control drawings available for reference?

The solicitation establishes not-to-exceed unit prices under Schedule B, while the Statement of Work also references RSMeans-based pricing for task orders. Could the Government clarify which pricing methodology takes precedence when a task- order activity is covered by an existing Schedule B line item?
Schedule B. RSMeans reference has been removed for SOW.
Section L requires submission of Standard Form 24 (Bid Bond). Could the Government confirm the amount upon which the bid guarantee must be calculated for this multiple-award IDIQ solicitation? Please also clarify the applicable deadlines and requirements for performance and payment bonds following contract award or issuance of individual task orders.
Bid bond amount is 20% of base year price or $1M, whichever is less.
Performance and payment bond info has been added to Section H of the solicitation via amendment.
The Statement of Work requires a management plan as part of the initial RFP response, while Section L establishes a two-part proposal structure consisting of Price and Past Performance. Should the management plan be included within Part I, Part II, or submitted as a separate attachment?
Management plan is not required with proposal submission and has been removed from the SOW. Contractor resumes shall be submitted as initial submittals after award of IDIQ, and must be approved prior to task order awards.
The Statement of Work appears to establish different timeframes for preparing task-order proposals. Could the Government confirm the governing response periods for standard and quick-response task orders?
The SOW has been revised to state that the task-order proposal response period will be identified in each task-order proposal request. The Government anticipates that the typical response period will be 7 calendar days. Proposals requiring items not priced on the Schedule B may allow a longer response period. Emergent or end-of-year requirements may require a shorter response period.
For the Building 325 flooring sample project, approximately 8,028 SF of existing flooring will be removed and replaced. Could the Government clarify whether extensive floor leveling, concrete substrate repairs, or moisture mitigation should be included in the sample project price, or whether these activities will be addressed separately if encountered?

Could the Government clarify whether a superintendent must remain continuously on-site during active construction, or whether daily site visits satisfy the requirement? Please also confirm whether qualified management personnel may oversee multiple simultaneous task orders.
A Superintendent must be available while task order actions are being performed. Qualified management personnel, i.e. project manager, site superintendent, may oversee multiple task orders.
Will the Government provide an opportunity for offerors to inspect Building 325 before proposal submission to verify existing flooring conditions, exterior coating conditions, and AHU access?
No site visit is planned for the sample project. Offerors shall prepare their proposals using the solicitation documents and any amendments issued by the Government.
Please confirm whether the contractor is required to purchase carpet and adhesive through the current Air Force Carpet Ordering Program and its authorized suppliers for all applicable carpet installation task orders under this IDIQ. Additionally, please clarify whether the current catalog and negotiated Not-to-Exceed (NTE) pricing must be used when preparing unit prices for Schedule B, and how freight, delivery, and other material-related charges should be accounted for in the pricing proposal.
Yes, updated AF Carpet Ordering Guide and added Tier I Supplier contact info as solicitation attachment. If no Tier I supplier can provide acceptable product, contact the Contracting Officer before ordering from another source. All applicable cost shall be included in one unit price per unit of measure indicated. Thus, frieght, delivery and other material-related charges should be accounted for in the unit price per unit of measure.

The Government cannot provide information on future acquisitions not currently posted. Interested firms should monitor SAM.gov for future opportunities.
Section L, Part I(c) and Section M require a detailed price proposal for one (1) sample project. Attachments 14, 15 and 16 provide three sample SOWs (floor covering, protective coating and miscellaneous repairs), and the Total Project Balance Sheet in Attachment 18 sums all three for Air Base Building 325. Please confirm that the sample project is the single Building 325 project comprising all three SOWs, priced on Attachment 18.
Yes. Offerors shall submit one consolidated sample project price proposal covering the floor covering, protective coating, and miscellaneous repair sample project requirements.
Section L, Part I(c) calls for the sample project to be priced "using line items from Schedule B." The "Misc. Repair-AHU" tab of Attachment 18 is laid out as a cost build-up (parts, materials, labor, overhead and profit) rather than by Schedule B CLINs. Should the AHU work be priced as a cost build-up on that tab, with Schedule B line items used for the floor covering and protective coating tabs?
Misc. Repair- AHU will be bid as a cost build-up. Flooring and PW/Protective Coating will use Schedule B CLINs.
Should the "Bond" line on the Attachment 18 Total Project Balance Sheet reflect the offeror's actual performance and payment bond rate for a project of that value?
Yes, the bond line on Attachment 18 should reflect the offeror's bond amount for that particular project and should be expressed in dollars.
