QUESTIONS & ANSWERS
64 through 79 Cutoff date for contractor questions is 10 am CST, 31 May 2022.
Question 64: The floorplan issued by the gov’t does not match up with typical modular building construction i.e. restrooms running through mod lines. Would it be acceptable to submit our own design with the proposal if it meets the space program requirements?
Government Response: YES, subject to approval.
Question 65: Please confirm there is adequate power onsite, and the modular building provider is responsible for providing and installing exterior panels only?
Government Response: YES there will be adequate power onsite. A separate project has been initiated by the government for installation of electrical lines and equipment, including a transformer, required to power the modular building. Refer to the 100% drawing pertaining to the project, which has been made available for review by potential Offerors. In conjuction with provision and installation of exterior panels, the modular building provider will be responsible for the final connection to the available onsite power source and powering of the building.
Question 66: Are there any requirements for lightning protection?
Government Response: yes reference UFC.
Question 67: Is pressure treated wood acceptable for deck/step/ramp construction?
Government Response: YES
Question 68: Based on floor plan, the proposed workstation sizes will not fit with appropriate fire codes. Would original 6 x 6 workstations (as shown in layout) be acceptable?
Government Response: YES
Question 69: Training rooms ---do the tables need to be on castors for mobility or is stationary acceptable?
Government Response: Stationary is acceptable.
Question 70: Will there be wire mgmt. and power options needed for all for all training tables or do they not need to be powered?
Government Response: Contractor shall provide power pop-ups for all tables in ONLY one (1) of the six classrooms, which shall be the farthest north classroom.
Refer to “A2 TYPICAL CLASSROOM” for desired locations of wall power outlets in each classroom.
Question 71: Offices—do you want full U shaped workstations or are L desks acceptable? (space is tight for U) Government Response: L shape is acceptable and is what is shown on plans. (see image below)
Question 72: Offices—what type of drawer storage is needed for offices?--- there are none shown Government Response: Please provide what is listed and was provided in previous RFI’s. (Provide equivalent listed below for each area.)
Question 73: Optional Sit to stand---would there be need/interest in sit to stand options in offices or workstations?
Government Response: No Question 74: In question 33, will the government accept only new buildings? the government responded a new facility is required. Would the government consider an existing modular building that met all of the program requirements, including all UFCs, that was manufactured in 2019, 2020, 2021, or 2022. The benefit to the government would be an improvement of the period of performance relating to the requested building occupancy date as well as significant reduction in cost to the overall project.
Government Response: While a new building is preferred, an existing building, assembled within the last 3 years, that is in excellent condition, is acceptable, on the condition of inclusion of a 2 year warranty. After installation of the modular building, all deficiencies identified during the final project inspection by the Government shall be addressed prior to full acceptance of the building by the Government.
Question 75: Can we move a Modular building with the Dimensions of 14’w x 64’L x 16’ Ht through the gate? What are the dimensions of the gate to bring in the modular building? Are there any height limitations at the gate?
Government Response: Yes. Entrance/Exit gate is at least 26’ wide (2 lanes for traffic in opposing directions; each lane at least 13’ wide). Height limit of main truck gate inspection arch structure: 14 ft. However, an alternative gate with no height limitation is available. Width of alternative gate is at least 26’ (2 lanes for traffic in opposing directions; each lane at least 13’ wide). An escort vehicle may be used for traffic control during delivery/removal of modular building assemblies.
Question 76: Can the layout of the building be modified to improve flow of the building, while keeping with the requirements of the scope of work?
Government Response: Yes (layout subject to approval) Question 77: The answer to question 41 states a 300KVA transformer is slated for the proposed building. After researching several current projects, we found the following data: A building, with similar function, of 14,180SF has a calculated load of 1,778.24 amps at 120/208 3phase. Another building with 24,344 SF has a calculated load of 1,701.90amp at 120/208 3 phase. This differs from the traditional “trailer calculations” from the past due to the expected use of the building and to match the level of finish and function needed currently. Please verify that a 300KVA transformer at 120/208 3 phase is adequate to supply the electrical requirements of the proposed building.
Government Response: A separate project was initiated by the Government for installation of all required utility lines and equipment. The contractor to whom that that project was awarded conducted a load analysis and determined that 300KVA will be sufficient to power the swing space. The contractor coordinated with electrical power service provider, CPS, during the course of the design phase of that project.
Question 78: Question 36 asks about the delivery date, specifically, when is the expected/desired date of occupancy/BOD that is needed to accommodate the government’s needs?
Government Response:
Expected/Desired Date of Occupancy/BOD: 21 November 2022 If the stated desired delivery date appears infeasible, contractor shall propose a new delivery date, along with justifications, for review by the Government
Question 79: The specified cubicle area is 16’ x 18’ per 6 cubicle pod. Will a pod of 6 cubicles measuring 16’2” x 18’8” be acceptable?
Government Response: Yes, as long as the 3 feet aisle width requirement is not violated.
