2When will T-X come onto this MAC? Will Boeing automatically get the work?We do not have a specific date. The System Program Office (SPO) and 19th AF are still working out the T-X maintenance plan and how it will integrate onto the ACES contract vehicle.19th AF
3With new ACES Indefinite Delivery & Indefinite Quantity (IDIQ) are you looking at bringing other new work besides what you have from other DOD sectors?The requirement is from current known Air Force customers, but the MAC is available to other Air Force Major Commands. 4Do you know if AFICA is working on Helo? Have you considered bundling everything under one vehicle?We will not be combining fixed wing with rotary wing at this time. Air Force Global Strike is doing the contract for rotary wing and tilt rotor.338 SCONS & AETC/A5QR

6With Small Business (SB) only having nine (9 percent) total contract goal, will General and Administrative expense be at IDIQ task order level?G&A will be proposed at the task order level. Small Business reviewed the goal and increased the goal from 9% to 12% of Total Obligated Dollars the socio-economic subcategories will be based on total subcontracting dollars.SB & 338 SCONS
7GSA oasis, are you anticipating dropping small business pillar?No338 SCONS
8If you drop them (AFE and AFM) as small business task orders, that would make it difficult to manage small business work.AFE and AFM are specific to Vance AFB and Andrews AFB. Small business opportunties exist in the requirements.SB & 338 SCONS
9How is small business tiered?Prime contractor will be required to meet the SB goals as defined.SB & 338 SCONS
10Do you know if the Columbus AFB option year is being moved under CMARS?The requirement for Aircraft Maintenance at Columbus AFB will be met under the CMMARS contract.338 SCONS
11Would suggest not changing /dropping task orders as a prime. When looking at this with CMMARS there is an issue at task order level of having to select 6 volumes? The goal of a MAC level is to make awarding task order easier, from 07-today 90 percent of work is IDIQ. The theory is to equal the playing field at MAC level. T&C and past performance is awarded previously.The AF is seeking full transparency. The Government met with the Navy for lessons learned and gained some best practices. The strategy is to evaluate technical capability and past performance at the MAC level.338 SCONS
12We are more than likely going to have a seat at CMMARs but the full up bids vs tasks orders will be painful.The Government intends to reduce the acquisition time to make the task order more streamlined.338 SCONS
13How does government price escalation out with non CBA task orders to make sure CTRs do not bid different percentages?Each Task Order's price proposal will be based on the task order's specific requirement and its specific Air Force Base location. Each local Collective Bargaining Agreement (CBA) will determine direct labor rates.338 SCONS
14Past performance -- any chance to use the word similar vs exact air vehicles or close qualifiers for past performance.The Government plans to require past performance that is relevant to the requirement/scope of the acquisition. We anticipate the requirement will state a platform (or equivalent to that platform).338 SCONS
15Does opening the playing field allow to look at best practices?The Government intends to increase competition to the maximum extent practicable under full and open competition.338 SCONS
16The PoP and follow on years are driven by CPARs. The big topic of discussion at Vance is what we think is a fair CPARs rating. What is the Governments depiction of fair CPARs?The Government intends to request recent experience as relevant performance conducted within the last 5 years. At the task order level, there will be 1 base year, 1 option year, and 3 incentive option periods. Performance must be satisfactory in order to continue performance through years 3, 4 and 5. In order to communicate the performance of a task order, the Government will conduct quarterly Program Management Reviews with the contractor. During the PMR, the Government overseeing the task order will let the contractor know how they are performing and if thre are areas that need to be improved upon before an annual CPARS rating is submitted. The ACES Corporate Team (from the MAC Level) will also guide/participate in the PMRs to make sure they are fair across the board.338 SCONS
17Going forward, will there be more about the "what" vs the "how to?" What does that mean regarding AFIs?The requierments (the "what") will be outlined in the Performance Work Statement (PWS). The contractor shall provide all personnel, supplies, transportation, tools, materials, supervision, and other non-personal services necessary to perform aircraft maintenance as defined in the PWS.