FAR 52.228-1 in Section L sets the bid guarantee at 20% of the bid price or $3,000,000, whichever is less. For this IDIQ, please confirm which figure is the "bid price.
Bid bond shall be 20% of the base year price or $1M, whichever is less.
Section M defines recent efforts as "having completion no more than 3 years from proposal response date." Will an ongoing IDIQ be considered recent where task orders under it have been completed within the past three years? May offerors list an IDIQ and individual task orders under it as separate references.
Yes, ongoing IDIQs can be submitted as past performance. IDIQ and individual TOs may be submitted, but avoid duplicate references. If citing individual TOs, clearly identify the work, value, performance dates, and releationship to the parent IDIQ.
Attachment 8 is a Past Performance Questionnaire, but Section L, Part II does not say whether offerors should send it to their references, or how and by when references should return completed forms and to whom. Please advise.
PPQ is to be completed by the references and can either be sumitted directly to the Government or submitted by the Offeror with the proposal. Ensure reference contact info is included for Government follow-up.
Attachments 3 through 7 provide wage determinations for five counties. Please confirm that each task order RFP will identify the applicable wage determination for the county where the work is located. Section I also lists FAR 52.222-41, Service Contract Labor Standards, alongside the construction wage rate clauses; please confirm whether any task orders are expected to be performed under Service Contract Act wage determinations.
Task order proposal requests will include the location of the work to be performed. SCA wage determinations have been added via amendment.
Is all the materials on the scope needed now or is this pricing in the event they are needed?
Schedule B quantities are estimates for proposal evaluation purposes. Individual task orders will be awarded with actual quantities required for each project. The Government is not obligated to order the estimated quantities.
Which type of work is needed as of now? The requirement includes floor covering, protective coating, and miscellaneous repairs througout Joint Base Lindsey Graham.
41 Is the HVAC work necessary? Yes, the scope includes HVAC replacement.
How long is this contract once awarded? The anticipated ordering period is 5 years with a possible 6 month extension. Longest possible ordering period is 66 months.
Is the 20% bid guarantee based on the Total Bid from Schedule B (all CLINs, base plus option years) or on the base-period total only? Since Schedule B quantities are for evaluation purposes only, would the Government accept a bid guarantee in a stated fixed amount instead?
Bid bond shall be 20% of the base year price or $1M, whichever is less.
Will a pre-proposal site visit be offered for the sample project at Building 325, Air Base Commons, before proposals are due?
No site visit is planned for the sample project. Offerors shall prepare their proposals using the solicitation documents and any amendments issued by the Government.
SOW 3.5 requires subcontractors to be licensed in South Carolina.
Must the prime contractor hold a South Carolina contractor license at the time of proposal submission, or before the first task order is issued?
Licensing requirements have been added to Section H of the solicitation via amendment.
Section M states that subcontractor past performance will not be considered as highly as the prime's. Will past performance of proposed subcontractors or teaming partners for protective coatings and maintenance/repairs still be considered? Should offerors send Attachment 8 (PPQ) to their references to return directly to the Contracting Officer, and by what date?
The Government may consider relevant past performance of proposed subcontractors or teaming partners, but the prime contractor’s past performance will be given greater consideration.
PPQ is to be completed by the references and can either be sumitted directly to the Government or submitted by the Offeror with the proposal. Ensure reference contact info is included for Government follow-up.
CLIN 0001AA, Carpet Selected via AF Contract: Should the unit price include the carpet material purchased through the USAF carpet program (Attachment 13), or only adhesive and handling, with carpet ordered separately?
All applicable cost shall be included in one unit price per unit of measure indicated. Thus, frieght, delivery and other material-related charges should be accounted for in the unit price per unit of measure.
Must the Contract Manager, Quality Control Manager, Project Superintendent, and Safety Manager be named with resumes in this proposal, or designated after award? May the Contract Manager also serve as the Project Superintendent, as SOW 3.2.3 suggests?

SOW 4.0 refers to a management plan "included in the Contractor's response to the initial RFP," but Section L lists only Part I (Price) and Part II (Past Performance). Is a management plan required with this proposal?
Management plan is not required with proposal submission and has been removed from the SOW. Contractor resumes shall be submitted as initial submittals after award of IDIQ, and must be approved prior to task order awards.
Please confirm the sample project price should be based on Attachment 14 (Floorcovering SOW, Building 325) and Attachment 17 floor plans, using Schedule B line items on the Attachment 18 worksheet.
Offerors shall submit one consolidated sample project price proposal covering the floor covering, protective coating, and miscellaneous repair sample project requirements.
