Description/Requirement
Air Force Installation Contracting Center (AFICC) 338 ESS, JBSA-Randolph, TX is conducting an acquisition for IPT Services. This is a pre-solicitation notice to provide non-personal services for IPT in support of Air Education Training Command’s (AETC’S) Undergraduate Pilot Training (UPT) pipeline. This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, issue a request for proposal, request for quote, or invitation for bid or award a contract. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive).
The IPT effort will provide up to 2,500 military officers preparatory training, annually, for rated career fields in the USAF, sister services and partner nation military branches. The service requested consists of administering Private Pilot Certificate, Instrument Airplane, and Airplane Multi-Engine Land certificate and rating courses by civilian pilot schools certificated under 14 CFR, Part 141, or civilian pilot refresher training, in whole, or in-part, in a period not to exceed 139 calendar days for each candidate submitted.
Priority will be given to those offerors who have capacity to begin training government-provided candidates within 120 days after contract award and scale operations to achieve a minimum throughput of 150 graduates within the first year of performance. A single contract or multiple contracts and multiple offerors may be awarded. Proposed awarded contracts’ training locations may be geographically aligned with follow-on USAF Undergraduate Pilot Training (UPT), Undergraduate Combat System Officer (UCT), and Undergraduate Remotely Piloted Aircraft Training (URT) locations.
A commercial solutions opening (CSO) is the intended means of solicitation, with no predetermined number of awardees or contracts, if any. Period of Performance: the Government contemplates a two
(2) year base period, and (4) 2 year option periods. The CSO is anticipated to be released on or about 18 April 2025, and responses due TBD, depending on phases.
This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to the System for Award Management website at http://www.sam.gov. It is the responsibility of each interested party to review the web page for notice of amendments, updates, or changes to current information. This requirement will be conducted as full and open with (1)one small business reserve.
In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the System for Award Management (SAM) database is required. To register, go to http://www.sam.gov. The North American Industry Classification System (NAICS) code for this solicitation is 611512. The small business size standard is $34 million. There will be no public bid opening. Directions for proposal submission will be included in CSO Instructions. Dates listed above are approximate and included for reference only.