Requirements shall be accomplished in accordance with the parameters of the contract to include it's attachments (including the PWS, applicable Air Force Instructions, publications, technical orders, etc.)AETC/A4PM
18What is the Minimum Manning Requirement and who is going determine that number?The Minimum Team Compliment (MTC) is defined as the required minimum amount of staffing that must be present during all normal operating hours as specified in the individual Task Order to meet a baseline flying level. MTC staffing levels do not ensure the contractor can meet Task Order performance requirements. The contractor shall provide the MTC using flying hour and maintenance worklaod factors as outlined in each individual Task Order.AETC/A4PM
19Who is going to determine the number of bidders and where is the down select going to be?The Government is not limiting (down selecting) the number of awardees.338 SCONS
20Can you release a draft Section L&M and have all the contractors provide input to help ensure that everyone gets input?Yes, the Government will release draft documents, including Sections L & M, prior to final RFP release.338 SCONS
21How do we prevent LPTA and do tradeoff with manning levels and a minimum compliment team?The Government is not establishing the manning levels. The Government will provide a specific number of flying hours and the contractor will propose an appropriate level of manning to fulfill each task order requirment.338 SCONS
22If you were to limit bidders at Mac Level how would you work teaming?This is a full and open competition under FAR 15.338 SCONS
23Has there been any budget cap established at the MAC?The Government has established a MAC ceiling that is sufficient for current AETC customers and other pontential customers from other Air Force Major Commands.338 SCONS
24Will the Vance task order be released with RFP and be the basis for the award?The Vance task order RFP will be released shortly after the MAC is awarded.338 SCONS
25During the brief, you talked about O&I work. Will this be done at the depot level or will this become part of the MAC concept? Could this be assigned to go under this award? If there is an opportunity for this, it is something to look at.The scope of this acquisition does not include depot maintenance.AETC/A4PM
26Will TA/AFE/AFM be part of another enterprise?Yes, there is a separate enterprise contract for Transient Alert (TA) Services. There are 11 bases that are not required to use the TA enterprise contract. If a base is one of the 11, that customer may opt to use the ACES contract. If Aircrew Flight Equipment (AFE) and/or Airfield Management (AFM) are currently contracted to a small business prime, they will not be included under the ACES MAC. If they are not currently contracted to a small business prime, they can be included on the ACES MAC. If included on the ACES MAC, the AFE and/or AFM scope will be subcontracted to a small business.338 SCONS
27Do you foresee CUPT still an option? Performance and Baseline manning vs flying hour programWe do not have any information about the Contractor Undergraduate Pilot Training requirement or if it is still a requirement. Flying hours will still be a factor in determining the performance and baseline manning (Direct Labor).AETC/A4PM
28Will there be separate task orders to support other MAJCOM requirements. Can new customers be brought on?Yes, new customers from other MAJCOMs can execute a task order under this contract vehicle if their requirement fits within the scope of the ACES MAC. Each MAJCOM customer will have a separate task order for each base location with a PWS addendum outlining their unique base requirements.338 SCONS
29Do you have a chance to win more than once ?Each Task Order will be competed under fair opportunity procedures of FAR 16.338 SCONS
30Can you explain the enterprise contract? What are people going to be proposing to?The Aircraft Maintenance Enterprise Contract is a Multiple Award Indefinite Delivery Indefinite Quantity Contract (MAC IDIQ). See the draft PWS posted on fbo.gov for information regarding the scope of the requirement. The MAC PWS will consist of basic aircraft maintenance requirements and will not be location or MDS specific. This will determine if the contractors are technically capable of performing the basic requirements at task order level (requirements will be more detailed and will be location/MDS-specific on the task order). There will be one task order for Aircraft Maintenance Services for each Air Force Base location.338 SCONS
31If someone is not interested in JB Andrews for example, how do they respond to the MAC and how will past performance be looked at?Contractors interested in having the ability to compete for Aircraft Maintenance Services, will propose on the MAC IDIQ contract. After award of the contract, each awardee (contractor) of the contract may propose on future task orders.338 SCONS
