QUESTIONS & ANSWERS

8 through 32 Cutoff date for contractor questions is 10 am CST, 31 May 2022.

Question 8: Please confirm there are no City permitting requirements for the building.

Government Response: Contractor may need city or state highway permit for transporting large building component and assemblies. It will be the contractor’s responsibility to request such permits from applicable authorities.

Question 9: Note 6 on plan sheet CU-602 indicates "...ensure that all required permits are obtained and in hand before beginning any construction..." Please identify what permits are required? Is this limited to dig permits in relation to the utilities?

Government Response: Local JBSA Lackland permits example Fire Department burn permit for welding, soldering, grinding or cutting. To be obtained thru assigned CE inspector as well as dig permits. Contractor will be responsible to fill required information on forms and process.

Question 10: Confirm that the temporary swing space facility and furniture are not required to be new.

Government Response: Yes. Temporary swing space facility and furniture shall be new.

Question 11: Please confirm that office equipment (computers, printers, copiers, TV's, coffee makers, etc.) are not provided by the contractor.

Government Response: Regarding furniture requirement, contractor shall to provide only items listed in (MRR) Attachment 2 - B147 SWING SPACE Floor Plan Revised

Question 12: Question 12 in the Q and A synopsis provided refers to a previously provided AutoCad Drawing, None of the attachments provided are Autocad files, Can an auto cad be provided?

Government Response: YES; available Autocad file will be forwarded see AutoCAD labeled, "revised 16007.222-GI103_Swing Space"

Question 13: Would the Government permit vinyl plank flooring be permitted in lieu of sheet vinyl?

Government Response: YES, The awarding contractor to submit on an AF 3000 Question 14: Is Mass Notification System required? If so, what transmitter?

Government Response: YES, Radio type transmitter Monaco Enterprises Honeywell programmable system or equal

Question 15: If a Mass Notification System is required, Will LED message signs also be required?

Government Response: NO Not required Question 16: Can Vinyl Covered Gypsum be used in lieu of painted gypsum, 1.2.2.3 Wall Seams. States that the wall seams shall be vinyl covered battens. Please clarify.

Government Response: YES Question 17: What does note on Plan sheet GI103 which states “Note: Swing Space inclusive of both North and South may be necessary for entire length of construction schedule, based on latest information regarding structural underpinning scope & methods. (Layouts to be revised for 95% submission)” mean? We find no structural underpinning scope & methods required/provided? Please clarify.

Government Response: Statement could not be located on Sheet GI103. This does not appear to apply to the swing space. Statement appears to pertain to main building renovation which is outside the scope of this endeavor.

Question 18: Reference GI103. What do the abbreviations “P” and “MFP” stand for and are they provided by government or contractor?

Government Response: P Table Top Printer, MFP Multi-function Printer. By the Government Question 19: CU-603 keynote 3 states “Contractor to coordinate with American Water for Water and Sanitary Utility Connections to building.” Can point of contact information be provided for American Water?

Government Response: Note that installation of utility lines and equipment for the swing space will be executed under a separate contract. American Water POC: Brian Waltman brian.waltman@amwater.com or by phone/text at 830-832-9589

Question 20: Is American Water performing the Water and Sanitary Sewer work for this project? Who pays for this work and should these costs be included in proposals or is the government paying American Water directly? Has American Water provided their estimate for this work? Can this estimate be provided for inclusion in contractor proposals?

Government Response: Note that installation of utility lines and equipment for the swing space will be executed under a separate contract. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.

Question 21: CU-603 keynote 2 indicates “Contractor to coordinate with CPS Energy before construction starts. Trench and install new electrical line for swing space.” Please provide POC information for CPS Energy. Who pays for this work and should these costs be included in proposals or is the government paying CPS Energy directly? Has CPS Energy provided their estimate for this work? Can this estimate be provided for inclusion in contractor proposals?

Government Response: Note that installation of utility lines and equipment for the swing space will be executed under a separate contract. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.

Question 22: CU-603 keynote 7 indicates “The existing 225 KVA transforemer shall be replaced with 500 KVA Transformer. Coordinate with Center Point Engery and Base Utilities before beginning Construction.” Keynote 2 indicates contact CPS Energy. Keynote 7 indicates to contact Center Point Energy. Which is correct? Who pays for this work and should these costs be included in proposals or is the government paying CPS Energy or Centerpoint Energy directly? Has CPS or Centerpoint Energy provided their estimate for this work? Can this estimate be provided for inclusion in contractor proposals?

Government Response: Note that installation of utility lines and equipment for the swing space will be executed under a separate contract. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.

Question 23: Please confirm that utility impact fees are not applicable for the temporary building and if applicable will be paid for by the government by separate contract.

Government Response: Utility work already under contract fees are not applicable and will be paid under separate contract

Question 24: While the routing of the site (electrical and communications) utilities is shown on CU-503, no design has been provided for them. Is this work to be performed by others (CPS Energy)? If contractor is to perform this work, please provide a design for the electrical and communications site utilities.

Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.

Question 25: Exhibit 1 Schedule of Material Submittals includes submittal requirements for what would typically be required in new construction of a permanent facility. Please confirm submittal requirements are required for each of the following:

a. Cooling and Heating Equipment

b. Doors and Windows

c. Fire Alarm Panel

d. Electrical Panel

e. FRP Wet Wall Panel for Restrooms

f. Carpet

g. Sheet Vinyl

h. VCT

i. Ceiling Tile 2x2

u. Office Furniture Government Response: YES submittals are required

Question 26: Plan sheet CU-603 does not show a separate underground water line dedicated for fire sprinkler (assume not required) and floor plan GI-103 does not show a fire riser inside the building. If fire sprinkler system and associated riser is required, please indicate location of riser on floor plan by amendment to all bidders along with any other requirements for the fire sprinkler system.

Government Response: Underground water line is already under contract. Location of riser is shown on floor plan next to Electrical room indicated as Fire system / Mechanical room. Temporary facility to be equip with a fire sprinkler system. Awarding contractor to install 100% coverage as per UFC 3-600-01.

Question 27: Do portions of the site electrical utilities require design by CPS Energy? If yes, has the base coordinated with CPS Energy to obtain the designs? If yes, should project duration be increased to allow for this?

Government Response: This portion is already under contract and is estimated to be completed prior to delivery of the temporary facility.

Question 28: Does the base have any special requirements for the Fire Alarm System or any other systems?

Government Response: YES, Awarding contractor to install only products compatible with JBSA-Lackland Fire Alarm System, such as Honeywell Fire Lite, Silent Knight or suitable system.

Question 29: Submittals require submittal for fire sprinkler system. Please confirm a fire sprinkler system is required for the temporary building.

Government Response: Submittals are required. YES sprinkler system is required per NFPA 13 and other applicable codes and standards.

Question 31: Page (6) of Attachment 4 does not indicate whether a separate lateral is required for the building sprinkler system. Please advise if a dedicated lateral is required for the sprinkler system?

Government Response: Yes. A separate line is required for the building sprinkler system (see except from Utility Drawing below)

Note that installation of utility lines and equipment for the swing space will be executed under a separate contract. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.

Question 32: Can this requirement for the small business could also be based on number of employees rather than total company revenue?

Government Response: Per the SBA, the SBA Size Standards Table assigned dollars and not number of employees, dollars has to be used.
