Performance Work Statement (PWS) SWTW B147 Modular Office Building (Swing Space)

JBSA - Chapman Training Annex, Texas 78236

1.0 DESCRIPTION OF SERVICES

1.1. Scope of Work. The contractor shall provide all equipment, tools, parts, transportation, personnel, labor, supervision and management to provide and install one temporary modular office building. This modular building will be located adjacent to Building 132. Include itemized price showing delivery (mobilization) to Joint Base San Antonio (JBSA) - Chapman Training Annex (CTA), Texas, set-up, removal (demobilization) and rental for 1 base year with annual renewal (Options) up to three additional years. The contractor shall confirm ability to deliver and place assembled units on CTA campus as sited, no later than 15 June 2022, barring catastrophic unforeseen occurrence of weather, COVID 19 outbreak, or another record-able event. Please note that this facility will fall under UFC 1-201-01 and UFC 4-010-01 and will only be utilized for a period of 4 years.

1.2. Offices. The contractor shall perform standard set-up of modular building and all required furniture, year-to-year lease, and removal of temporary modular office building, furniture, and all ancillary equipment at the end of the contract period. The contractor shall be responsible for all maintenance and repair of the modular facility for the duration of the contract period. All labor and materials will be installed in accordance with applicable codes.

1.2.1. Size. Minimum building size is 24,624 square feet, with a business areas equaling 16,302 square feet for 107 occupants. The maximum area the building can occupy is approximately 228 feet by 108 feet. See Attachment 5 B147 Swing Space Floor Plan.

1.2.1.1. Rooms. Building layout requirements are located in Attachment 5 B147 Swing Space Floor Plan.

1.2.2. Installation. Building installation shall consist of finishing interior and exterior seams to include block, level, and seam building. Building will be placed on a prepared surface. See Attachment 6 B147 Swing Space Site Location.

1.2.2.1. Floors.

Floors (See General Trailer Finish Notes in Attachment 5)

Offices, Open areas (Aisles), Conference Rooms, Classrooms (including cubicle areas)

Carpet Tile

Toilets, Janitor Closets Sheet Vinyl with Resilient Base Medical Exam Rooms and Medical Supply Room Sheet Vinyl with Resilient Base Break Room and Copy Room VCT

Carpet will be professionally seamed and installed across mate line as appropriate to fully conceal seams. The carpet color shall be Traffic Master Main Rail Danube Loop Blue or equal. Tile will be professionally seamed, and installed across mate line as appropriate to fully conceal seams. See Attachment 5 B147 Swing Space Floor Plan.

1.2.2.2. Ceiling Seam. The ceiling seams shall be acoustic T-Grid ceiling tile site installed across seams to totally conceal mate lines.

1.2.2.3. Wall Seams. The wall seams shall be vinyl covered battens.

1.2.2.4. Exterior Seam Trim. The exterior seam trim shall be as appropriate for siding selected.

1.2.2.5. Roof Seam. The roof seam trim shall be material recommend by roofing supplier.

1.2.2.6. Matching Skirting. The contractor shall install skirting matching the color of the building.

1.2.2.7. Electrical Service. NEMA 3-R disconnect as required, mounted on the proposed modular building and connected to subpanels located in the modular unit. Includes ground rod installation. Each office will have at least 4 electrical outlets positioned on opposing walls.

1.2.2.7.1. Connecting from existing primary switching circuit to transformer to main electrical distribution panel/disconnect switch shall all be done by contractor. Contractor is responsible for providing connection between modular building and distribution panel/disconnect switch.

1.2.2.8. Lighting. Lighting shall consists of overhead LED lights.

1.2.2.9. Windows. Each exterior room shall have at least one window.

1.2.2.10. Entrance/Exit Doors. Building shall consist of at least one double-door entry/exit and must meet all applicable building and fire codes. A secondary double-door entry/exit door will also be included. There shall be a light attached to the building outside each entry/exit door.

1.2.2.11. Entry Stairs/Ramp. Building shall have both stairs and ramp to the entrances. Ramp shall meet Americans with Disabilities Act (ADA) standards. Stairs shall be anti-slip and with handrails at each Entry door.