Does the term bid price, as used for the 20% bid guarantee, mean the base-period Schedule B total or the total evaluated price across all periods (base, Option Years 1–4, and the 6-month extension)?
Will the Government accept an SF 24 with a penal sum stated as 20% of the bid price, not to exceed $3,000,000? Is a digitally signed and sealed SF 24 with power of attorney, uploaded through DOD SAFE, acceptable in place of an original wet-ink bond?

SOW 2.1.3 states that task-order cost proposals are based on the latest RSMeans data with the Charleston city cost factor plus overhead and profit. Section M states that task orders must use the proposed Schedule B unit prices or lower. Please confirm that task-order work covered by a Schedule B line item is priced at or below the proposed unit price, and that maintenance and repair work with no Schedule B line item is priced using RSMeans with overhead and profit negotiated on each task order.
Schedule B shall be used to price task-order work covered by an applicable Schedule B line item. The reference to RSMeans has been removed from the SOW. For maintenance and repair work not covered by an applicable Schedule B line item, pricing will be competed among the IDIQ contractors. Contractors may use RSMeans or another appropriate estimating method to develop their task-order proposals; however, use of RSMeans is not required.
Should performance and payment bond premium be included in the Schedule B unit prices, or added as a separate line on each task order as shown on the Bond line of the Attachment 18 sample project worksheet?
Bonds are not included in Schedule B. They will be added on each task order proposal as shown on Attachment 18.
SOW Part 2, paragraph 4.0 states that the initial response must include a management plan with an organizational chart. Section L lists only Part I, Price Proposal, and Part II, Past Performance Information.

The Government anticipates that the typical response period will be 7 calendar days. Proposals requiring items not priced on the Schedule B may allow a longer response period. Emergent or end-of-year requirements may require a shorter response period.
FAR 52.211-10 has been removed under the Revolutionary FAR Overhaul (RFO). SF 1442 has not yet been updated to reflect this change. The period of performance for each task order will be defined in the applicable task-order solicitation and resulting task order.
SOW 2.1.3 gives 7 days after the site visit for a cost proposal, while SOW Part 2 3.1.3 gives 14 working days. Which governs?
The SOW has been revised to state that the task-order proposal response period will be identified in each task-order proposal request. The Government anticipates that the typical response period will be 7 calendar days. Proposals requiring items not priced on the Schedule B may allow a longer response period. Emergent or end-of-year requirements may require a shorter response period.
Will the contracting office sponsor DBIDS credentials for contractor and subcontractor staff at award or per task order, and can credentials cover all sites?
The contractor shall coordinate with the Government to obtain the appropriate credentials required to access job sites. Prime contractor personnel serving as the Contract Manager, Quality Control Manager, Project Superintendent, and Safety Manager will be issued credentials valid for one year. Subcontractor personnel will be issued credentials for the duration of the projects on which they are working, not to exceed one year at a time.
The wage determinations for the five counties have no classification for floor layers, carpet installers or tile setters. Should offerors plan on SF 1444 conformance requests? Why is Sumter County included?
SCA wage determinations have been added via amendment. If no applicable classification exists between the DBA and SCA wage determinations, a conformance request will be contemplated after award of IDIQs. Sumter is included to support potential task orders at Shaw AFB due to extraordinary circumstances and is not anticipated to be used.
Section I includes FAR 52.222-41 (Service Contract Labor Standards).
Will any task orders be issued as services under the SCA, and if so, which wage determination applies?
SCA wage determinations have been added via amendment.
What is the contract ceiling per awardee and for the program, and what are the ordering dates in FAR 52.216-18? When an order is silent on liquidated damages, does the $331 per day in FAR 52.211- 12 apply?
Contract ceiling is $27.5M for the entire program. Ordering dates will be specified upon award of contract. $331 is the daily rate for liquidated damages and will apply on task orders for which they are assessed.
How will task orders be competed between awardees, and when and how are on-ramp pool members added?
Task orders will be competed among the active IDIQ awardees in accordance with the contract ordering procedures. Typically the lowest priced offeror will receive the task order award. On-ramp pool members are not guaranteed to receive an on-ramp award or task orders. The on-ramp pool is intended to expedite replacement of an active contractor if necessary or to add an active contractor if the Government determines that the volume of work supports an additional awardee.
Is the management plan with org chart in SOW Part 2 4.0 required with the proposal, and if so, is there a page limit? Is there a file size or count limit for DOD SAFE submission, and are digitally signed SF 1442 and SF 24 acceptable? Will there be a site visit or pre-proposal conference?
