Instructions for Vance Base Operations Support (BOS) Pre-Proposal Conference
Thank you for your interest. The 71st Flying Training Wing (FTW) is excited to have the opportunity to engage with you and provide industry an opportunity to understand and observe the requirements associated with the Vance AFB BOS solicitation. Please see the tentative agenda below.
Tentative Agenda:
Day 1 – 1 Sep 2020 Travel Day
Day 2 – 2 Sep 2020 0800 – 1600 Schedule TBD
Day 3 – 3 Sep 2020 0800 – 1600 Schedule TBD
Day 4 – 4 Sep 2020 Travel Day
You must complete the entry access letter attachment 18 (Name, Driver’s License/State ID number, state of issue, and date of birth for each attendee) and submit the document to Thomas Patton, NLT COB, 07 August 2020.

Submit the list of names (limit 2 attendees, 5 back-ups) in the format above to the POCs listed below.

A base map may be provided for your convenience at site visit. Contractors shall meet at the Base Auditorium (Building 550) at 0800. Again, thank you for your interest and please feel free to email the point of contacts (POCs) below with questions.

Please note:
• Submit the visitor screening template attachment confirming self-certification of 14-day self-isolation and instructions for submission. (See Attach 17)
• Due to changing mandates based on COVID-19 impacts, the pre-proposal conference may be cancelled at any time, travel and travel costs are at the risk of attendees.
• Attendance is not required for proposal submission.
• All Q&As (Round Two) received after the pre-proposal conference will be published on beta.SAM.gov.
• All Questions and Answers during the site visit must be submitted as a Question to the 338 ESS in order to be official. Answers provided during the site visit are unofficial.
• Due to social distancing measures, a limit of 2 representatives for each Prime Contractor will be allowed.
• Interested parties are encouraged to submit no more than 5 additional back-up representatives to attend the pre-proposal conference, adequate representation will ultimately be the responsibility of the potential Offeror.
• Due to time constraints, number of questions submitted in Q&As (Round Two) are limited to 40 per Offeror.
• All questions shall be submitted no later than COB, 18 September 2020.
All participants scheduled for the VANCE BOS site visit MUST complete and submit the visitor screening template attachment NLT COB, 07 August 2020. All participants must comply with the guidance embedded in this screening template. By executing and submitting this template all participants are certifying that their answers are true and that they will comply with the guidance set forth in the template.
71 CONF will not sponsor VAFB access for any participant who does not submit and comply with the guidance in the attached template. All participants on site must have a completed template on file before being permitted to participate. Completed forms will be retained by 71 CONF.
The Government will continue to monitor the situation and will notify all contractors, via beta.SAM.gov, as more information becomes available. Offerors are responsible for routinely checking the beta.SAM.gov website for any solicitation updates that may be issued.