1.2.2.12. Communications.

The building will need a total of 284 data port drops that will also support voice over internet protocol. Eight private offices will require 3 data port drops while another fifteen private offices will need 2 data port drops each. The fourteen 6-person cubical clusters will need 13 data port drops each. The two conference rooms will need 6 data port drops each for a total of 12 data port drops. The large conference room shall be equipped with a video conferencing system.

All lines should terminate in appropriate patch panels in the identified communications room for connection to the provided Comm. source. See Attachment 5 B147 Swing Space Floor Plan.

In preparation for the swing space, the Government facilitated installation of a main telecommunications line, routed from a source (Building 100) to the swing space Comm. Room (See Figure 1, on page 10, for layout). The contractor shall terminate and test the telecommunications line at both ends (at the source in Building 100 and inside the swing space Comm. Room), to verify and ensure full functionality. The Government User Representative (SWTW) will procure a communications rack, which shall be installed by the contractor. The contractor shall provide and install all power requirements for the rack per paragraph 4.8 Power. Contractor shall procure and utilize ladder type or welded wire cable tray in the telecommunication space to provide distribution between the plywood backboard, equipment rack, backbone conduits, and the distribution cable tray per paragraph 4.14 Ladder and Wire Cable Tray.

Subsequently, the contractor shall power-up the rack. Government Communications Squadron (502 CS/SCXP) will acquire all required communications switches and install the switches in the cabinet, inside the swing space Comm.

Room. The contractor shall coordinate with SWTW and 502 CS/SCXP regarding their efforts in this endeavor to ensure compatibility of all Government installed gadgets with contractor installed equipment and systems. The contractor shall install an independent climate control system for the Comm. Room of the swing space, per paragraph

4.9 Room Climate Control, to ensure consist adequacy of Comm. Room interior temperature and humidity.

1.2.3. Color and Design. The color and design of the modular building shall be consistent with the architectural character, form, and colors of adjacent structures. The building color shall be the following, or equivalent, to match the base color scheme.

• Sherwin Williams SW 7036 Accessible Beige or equal (body)

• ROPPE Vinyl Mariner or equal (trim)

1.2.4. Heating/Cooling. The building shall include a heating, ventilation, & air conditioning (HVAC) unit to handle heating and cooling needs of the building. The A/C unit proposed by the contractor shall be approved by a Government representative, before the contractor purchases the unit and installation takes place. Contractor shall be responsible for connection of the modular building’s HVAC system to the applicable power source, and activation of the entire system.

1.2.5. Fire Suppression and Alarm System. Facility must be equipped with a Fire Suppression Sprinkler System and must meet UFC 3-600-01. Facility must be equipped with a Fire Alarm System in accordance with NFPA 72 and other applicable codes. The design must be stamped by a licensed Fire Protection Engineer and lastly, this facility must come equipped with a KNOX box. Contractor shall be responsible for connection of the modular building’s fire suppression system and alarm system to the applicable water line and power source respectively, and full activation of each system.

1.2.6. Furniture. Contractor will procure and install office furniture in all the individual offices (23) along with rolling chairs. Additionally, the contractor will provide 14 cubicle banks, each containing 6 cubicle stations with associated systems furniture in each. Furthermore, the contractor will provide classroom desks and chairs for 48 students in each of the six (6) classrooms. See Attachment 5 B147 Swing Space floor plan.

1.3. Restrooms. Separate men’s and women’s restrooms shall be incorporated into the modular building design. Men’s restroom shall include two commodes, three urinals, and two sinks. The women’s restroom shall include five commodes, and two sinks. All labor and materials will be installed in accordance with applicable commercial codes.

1.4 Contractor Submittals. The contractor shall submit a delivery schedule, floor plans, exterior elevations, exterior facility color samples, site plan; and furniture pictures, material & color samples, to Contracting Officer for approval within fifteen (15) days of award. The site plan shall include building locations, handicapped accessibility, and utility service locations and connections. It must also include the Delivery Path that must be reviewed and approved by Security Forces. The CTA delivery gate via Ray Ellison Blvd must be used for delivery. Furniture shall be Brylee and/or Quorum products, or equivalent.

1.5 Tear Down and Removal. The contractor shall perform removal of the temporary modular building within 30 days of contract expiration if the option is not exercised.

