The Government may off-ramp a contractor for reasons below:
Failure to submit responsive proposals on 75% of task order proposal requests over a twelve (12) month period of performance.
(Ref. Section L) - Site visits for individual TOs will be mandatory for MACC contractors unless otherwise noted in the Task Order Proposal Request (TOPR). If a contractor chooses not to attend the site visit for a specific TO, that contractor’s proposal for the TO will be considered non-responsive.
Late performance of TO workload = completing TOs late or being assessed LDs on TOs.
Inability of prime or subcontractors performing work to maintain proper certification(s).
Poor TO performance as evidenced by CO notification or CPARS ratings under “Satisfactory.”
Unresponsiveness to warranty work.
Failure to provide responsive (72 hrs.) customer service. Maximum of five (5) occurrences over a twelve (12) month period.
Unsafe site conditions resulting in an OSHA discrepancy.
Off Ramp Considerations (Ref. Attachment XY)

(Ref. Section L): Part I – Factor I = Seed Project – Price Proposal Section A – SF 1442 Repair Aircraft Maintenance Facility, B63 ($5M - $10M ROM) Complete Section B (Seed) - Schedule B for Price Information (CLINs 0001 – 0007) Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the Offeror shall submit only those pages that require a fill-in.
(Ref. Section L): Part II – Factor II = Past Performance Information (50 page limitation) Complete Attachment XZ – Past Performance Project List as a Cover Sheet Complete Attachment XV – Past Performance Surveys for each individual project No more than 15 Projects within the last 5 years:
(No more than 2) Design-Build projects (No more than 10) Existing facility whole building renovation projects (No more than 5) Utility infrastructure repair or construction projects Note: Attachment XU – Past Performance Customer Questionnaires do not count toward page limitation.
Proposal Information
(Ref. Section L) - If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. (Note: Clients are highly encouraged to submit questionnaires directly to the Offeror. However, if the client requests, questionnaires may be submitted directly to the Government's Point of Contact, robert.melton.6@us.af.mil.

(Ref. Section M): Price Evaluation (1st Step) Reasonableness of an Offeror’s price and balance of an offeror’s CLIN structure [Seed Project – B63] All offerors will be ranked, in ascending order, by Price.
(Ref. Section M): Past Performance Evaluation (2nd Step) Recency: One (1) day of performance occurred within five (5) years of the release of the solicitation.
Relevancy:
Occurred within SBA Region IV (SE Region) – AL, FL, GA, KY, MS, NC, SC, TN Contracts with a preponderance of work associated with existing facility whole building renovation work involving Mechanical, Electrical, Plumbing, Fire Protection, Building Envelope and other systems, and with values equaling or exceeding $1M-$10M.
Contracts with a preponderance of work associated with Water, Wastewater, or Electrical utility infrastructure, and with values equaling or exceeding $1M-$10M.
Design Build contracts with a preponderance of work associated with existing facility whole building renovation work and/or utility infrastructure work with values equaling or exceeding $1M-$10M.
Offerors will receive an integrated performance confidence assessment rating. Past Performance evaluations will continue in ascending order of Price until seven (7) offerors rated with Substantial Confidence or all offerors have been evaluated, whichever comes first.

(Ref. Section L): The offeror must provide complete information as to the arrangement, including identifying the responsibilities of each entity, and the contractual relationships and authorities of the firms involved. The offeror should provide a list of any relevant and recent past/present performance information on previous teaming arrangements or joint ventures with the same teaming or joint venture partner. Joint ventures must align with the current guidance provided by the Small Business Administration (SBA).
The offeror shall submit a consent letter executed by each teaming partner and/or joint venture partner authorizing the release of adverse past performance information to the offeror. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their Past Performance information to the prime contractor.
(Ref. Section M): Consideration will be given to the entity that performed the work. Past performance of the offeror will have a greater weight than past performance of other business entities or personnel. Demonstration of previous working relationships with the proposed entity will have a greater weight than a new relationship. Teaming partners supported by written agreements will have a greater weight than partners with no written agreement.
