About this file
This file is the Department of the Air Force Integrated Solid Waste Management Plan (ISWMP) for Joint Base Lindsey Graham, South Carolina, effective September 2026. The plan establishes procedures and requirements for managing non-hazardous solid waste across the installation's Air Base, Naval Weapons Station, North Auxiliary Airfield, and Short Stay Recreational Complex, excluding privatized housing and hazardous waste management. Key objectives include diverting 60 percent of non-hazardous solid waste (excluding Construction and Demolition debris) from incineration and landfilling by Fiscal Year 2030, and diverting 75 percent of C&D debris from incineration and landfilling by FY 2030. The plan emphasizes source reduction, reuse, and recycling through strategies including double-sided copying, electronic communications, green procurement practices, and DLA-DS reuse programs.
The installation manages multiple waste streams including municipal solid waste, Construction and Demolition debris, land clearing debris, plastics, paper and cardboard, wood (pallets), scrap metals, compostable wastes, and non-hazardous liquids through designated contractors and Charleston County Environmental Management Department. The 628th Civil Engineer Squadron, Installation Management Flight, Environment Element (628 CES/CEIE) serves as the Office of Primary Responsibility, with Marty Skipper as the ISW Program Manager and Danielle Allen-Blome as the QRP Manager. DEPARTMENT OF THE AIR FORCE
INTEGRATED SOLID WASTE MANAGEMENT PLAN
Joint Base Lindsey Graham, South Carolina
Sept 2026 ii | P a g e
ABOUT THIS PLAN
This installation-specific Environmental Management Plan (EMP) is based on the United States (U.S.) Air
Force’s (AF) standardized Integrated Solid Waste Management Plan (ISWMP) template (version June
2020). This Plan is not an exhaustive inventory of all Solid Waste (SW) requirements and practices. Where applicable, external resources, including Air Force Instructions (AFIs), Department of the Air Force
Instructions (DAFIs), Department of the Air Force Manuals (DAFMANs), Air Force Manuals (AFMANs), Air
Force Playbooks, federal, state, local and Final Governing Standards (FGS), and permit requirements are referenced. The original ISWMP template was prepared by Oneida Total Integrated Enterprises (OTIE), under Master Contract No.: GS00F0006L, Order No.: 47QFSA20F0030, Proposal No.: ID07160008 /
ID0420007.
Certain sections of this ISWMP begin with standardized, AF-wide “common text” language that addresses
AF and Department of Defense (DoD) policy and federal requirements. This common text language is restricted from editing to ensure that it remains standard throughout all plans. The common text language is maintained and updated by the designated Office of Primary Responsibility (OPR) with assistance from the
Office of Collateral Responsibility (OCR), as appropriate. Immediately following the AF-wide common text sections are installation sections.
The installation sections contain installation-specific content to address state, local, and installation-specific requirements. Installation sections are unrestricted and are maintained and updated by AF environmental sections and/or installation personnel. This version of the ISWMP was revised and updated by the 628th
Civil Engineer Squadron (628 CES), Installation Management Flight (CEI), Environment Element (CEIE) located at 210 West Stewart Avenue, Building (Bldg.) 721, Joint Base Lindsey Graham, South Carolina.

2.0 OVERVIEW AND SCOPE
This ISWMP contains procedures for the management of SW. In lieu of federal, state, or local requirements, DAFMAN 32-7002 acts as the main driver for the ISWMP. The 2014 U.S. Air Force ISWM Playbook serves as supplemental guidance to this Plan.
This ISWMP addresses the management of SW. SW is defined in 40 Code of Federal Regulations (CFR)
261.2, and includes but is not limited to: Wastes from aircraft originating from overseas, military munitions identified as a SW in 40 CFR 266.202, and industrial SW. This ISWM does not address the management of Hazardous Waste (HW) or other non-SW, including universal waste, Polychlorinated Biphenyls (PCBs), asbestos, lead, regulated medical waste, radioactive waste, or mixed waste.