1.6 Maintenance and Repairs. The contractor shall be responsible for all maintenance and repairs of the modular facility, furniture, fixtures, infrastructure, and all associated maintenance and repair costs, for the duration of the contract period. All equipment maintenance shall be in accordance with manufacturer specifications. All labor and materials will be installed in accordance with applicable codes.

The contractor shall be responsible for all maintenance and repairs that is a result of age of material or contractor workmanship.

The contractor shall designate a Point of Contact (POC) and provide the POC’s contact information, for work orders during both standard and non-standard hours (see section 2.3).

1.7 Deliverables. Attachment 8 Proposed Breakdown of Deliverables contains a general list of deliverables and a projected duration for completion of each deliverable. Payment shall be in installments, per details contained in Attachment 8 Proposed Breakdown of Deliverables. Upon completion of building assembly, the contractor shall provide all documents relating to the proper operation and maintenance of the modular building and all systems that accompany the modular building. Additional deliverables may be requested as deemed necessary, but will not exceed manuals for systems in or on modular building.

1.8 Contract Project Schedule. The contractor shall prepare an overall Contract Project Schedule (AF Form 3064) for approval. Subsequently, the contractor shall update and submit the Contract Project Schedule, in conjunction with an associated Contract Progress Report (AF Form 3065), on a monthly basis. Approval of the Contracting Officer shall be required for deviation from the approved Contract Project Schedule.

1.9 Notification of Non-Compliance. The Contracting Officer will notify the contractor of any detected noncompliance with requirements. The contractor shall take immediate corrective action after receipt of such notice. Such notice, when delivered to the contractor at the worksite, shall be deemed sufficient for the purpose of notification. If the contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action been taken. No part of the time lost due to such orders shall be made the subject of claim for extension of time or for excess costs or damages by the contractor.

1.10 Cleaning. Upon completion of trailer installation and utility, the contractor shall clean the interior of all trailers so they are ready for occupancy

2.0. GENERAL INFORMATION

2.1. Contractor Personnel Qualifications. Contractor personnel must be fully trained and qualified to perform modular building installation services.

2.2. Contract Manager. The contractor shall designate a contract manager who shall be responsible for contract performance and can act for the contractor on all matters relating to daily operation of the contract. The Contract Manager may be a contractor employee performing services. Upon contract award, the contractor shall provide the name and phone number of the contract manager, in writing, to the Contracting Officer. The contract manager shall be available by telephone during regular business hours. The contract manager must be able to read, write, speak, and understand English fluently.

2.3. Contractor Duty Hours. The contractor shall perform installation services between the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays (Standard Hours). If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.

When the contractor desires to work other than standard hours, a written request shall be submitted to the Contracting Officer for approval. Written approval from the Contracting Officer must be received before proceeding with the work.

The request shall be submitted at least five (5) workdays prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours. All work schedules shall be submitted to the Government Points of Contact.

2.4.1. Listing of Employees. The contractor shall maintain a current listing of employees performing services on this contract. The list shall include the employee's name, driver’s license number and state of issue, and social security number. Upon contract award, the list shall be provided to the Contracting Officer. An updated listing shall be provided when an employee's status or information changes.

2.4.2. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.

2.4.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc., and turn them in to the issuing office.

2.4.4. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action.

2.4.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

2.4.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicle while on JBSA - Lackland AFB.

2.4.7. Controlled Unclassified Information (CUI).The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding CUI material.

2.4.8. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.

2.4.9. Physical Security. Contractor employees shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.

2.5. Government Points of Contact (POCs): The following personnel are the Government POCs for purposes of overseeing this contract and contract employees.

2.6. Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.

2.6.1 Fire Prevention and Safety Standards. The contractor shall comply with all JBSA - Lackland Fire Regulations.

If welding is required, it is the contractor’s responsibility to obtain a welding permit issued by the JBSA - Lackland Fire Department. All fire and safety regulations shall be enforced.

2.6.2. Smoking in AF Facilities. Contractors are advised that the Air Force has placed restrictions on the smoking of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as QAP. Smoking is permitted only in designated smoking areas.

2.6.3. Site Conditions/Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job-related waste material at a permitted site.

