QUESTIONS & ANSWERS
33 through 62 Cutoff date for contractor questions is 10 am CST, 31 May 2022.
Question 33: Please confirm that the Government will only take new buildings.
Government Response: Yes. A new facility is required.
Question 34: Please confirm that the Government will only take new furniture.
Government Response: Yes. New furniture required.
Question 35: The floor plan shows NO Riser room, please confirm that the Government is not requiring a sprinkler system in this building.
Government Response: A Sprinkler system is required for the building. The Riser room is shown on the layout of the building (see below)
Question 36: The delivery date is shown as “before 21 NOV 2022. We feel this delivery date will not be able to be meet. Project bid date is June, Award maybe August, 60-90 days for drawings, submittals and reviews would take us to November before we received a NTP. We would ask the Government to relook at the delivery date.
Government Response: If the stated required delivery date appears infeasible, contractor shall propose a new delivery date, along with justifications, for review by the Government
Question 37: Are funds currently available for this project. 1-5 million for this project is under budget based on the current price of materials and labor in the marketplace.
Government Response: Project has been approved by pertinent authorities for execution. Contractors should only use actual market prices of materials and applicable profit, overhead etc. percentages collectively as the basis for bids.
Question 38: ADA requires that 50% of the exterior door should have a HC ramp system. Current building drawing only shows (2) and not (3). Please confirm that only (2) HC ramp systems are required.
Government Response: Only (2) HC ramp systems are required Question 39: Who will be hooking up the water and sewer. I don’t it in the RFP.
Government Response:
Note that installation of utility lines and equipment, such as water and sewer, for the swing space will be executed under a separate contract. Required utility lines and equipment will be made available at proximity to the Swing Space. The Swing Space Contractor will only be responsible for final connections. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.
Question 40: Do you have locations for the water and sewer that needs to be brought to the site?
Government Response:
Note that installation of utility lines and equipment, such as water and sewer, for the swing space will be executed under a separate contract. Required utility lines and equipment will be made available at proximity to the Swing Space. The Swing Space Contractor will only be responsible for final connections. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.
Question 41: Please confirm that the Government has a transformer big enough to handle the power requirements of the building.
Government Response:
A 300KVA Transformer is slated to be installed solely for the proposed building.
Note that installation of utility lines and equipment, such as electric conduits, for the swing space will be executed under a separate contract. Required utility lines and equipment will be made available at proximity to the Swing Space.
The Swing Space Contractor will only be responsible for final connections. Government plans to facilitate communication between the swing space contractor and the contractor that will install utility lines and equipment, to ensure compatibility of all connections.
Question 42: Please confirm that the Government has a fire Hydrant close enough for the sprinkler system.
Government Response: The nearest Fire Hydrant is approx. 100 feet and flow test has been conducted Question 43: Please confirm that the Government has enough Fiber and copper to support the IT requirements of the building.

Question 47: Is the Government requiring any sound masking systems for this building?
Government Response: No Question 48: Is the Government requiring and lighting protection for this building?
Government Response: Yes, if building is equipped with metal roofing Question 49: Per document, 06 Attachment 6 - UFC 3-580-01 Dated 1 June 2016; Section: GENERAL CLARIFICATION: The documentation provided has two separate standards of installation. 1) 06 Attachment 6 - UFC 3-580-01 Dated 1 June 2016 & 2) 05 Attachment 5 - TELECOMMUNICATIONS SYSTEMS CABLING STANDARDS 15 June 21. Which installation standards are required for bidding purposes?
Government Response: UFC 3-580-01 Question 50: Per 05 Attachment 5 - TELECOMMUNICATIONS SYSTEMS CABLING STANDARDS 15 June 21; Section: 2.1.3 The provided documentation is dated 23 July 21. Confirming the Copper and Fiber Connectivity standards for Lackland AFB have remained Leviton and the provided documentation stands as provided, is this correct?
Government Response: Yes Question 51: Per 05 Attachment 5 - TELECOMMUNICATIONS SYSTEMS CABLING STANDARDS 15 June 21; Section 2.8 The provided documentation dated 23 July 21 lists out Army OSP Fiber cabling requirements. Will there be any OSP fiber requirements for Contractor?
Government Response: No. Note that installation of exterior communication lines for the swing space will be executed under a separate contract.
The Swing Space Contractor will only be responsible for final connections.
Question 52: Per 05 Attachment 5 - TELECOMMUNICATIONS SYSTEMS CABLING STANDARDS 15 June 21; Section 2.8 To better coordinate and expedite materials, does Lackland AFB have specific cabinet specifications and/or brand preference?
Government Response: No. Cabinet specifications shall be in accordance with UFC 3-580-01 (See attached documents 1 of 2: UFC 3-580-01 2 of 2: COMM Specifications & Layouts)
Question 53: Per Lackland AFB combined A1; Section: GENERAL
What are the network Classification/Color configurations? Will there be Secure, Non-Secure or combinations of both? Will the drops be Fiber, Copper, or Both?
Government Response: Only Non-Secure and Fiber.
Question 54: Per Lackland AFB combined A1; Section: GENERAL
Will there be any Wireless Networking requirements for the Classroom Areas? If Yes, will Contractor provide cabling and labor only, or will Contractor be required to install and/or provide the required equipment?
Government Response: Yes, but Owner Will provide.

What are the drops per location requirements? Office? Cubical Workstation? Conference Room? Classroom Seat?
Government Response: Refer to Swing Space Plan GI103, See Below Typical Data Drops all spaces
Question 56: Per Lackland AFB combined A1; Section: GENERAL
Will there be any interconnecting ISP (Inside Plant) Fiber required between structures, or are the stand-alone networks?
Government Response: No Question 57: Will this project require Payment and Performance Bonds? If so, the rental of the Swing Space will tie up our bonding for up to 4 years.
Government Response: Bonds are only required for the CLIN 0001 (Fabrication and Mobilization) and not for the entirety of the services.
Question 58: We were wondering if the requirement for the small business could also be based on number of employees rather than total company revenue?
Government Response: Per the SBA, since the SBA Size Standards Table assigned dollars and not number of employees, dollars has to be used.
Question 59: Do you want arms on the Brylee guest chairs in the classrooms?
Government Response: YES Question 60: Do the training tables in the classrooms need casters?
Government Response: YES Question 61: For the classroom rows with 5 seats, do you want a 24” -30” training table next to the (2) 72” tables to seat the 5th student? This looks like what the floorplan shows, but that size is not in the spec sheet.
Government Response: YES, Question 62: For the pedestals in the workstations and offices, do you want a box/box/file or file/file configuration?
