2.1.27.11 Q&A pages 44 & 47 The Government's responses to question about facilities being available for maintenance and repair of SP vehicles are contradictory. Can the Government please clarify.
Per AFI 24-302 2.36.1. The following vehicles shall not be serviced, repaired, garaged or stored in any Vehicle Management facility/shop or in any building where Government property is stored: 2.36.1.1.
Privately Owned Vehicles. (T-2). 2.36.1.2. Non-appropriated fund motor vehicles. (T-2). 2.36.1.3.
Vehicles disposed to Defense Logistics Agency - Disposition Services. (T-2). 2.36.1.4. Vehicles appropriated and/or owned by state or local government agencies. The lack of work load data makes it very difficult to determine a minimum team complement for this section.
The material for the U-Fix-It program are purchased under annual CEMAS budget which is paid by the government.

Future MILCON workload data is reflected in para 12B.1.3. ( future workload reflects 3). The workload data provided is an estimate. Any extreme changes in workload may be negotiated at that time.

The UDIs are fueled at the base service station for use by USG personnel. USG personnel using a UDI outside of the immediate area will use a GTC for fueling.

IAW PWS Section 18, paragraph 18.1.2.2.6.7., the requirement is to ‘Respond to and take immediate actions to mitigate all Wildland Urban Interface Fires and Wildland Fires. Provide initial response and initial fire attack for suppression of wildland fires on Vance AFB and the cantonment/airfield portion of Kegelman AAF’.
IAW PWS Section 18, paragraph 18.1.2.2.6.7.1, “The SP shall not perform initial wildland fire response and wildland firefighting within the wooded area of Kegelman AAF. Request MAA assistance/response for initial wildland fire response and wildland firefighting within the wooded area of Kegelman

The SP is expected to respond to all Wildland Urban Interface Fires and Wildland Fires on Vance AFB and Kegelman AAF with provided F&ES emergency response vehicles and request Mutual Aid Assistance from local F&ES organizations.

No, the USG will not provide a list of vehicle the SP is expected to provide. Prospective Offerors should evaluate the F&ES performance requirement and determine the vehicles required to perform services IAW this contract.

Item E. Past Performance requires us to provide Work Unit, Skill Classification and Shift. These elements are typically part of a BOE which is not included in a Past Performance reference. Using BOE definitions a work unit usually relates to hours, skill classification would be a labor category and shift might reflect specific hours and days. Can you confirm that our assumption to reflect BOE definitions is correct? If not, please further define what exactly the Government wants. Also, would the Government consider excluding these from the page restrictions.
No further definition will be provided but based on the definition provided it appears that the SP understands the requirement. These elements will be included in the page restrictions.

PPQs do not need to be re-submitted. However SPs may reach out to contracting POCs regarding what PPQs have been received.

Will the Government please provide all of the elements it requires to include as a part of the Subcontractor Letters of Consent/Client Authorization Letters or provide a template that Prime contractors can use to affirm the ability of the Government to reach out to subcontractors cited in PP, validating their ability to speak to subcontractor's customer POC regarding performance for a adequate and fair PP relevancy evaluation?
Subcontractor Letters of Consent/Client Authorization Letter needs to contain a signed statement from the Subcontractor certifying that their performance can be evaluated under the Prime Contractor.

Instructions Conditions and Notices to Offerors_20 APR 2020, Will the Government please consider a DoD SAFE submission rather than CD for this solicitation? As we have seen over the last 6 months, no delivery provider will guarantee delivery during the pandemic. There are simply too many unknown variables affecting offerors ability to submit a proposal on time via mail IAW the restructions of the FAR. Nor verify it has been received by the Government within regulations mandated by the FAR. Submission through this method is secure and will also allow offerors the ability to support the health and safety of their employees, as well as the Government's, in addition to verifying the Government has received the files being submitted.
Proposals must be mailed IAW Section L. Please take into account delayed delivery times.

Attachment 11 WBS 1.) Will the Government consider removing the Attachment 11 from the page restriction in the Technical Section? A comprehensive WBS can be in excess of 700 Excel lines long, at 10 PT font, and used to address the PWS requirements the government has requested. This requires the offeror to address on for example an 11 x 17 layout, counting as 2 pages could be upwards of 45-70 pages depending on the level of information provided in the Position Description. In order to provide the Government with a product with as much detail required, particularly with the position descriptions and amount of PWS requirements, the offeror recommends removing this from the page restriction for the Technical Volume. This will allow for a more comprehensive response for all Technical Sections, all of which require the offeror to explain it's approach to provide those services to the Government. 2.) If not, will the Government allow the Offeror to modify the attachment in a way that allows for the WBS to be provided without taking up a large amount of the page allocation for the Technical Volume?
IAW Amendment 0006 revisions; Attachment 11 will not be counted in Volume I - Technical 120 page limit. However, Attachment 11 will have a 60 page limit. Please reference Attach 14 - Section L, Para 2.7.

CBA Attachment 3, CBA and Job Descriptions through 22 June 2020;

As part of the solicitation package, the government provided information that requires offerors to submit responses to include providing “a statement acknowledging compliance with the CBA, and the prices proposed for labor covered by the CBA were formulated in consideration of the rates specified in the CBA, and, the offeror developed their prices with the demographic data of the current workforce.”
Additionally, as part of the CBA, Article 23, page 44, offerors are provided data regarding contributions to the IAM National Pension Fund, National Pension Plan.
It is known that the National IAM Pension Plan is in rehabilitation status. Current Trustees were required to execute adoption of the Rehabilitation Plan with one of two schedules. Our information leads us to believe that the current Contractor adopted a plan that requires an additional 2.5% contribution for an indefinite period of time.
Would the Government please confirm if the data provided in Article 23 includes this additional rehabilitation fee? If not, how should offerors include this additional rehabilitation fee to be in full compliance with the CBA?