2.7. Contractor Vehicle Requirements. All vehicles used in the performance of the contract shall be properly registered and meet local, state, and federal safety and emissions requirements. Each contractor vehicle shall have the contractor logo neatly exhibited on each side of the cab. Vehicles shall be in satisfactory mechanical condition and present a neat and clean appearance. Any vehicle(s) not so maintained may be ordered removed from the base by and at the sole discretion of the CO, until satisfactory repairs are made. The contractor shall operate vehicles to comply with base traffic regulations. Vehicle-mounted communication equipment shall conform to all applicable base and federal frequency regulations and avoid conflict with existing frequencies.

2.8. Obtaining and Retrieving Identification Media. As prescribed by the AFFARS 5352.242- 9000, Contractor Access to Air Force installations, the contractor shall comply with the following requirements:

2.8.1. No later than three (3) days prior to start of contract work, the contractor shall submit a written request on company letterhead (or e-mail correspondence) to the project manager (with copy to contract administrator) listing the following:

project title, project number, contract number, location of work site, contract start and stop dates, work schedule, and names of contractor employees needing access to the base, including full legal name, date of birth, sex, race, SSAN, state issued I.D. Card/Driver’s License #, and name of sub-contractor if not employed directly by contractor (Government will provide template to be used in submitting visitor pass request). The authorized program manager will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing.

Contractors will present government (state or federal) issued ID, and Immigration and Nationalization Service Form 9, before being issued a pass to initially enter the installation. A Wants and Warrants check is conducted for every person before a pass is issued. Personnel employed by the contractor must provide the installation Visitor Reception Center proof of following:

2.8.1.1 Liability Insurance

2.8.1.2 Current License Plates

2.8.1.3 Current State Inspection Sticker (if required)

2.8.1.4 Valid State Driver License

2.8.1.5 A phone number for sponsor on base

2.8.2. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the identification pass will need to be retrieved and returned to the using agency or to Security Forces (SF) so that employee does not have base access. If the pass is not retrieved, then SF will need to be notified so base access is not allowed. Upon completion of the contract return all issued installation access passes to the issuing authority. Failure to comply with these requirements may result in withholding of final payment.

3.0. GOVERNMENT PROVIDED SERVICES

3.1 Utilities. The Government will provide the contractor with a source of electricity for use in performance of this contract. The contractor shall ensure employees practice utility conservation and operate under conditions that prevent the waste of utilities. The Government will provide information regarding the vendor that installed utility lines and equipment required for this project. With the Government Project Manager as a liaison, the contractor shall coordinate with the vendor prior to initiation of utility connections to ensure compatibility of applicable connectors with existing components, equipment, and systems.

3.2 Emergency Services. The Government will provide security forces services (call 671-1110 for emergencies only), and fire protection services (call 671-2921). There are no emergency medical services available on JBSA - Lackland AFB, therefore the contractor must dial 911 for emergency medical services.

4.0 TELECOMMUNICATIONS

4.1 General Requirements. Construct per USAF AETC 502 Communications Squadron requirements as follows:

The contractor shall provide outside and inside plant cable infrastructure to the Modular Facility to deliver dial-tone and AFNET capability. All communications installation shall be accomplished by a BICSI (Building Industry Consulting Service International) certified individuals.

The Contractor shall provide complete telephone and NIPR network for the facility. Provide video conferencing systems for the large Conference Room (See Figure 2 below on page 11) and associated required power.

Project design shall follow: UFC 3-580-01, BITSEP (Base Information Transport System – Engineering Planning) Handbook, and ANSI/EIA/ TIA, AFBAN, BITI Standards and 502d Communications Squadron’s- Telecommunications Systems Cabling Standards (23 Jul 2021).

4.2 Specific Telecommunications Requirements. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this document. The Contractor shall comply with the current TIA (Telecommunications Industry

Association) telecommunication installation and testing commercial standard and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.

4.3 Floors, Walls, and Ceilings. For floors, walls, and ceilings in telecommunications spaces, meet the requirements in TIA-569-C. Do not install suspended ceilings in telecommunications spaces.