Introduction:
On October 1, 2010, the AF officially assumed responsibility for the new JBLG, which encompasses the former Charleston Air Force Base (CAFB) and Naval Weapons Station (NWS) Charleston.
The purpose of the ISWMP is to provide JBLG commanders, environmental managers and base personnel with a coherent program for improving environmental performance related to SW management. JBLG generates SW in carrying out its primary mission and support activities that create potential environmental impacts. It should be noted that some of base housing units are privatized (see Installation
Disposal and Diversion Plan), independently manage their SW, and are not included in the scope of this plan or the Quality Recycling Program (QRP).
The ISWMP presents a summary of the installation’s progress towards AF goals and provides underlying information to help interpret and understand the installation’s performance. Finally, the ISWMP describes specific actions that can be taken to improve environmental performance in SW management.
It is the policy of JBLG to follow federal, state, and local regulations for SW management and pollution
3 | P a g e prevention (P2). Not only does JBLG strive to meet the regulatory requirements for managing SW, but
JBLG also supports a strong P2 program, which emphasizes the importance of source reduction, reuse, and recycling. JBLG operates its SW and P2 programs to meet the broad objectives of the Pollution
Prevention Act (PPA) of 1990, 42 U.S.C. §13101-13109.
JBLG will continue to pursue the recycling and SW minimization strategies that have already been established. These include:
• Encouraging source reduction and reuse.
• Educating JBLG population on recycling programs through JBLG’s “Outreach Program,” newspaper articles, emails, and presentations.
• Encouraging recycling at all levels in the workplace.
• Emphasizing, enforcing, and tracking the recycling of Construction and Demolition (C&D) debris to divert as much as possible from landfills.
Program Oversight:
This plan contains guidance for managing municipal trash and garbage, C&D debris, land clearing debris
(LCD), and industrial SW. SW, as applied herein, denotes the material waste generated by processes and activities on JBLG, excluding hazardous waste, universal waste (e.g., batteries, fluorescent lamps), medical and radioactive wastes, sanitary discharges and airborne emissions. The ISWMP is intended to ensure compliance with applicable requirements for minimization and disposal of non-hazardous SW, including recycling, reuse, and other alternatives to landfill disposal.
• It is an integrated plan in the sense that it establishes the processes and mechanisms by which the installation complies with legal and other directives regarding management of non-hazardous SW;
and with DoD and AF policy regarding proper management to achieve waste reduction and diversion of wastes from landfills.
• Conservation of landfill space, prevention of pollution, and responsible disposition of valued resources are the driving ideals behind JBLG’s commitment to waste minimization and diversion.
This is accomplished through an effective ISWM Program.
Oversight of this Plan, including the QRP Business Plan, is a responsibility of the 628 CES/CEIE with guidance from the Environmental Management System (EMS) CFT to ensure consistency with established
Plan, Do, Check, Act processes.
The CFT advises the ESOHC on the effectiveness of policies and procedures used to implement this Plan.
It also functions as a P2 working group and provides recommendations to the ESOHC.
Effective execution of initiatives to achieve EMS diversion targets requires robust communication to and from affected units. As CFT liaisons to their squadron leadership, Unit Environmental Coordinators (UECs) serve a vital role in the flow of information across all activities and at every level.

8.0 PROCEDURES
8.1 Solid Waste Generation and Diversion Goals
• The ISW Program Manager and/or the QRP Manager maintains a Solid Waste Characterization
Study/Waste Stream Analysis to identify installation waste streams and amounts generated.
• With the Solid Waste Characterization Study/Waste Stream Analysis, the QRP Manager conducts a
Commodity Market and Economic Feasibility Analysis at least annually to determine the viability of diverting specific materials and to ensure optimum pricing is obtained for QRP-eligible commodities.
• The ISW Program Manager and/or QRP Manager(s) maintains a Solid Waste Diversion table to track current and projected progress towards solid waste diversion goals.
• The Waste Stream Analysis and Solid Waste Diversion tables are maintained by the ISW Program
Manager and/or the QRP Manager and are available upon request.
• JBLG is committed to the ISWMP. JBLG will continuously seek new and innovative ways to minimize environmental impacts of solid waste disposal by implementing an ISWMP that reduces waste and increases diversion. JBLG will also optimize cost avoidance, thus providing the benefits of integrated solid waste diversion. JBLG’s ISWP objectives and goals are:
o Divert 60 percent of non-hazardous solid waste (excluding C&D debris) from incineration and landfilling by FY 2030.

8.4 Waste Streams – Management Methods and Opportunities
Non-Hazardous Solid Waste
Waste Generation Sources
Non-hazardous solid waste sources include but are not limited to the following: offices, commissaries, food service operations, warehouses, BX, schools and laboratories. Municipal Solid Waste (MSW) consists of general refuse from offices, commissaries, food service operations, warehouses, BX, schools, laboratories, and dormitories. Personal use disposables, food waste, empty containers, packaging, cleaning supplies, housekeeping discards, and expended or broken items comprise the majority of this waste stream. Off-base generated SW is PROHIBITED from being brought on to and disposed of at
JBLG.
Reduction Methods
Recycling and reuse programs divert usable resources.
Reuse:
Reuse is the subsequent use of a product after the initial use without any change in its identity. Excess items typically considered for reuse include, but are not limited to the following: furniture, appliances, pallets, and commercial off-the shelf equipment and parts (including electronic components).
JB CHS Reuse:
Procedures for reutilization of items depend on the recipient. If an item is to be reused in an authorized manner by JBLG personnel, then there are typically no limitations on the exchange between the generator and the receiver. On-base reutilization is the preferred alternative to disposition of unwanted items.
Recycling:
Common recyclable materials include office paper, newspaper, cardboard, allowable scrap metals and other marketable materials not excluded from the QRP. These recyclables are collected at JBLG, transported, and marketed through several approved vendors via Sales agreements and through an MOA with Charleston County. The vendors/contractors collect these materials throughout both JBLG - Air and
Weapons.
Management Methods
SW storage and collection at JBLG is primarily the responsibility of the 628 CES/CEOES who contract these service activities. The 628 CES/CEO administers and oversees all aspects of the contractor’s performance and collects excess property for re-use from all areas of the installation. The
628 CES/CEIE requires tracking of the amount of waste transported from the installation for off-base disposal and/or recycling.
SW storage containers at JBLG are owned by the ISW management contractor. The government provides all interior/indoor trash cans and interior/indoor recycling containers, as well as the trash cans located exterior/outside in public areas of the installation such as parking lots and parks. The SW contractor is responsible for providing all other containers, including container maintenance, cleaning, and replacing unserviceable containers. The SW and recycling contract lists the locations of all SW and recycling containers.
SW collection is the responsibility of the SW management contractors. Recycling collection is the responsibility of Charleston County at JBLG. Collection vehicles and compactors are contractor or county-owned and maintained. Recycling collection is done separately from SW collection and therefore does not impact collection of SW from buildings.