Management plan is not required with proposal submission and has been removed from the SOW. Contractor resumes shall be submitted as initial submittals after award of IDIQ, and must be approved prior to task order awards. Digtally signed SF 1442 and SF 24 are acceptable. There is no site visit planned for this solicitation.
SOW Part 2, paragraphs 5.3.1 through 5.3.4, cite JBCGS 01501 Environmental, 01540 Green Procurement, 01572 Waste Management and 01575 Temporary Environmental Controls ("see GEN REQ ATTACH"). They were not in the posted package. Could you post them?

SOW Part 2, paragraph 4.0, states that a management plan with an organizational chart "must be" included in the contractor's response to the initial RFP. Section L asks only for Part I, Price, and Part II, Past Performance. Should offerors include a management plan with the proposal? If so, in which part, and does a page limit apply? Are we committed to the management team displayed on the organizational chart? Can the Quality Control manager be a third party that meets requirements?
Management plan is not required with proposal submission and has been removed from the SOW. Contractor resumes shall be
FAR 52.228-1(c) sets the bid guarantee at "20% of the bid price or $3,000,000.00, whichever is less." For this IDIQ, is the "bid price" the total evaluated price across all periods in Schedule B, the Base Period Total, or another amount? The answer sets the penal sum on the SF 24.
Bid bond of 20% of the base year price or $1M (whichever is less) is required with proposal submission.
Schedule B shows period totals from the Base Period through the 6 Month Option (cells F81 to F86) but no grand total. Please confirm that the total evaluated price is the sum of those six totals. The formula carries the 6-month extension as a full year of quantities; is that intended?
Schedule B formulas have been corrected.
Section B lists each CLIN as 999 "Each," estimated, while Section L Part I(b) asks for unit and extended prices for each CLIN. Should offerors enter each period's Schedule B total as the CLIN amount?
And what should go in the AMOUNTS block of SF 1442 item 17: the total evaluated price, the Base Period Total, or a reference to Section B?
Offerors are not required to complete Section B of Standard Form 1442. All proposed pricing shall be entered in Attachment 2, Schedule B Price List, and submitted in accordance with Section L.
Schedule B and SOW Attachment A use different units for 0004AA Light Furniture (SY and EA), 0005AC Glue-down Resilient Floorcovering (SY and SF) and 0005AD Floating Floorcovering (SY and SF). Line 0005AF, wall base removal, is in SF in both, while wall base installation (0002AA and 0002AB) is in LF. Which units govern?
0004AA - Light Furniture - UoM should be EA 0005AC - Glue Down Resilient Floorcovering - UoM should be SF 0005AD – Floating Floorcovering – UoM should be SF 0005AF – Wall base Removal – UoM should be LF
Schedule B has no lines for Maintenance and Repairs (SOW Part 1, 3.3). SOW Part 1, 2.1.3 bases task order pricing on RSMeans raw cost data with the Charleston city cost factor and "an allowance for overhead and profit," while Section M says task orders must use the Schedule B unit prices or lower. Does RSMeans pricing apply only to work without a Schedule B line, and how will the overhead and profit allowance be set: proposed now as a fixed percentage, or negotiated per task order?
Schedule B shall be used to price task-order work covered by an applicable Schedule B line item. The reference to RSMeans has been removed from the SOW. For maintenance and repair work not covered by an applicable Schedule B line item, pricing will be competed among the IDIQ contractors. Contractors may use RSMeans or another appropriate estimating method to develop their task-order proposals; however, use of RSMeans is not required.
For the sample project, will a site visit to Building 325 be offered before proposals are due? If not, please identify the make of the building management system that the new air handler's BACnet controller must integrate with (Attachment 16), so offerors can price the controls work.
Should references send completed Past Performance Questionnaires (Attachment 8) directly to you, and by what date? If offerors include completed questionnaires in Part II, do they count toward the three-page limit per contract?
PPQ is to be completed by the references and can either be sumitted directly to the Government or submitted by the Offeror with the proposal. Ensure reference contact info is included for Government follow-up. PPQ does not count towards the page limit for each project.
Section L asks for contracts "performed for Federal agencies and commercial customers." Will contracts performed for state or local government customers also be considered?
Yes all projects submitted will be considered and evaluated for recency and relevancy.
The solicitation states a $2,000 minimum guarantee and the order limits in FAR 52.216-19, but no contract maximum, and FAR 52.216- 22 refers to a maximum designated in the Schedule. What is the contract maximum and, if available, the estimated annual ordering volume? Also, the dates of the ordering period in FAR 52.216-18(a) are not filled in. Please confirm the ordering period is December 15, 2026 through June 14, 2032, as Section F states.
