Despite Chinese ownership of Diamond Aircraft, the portfolio of Diamond Aircraft have been certified for use by the FAA and is extensively used throughout the United States as a preferred training aircraft due to performance, cost, and availability.

1-2 Simulator requirements are eluded to in several places throughout the PWS and in the RFI. Is the govt going to mandate sim hours in the syllabi or delete the references to sim hours and pursue 100% full live-fly courses?
Or, is the govt going to evaluate the use of sims on a solution by solution basis? It is unclear what the govt intends to require for sims right now.

regulations. Per PWS paragraph 1.2.12, the default requirement is for training to be conducted with flight time in the aircraft. If the vendor desires to utilize simulators for training, this will be considered by the Government on a case-by-case basis.

D There is not a Phase-in or Mobilization section discussed within the PWS. Is the govt considering a 12 month mobilization period based on the upscope in requirements?
Mobilization period will drive a vendor’s method to manage construction and aircraft procurement timelines, which ultimately impact pricing.

Consideration will be given to those who can mobilize at a faster pace.
Environmental Analysis will also be considered since it will impact mobilization windows.

A The purpose of the IPT program is to ensure that all pilot, CSO, and RPA candidates are trained IAW the CFR, Title 14, Part 141 or 61, syllabuses (Appendix A-X) and Federal Aviation Administration

regulations.
There will not be an IPT syllabus for the PPC, IR, and MEL portions of this contract; only for CSO and RPA. Students attending current programs will not transition into IPT.

IT gear with appropriate configuration for access to USAF networks should be provided by a govt source, managed by a USAF NOS, etc.

The plans identified in Appendix A-4 point to contract references that refer industry back to Appendix A-4. These plans need to be defined to reflect requirements.
All of these plans can impact pricing resulting in low offers that do not adequately address requirements.

Appendix A-4 is listed as reference to state when certain plans are due and how often they are reviewed and/or updated. The Government is open to utilizing the Vendor’s template and/or commercial standard.