4.4 Doors and Windows. Doors must meet the requirements for TRs in TIA-569-C and NFPA 101.

Telecommunications spaces must not have windows or other architectural window equivalents.

4.5 Multi-Story Building N/A

4.6 Inside Plant Requirements

All infrastructure will be installed in accordance with 502d Communications Squadron Telecommunications systems Cabling standards, 3.3 Horizontal Distribution System.

4.7 Telecommunications Room

Request communications closet be built. Communications room shall be sized appropriately as per UFC-3-580-01, 2-

4.2.2 (Sizing and Quantity). Or in certain instances as approved by 502 CS, sufficient to house an 84.00"H x 24.00"W x 32.00"D lockable cabinet with appropriate mounting hardware and minimum of 36” of clearance on three sides of the equipment rack for maintenance purposes. Provide two/duplex 20A 230-250V NEMA, L620 Power Outlets mounted to inside of the rack, as well as 15amp multi-position power strip, mounted to the bottom of the rack approx 3’ above floor height. Provide ground from equipment to building ground. Provide cable management throughout. Provide appropriate HVAC for equipment, (normal operating ranges should be between 68 – 78 degrees F). Provide adequate lighting, 110 VAC and dual/quad RJ 45 Voice/Data jack for maintenance personnel.

The Comm room door must be a minimum of 36" (1 m) wide, 80" (2 m) tall, without doorsill, hinged to open outward and be fitted with a 3MD1 core lock to control access to the room per; UFC 3-580- 1, Para 2-5.4. Minimum clear ceiling height in the room shall be 8 feet without obstructions (no false ceiling). The floor, walls and ceiling shall be sealed to reduce dust. Finishes of walls shall be light in color to enhance room lighting. Floors shall have anti-static properties Per ETL Para 8.3.3.2.1.

4.8 Power

Provide a dedicated electrical branch circuit panel board for Telecommunication Room (TR) with the following minimum requirements:

120/208 volt, 3-phase or 120/240 volt, 1-phase, 24-(or 20 for 1- phase) space panel with a minimum 100 ampere (A) bus rated capacity. Feed all loads within the TR, except lighting, from this dedicated TR panel. Loads must include, but are not limited to, convenience receptacles, dedicated rack or cabinet receptacles, and HVAC systems (including exterior units for split systems). Provide 125V, 20A duplex convenience receptacles at 6 feet (1800mm) intervals on center around perimeter walls. When required by the Activity, provide an additional dedicated 125V, 20A circuit on the wall above the entry door for future electronic security system requirements.

Coordinate with UFC 4-021- 02, Electronic Security Systems (ESS). At a minimum, provide two multi-outlet power strips in each rack or cabinet. One power strip must be 240 or 208V, 1-phase; the other must be 120V 1-phase. To minimize accidental shut-off, equip power strips with indicator lights, but no integral on/off switch. Provide matching (NEMA configured) twist-lock type receptacles fed from dedicated circuits in the TR panel to power each power strip. Install twist-lock receptacles above rack or cabinet, mounted to telecommunications cable tray or in ceiling space. As some rack or cabinet mounted equipment may require larger quantities of electrical power, the designer must consult with the local telecommunications group having jurisdiction to determine exact electrical power requirements for each TR.

4.9 Room Climate Control

Provide each TR with its own independent thermostat for climate control, capable of supporting year round ambient temperature control (24 hours/day, 365 days/year), to protect all installed electronic equipment as defined in TIA- 569-C and TIA-569-C-1. The mechanical system designer of record must determine what type of system is necessary to meet the temperature and humidity requirements (e.g. zoned, dedicated, split core). Do not include heating and cooling systems on building time clocks or other temperature setback means for telecommunications spaces. Provide rooms with positive atmospheric pressure to minimize dust.

4.10 Plywood Backboard

Provide backboards in accordance with TIA-569-C.

The backboards shall be mounted to the wall at all corners with minimum 3/8” hardware, and shall be constructed of ¾” ACX plywood with finished (A) side facing outward, with two coatings on both sides of fire retardant paint leaving the fire rating stamp visible. Cover a minimum of two adjacent walls with backboards.