Contract maximum is $27.5M. Anticipated annual ordering volume is $5M/year and possible $2.5M for the 6 month extension. Dates for ordering period will be filled in when contract is awarded.
SOW Part 1, 1.2 says Joint Base Lindsey Graham "includes, but is not limited to" four sites, in North Charleston, Goose Creek, North and Moncks Corner. Wage determinations are also attached for Dorchester County (Attachment 6) and Sumter County (Attachment 7), where none of the listed sites appears to be. Will work be ordered in Dorchester or Sumter County, and if so, at which facilities? Section I also lists FAR 52.222-41, Service Contract Labor Standards, without a service contract wage determination. Does any work under this contract fall under it?
SCA wage determinations have been added via amendment.
Dorchester County wage determination may be disregarded. Sumter is included to support potential task orders at Shaw AFB due to extraordinary circumstances and is not anticipated to be used.
Attachment 13, the USAF Carpet Ordering Guide dated February 2021, lists Tier I carpet contracts whose ordering periods ended July 18, 2022. Which current Air Force carpet contracts or catalogs should offerors use to price Schedule B line 0001AA?

Section M states that offerors with no relevant past or present performance history "shall receive the rating 'Neutral Confidence,' meaning the rating is treated neither favorably nor unfavorably." The evaluation process then reviews offerors in price order until five have Substantial Confidence and, if fewer than five do, considers offerors with Satisfactory Confidence. How will an offeror rated Neutral Confidence be treated in that process? Can it be selected for award or for the on-ramp pool?
Offerors with no relevant past or present performance history may receive a Neutral Confidence rating. A Neutral Confidence rating is neither favorable nor unfavorable and does not preclude an offeror from receiving an award or designation for the on-ramp pool.
SF 1442 item 12b allows 30 calendar days after award to furnish required performance and payment bonds, while FAR 52.228-1(d) refers to furnishing executed bonds "within 10 days after receipt of the forms by the bidder." Which period applies? Are any performance or payment bonds required at award of the IDIQ itself, or only on individual task orders under FAR 52.228-15 and 52.228- 13?
Performance and payment bond info has been added to Section H of the solicitation via amendment.
Attachment 14 calls for removing approximately 8,028 square feet of floor covering and installing 892 square yards of carpet tile "in Magnolia Ballroom." Attachment 17 has no room labeled Magnolia Ballroom; it highlights the Conference Center, with handwritten areas totaling 7,770 square feet. Is the Conference Center the area to be carpeted, which quantity governs, and does the 892 square yards include waste? Also, on the Attachment 18 Total Project Balance Sheet, the project total (cell B8) sums B3 through B7, which includes the Subtotal row (B6). Should offerors leave B6 blank so the subtotal is not counted twice?
The conference room is referred to as the Magnolia Ballroom.
The identified square footage is marked on Attachment 17.
Floorplans.
The total 892 SY includes waste.
When calculating total project cost, please include:
• Cost for Floorcovering
• Cost for PW & Protective Coating
• Cost for Maintenance & Repairs (AHU)
• Provide Subtotal.
• Provide cost for Bond
• Provide a Total Project Estimate
SF 1442 item 11 requires the contractor to begin performance within 30 calendar days and complete it within 365 calendar days after notice to proceed, marked mandatory, and cites FAR 52.211-10, which is not in Section I. SOW Part 1, 1.3 says each task order's period of performance will be negotiated before award of the order.
Does item 11 apply to each task order, to the contract as a whole, or to neither?
FAR 52.211-10 has been removed under the Revolutionary FAR Overhaul (RFO). SF 1442 has not yet been updated to reflect this change. The period of performance for each task order will be defined in the applicable task-order solicitation and resulting task order.
Section L, Instructions to Offerors, identifies only two required proposal parts: Part I – Price Proposal and Part II – Past Performance Information. However, Attachment 1, Statement of Work, Part 2, Sections 4.0 and 4.1, expressly requires offerors to include a management plan in their response to the initial RFP, including an organizational chart, assigned personnel, subcontractors, and management responsibilities. Please clarify whether offerors are required to submit a management plan with their initial proposals. If required, please identify the appropriate proposal part, applicable page limitations, and corresponding evaluation criteria under Section M.
Management plan is not required with proposal submission and has been removed from the SOW. Contractor resumes shall be
Attachment 1, SOW Sections 3.1 through 3.5, establishes performance capability requirements, including mobilization timelines, minimum qualifications for designated management personnel, construction quality control qualifications, and subcontractor experience and licensing requirements.