4.11 Ground Bus Bar

Install ground bus bar sized as per EIA/TIA and ensure all equipment is grounded in comm room to approved building ground bus bar. Install a 10”L X 4”W X 1/4”T ground bus bar with 1/4” DIA Telecommunications Main Grounding Busbar (TMGB)

4.12 Patch Panel

Patch panels in rack shall be mounted with cable management throughout, vertical and horizontal.

Provide patch jumper/patch cords, adequately sized to run between patch panels. The number and length to be determined appropriately for equipment and amount of active ports. In the new communications rack; upgrade existing patch panel/s and or provide new to accommodate the amount of users/ports with 25% growth capability.

4.13 Telecommunications Cabling

Ensure cable management throughout cable path, (J hooks, trays, ladders) from outlets to comm equipment rack. All cables shall be labeled and color codes used as per; UFC 3-580-01, ANSI, EIA/TIA-606. 568B and C, whichever is more stringent. All fiber optic cables shall be terminated with LC type connectors and housed in Corning type Patch panels type housing. Cables shall be housed in Corning CCH-01U housings, with (2) 6-port panels., with sufficient ports to accommodate the installed cable plant plus 25 percent spares.

All copper cable shall be CAT 6 or better. Plenum rated, solid conductor.

A continuous horizontal distribution cable run shall not exceed maximum allowable length of 90 meters, (295 ft), if so, a secondary comm closet is needed as per; ANSI/TIA/EIA 568-B.1.

4.14 Ladder and Wire Cable Tray

IAW UFC 3-580-01 2-4.4.6 Ladder and Wire Cable Tray, utilize ladder type or welded wire cable tray in the telecommunication spaces to provide distribution between the plywood backboard, equipment racks, backbone conduits, and the distribution cable tray. Bond all metallic cable tray sections, and bond the cable tray system to the Telecommunications Grounding Busbar (TGB) or Telecommunications Main Grounding Busbar (TMGB).

4.15 Telecommunication Outlets

IAW ETL 02-12, Para 8.3.3.9.2; Ensure dual/quad telecommunication’s jack is provided every 10 feet in administrative areas or as specified by user and or special requirements.

4.16 Network Equipment

Procured network equipment, (CISCO Recommended Switch/VOIP Instruments), and associated materials must be compatible with current infrastructure. When necessary, coordinate with Government Project Manager to request assistance by 502 Comm Squadron for inventory control, configuration, installation and activation.

NOTE: Network Switch installation/configuration, Voice Instrument installation, Patching, Cross Connects, and Activation will be accomplished by 502nd CS. ote.

4.17 Outside Plant Requirements

All fiber optic cable infrastructure will be installed in accordance with 502d Communications Squadron Telecommunications systems Cabling standards, 3.6 Outside Plant / Building Terminations.

4.18 Design Requirements.

4.18.1 Design Requirements for Audio Video. The Contractor shall provide complete video conferencing Systems in large Conference Room. The Contractor shall install cover plates for security over the windows of the Conference Rooms.

4.18.2 Design Requirements and Renovation and Repair Activities. The Contractor shall provide complete telephone, NIPR network and video conferencing systems for the large Conference Room, and associated required power with minimum performance requirements and features as follows. Install HDMI, VGA with audio and ethernet in Conference Rooms.

4.18.3 Conference Room. Provide new 50" Smart 4k UHD LED HDTV with 24/7 continuous operation rating, mounted centered on outer wall. Provide video conferencing system for large Conference Room.

Provide all hardware and cables required for fully functioning flat panel interactive display.

4.19 Warranty and Support.

The Contractor shall provide a warranty that has 8-5 Live Help Desk with 24/7 on-call technical support, Remote Troubleshooting, Priority Emergency Response, Loaner Equipment, Standard shipping on Warranty Equipment, two (2) Semi- Annual Complete Preventative Maintenance Visits during warranty period and one (1) On-Site Training Session for new users.

4.20 Miscellaneous Installation and Removal. Workspace clean up shall occur at the end of each day to include removal of all packing materials. Disposal shall be coordinated with the designated Government representative/point of contact.

Equipment location shall be coordinated with the designated Government representative/point of contact. The Contractor shall submit complete equipment list to include manufacturer, model, and serial numbers for review and approval prior to ordering. Any existing cabling shall be removed and replaced with new cabling.