32A company that is not on MAC today and may be interested after initial award. Do you have a way for people to get into this?We will establish on-ramping procedures to enable companies to have the ability to come onto the contract. The same competitive procedures on the basic contract will apply to companies wanting to "on-ramp".338 SCONS
33When you do a task order like Vance are you going to have base level people come in?Need clarification.338 SCONS
34After this is awarded, is there anyone involved from a CLS/CFT at Tinker type contract?Need clarification.338 SCONS
35Nothing was mentioned about the COMBs contract and logistic support requirements. For example, T-38 and COMBS or the T-6 fleet. How do you measure the COMBS effect?All T-1, T-6, and T-38C CLS-furnished spares (e.g. Contractor Operated and Maintained Base Supply (COMBS)) will be IAW the COMBS respective contract. All Organic (Non-CLS support) will support Logisitic support requirements (T-38) IAW AFI 21-101. The Government will review waivers that are submitted by the contractor and determine if COMBs prevented the contractor from meeting a specific standard.AETC/A4PM
36Will you be able to determine which of the CLINs may be incentivized?Incentives (if needed) will be provided at the task order level.338 SCONS & AETC/A4PM
37Is this patterned after helicopter MAC?No.338 SCONS
38What are the methods of selection for task orders? LPTA or best value? Which one are you leaning toward for task order level?The evaluation will be pass /fail for technical and past performance. See the draft Section L and M for more information. Task orders will contain more detailed technical requirements and will be evaluated as best value. The Government reserves the right to select from the best value continuum (includes tradeoff process and Lowest Price Technically Acceptable (LPTA)) in accordance with what is stated in the Section L and M of each task order.338 SCONS
39Nine percent total small business at contract level then 5/5/3, so for small disabled veteran owned?The overall Small business subcontractor goal is increased to 12% of total dollars obligated. The statutory Small Business subcategory goals for each of the following socioeconomic categories are based on total subcontracting dollars: Small Disadvantaged Business (SDB) 5%; Women Owned Small Business (WOSB) 5%; Historically Underutilized Business Zone (HubZone) 3%; Service Disabled Veteran Owned Small Business (SDVOSB) 3%.SB & 338 SCONS
40Is this full and open competition or pool of small businesses?The requirement will be solicited as Full and Open, no small business set-asides or pools will be considered.SB & 338 SCONS
41Was there any talk of establishing minimum profit level at task order level to avoid low ball bidding? Have contractors bid no less than a certain (X) percent?No338 SCONS
42During discussion this morning, the MAC and task order level difference between FAR 15 and FAR 16 for task orders. Are there any other differences between that FARs?FAR Part 16 does not follow the same strategy as FAR Part 15 and allows for more flexibility.338 SCONS
43So will it take 6-8 months for task order awards?Yes, the Government anticipates competitive task order award within 6-8 months as opposed to 2-3 years for a contract source selection.338 SCONS
44Are the JB Andrews platforms a change from Tinker?Need clarification.338 SCONS
45Will slides be posted on FBO?Yes338 SCONS
46The proposal due date start at Vance in July of 2021. Any chance that would excel?We do not anticipate accelerating our timeline. This timeline lines up with the Vance need date in 2021.338 SCONS
47Estimated schedule for other bases?The need date for the first task order will be in 2021. Once the basic contract is awarded, we will provide a schedule of other anticipated base requirements.338 SCONS
48Mentioned that this will be open for other contracts. Is it possible this will replace CFT IDIQ?This is not a definite requirement at this time.338 SCONS
49Do you have any insight into anything new? Is this just Air Force?The scope is limited to Air Force customers.338 SCONS
50Is this going to be similar to the Navy CMMARS with entry criteria? They had no price or technical requirement …had certain number of contract value. Certain number of aircraft…once you met that gate you can get on CMMARS…what is your entry gate criteria or is it put in technical vs rates?We will evaluate technical and past performance (pass/fail) at the MAC level to determine if each contractor is capable of performing the entire scope of aircraft maintenance at a given location.338 SCONS
51Well qualified vendors..issue task order…15 year span will we be locked into pricing in the RFPPricing will only be evaluated at the Task Order Level. Task Orders are restricted to five years or less depending on performance.338 SCONS
52Will rotary wing be included?The ACES MAC scope does not include maintenance for Rotary Wing, Tilt Rotor or Remotely Piloted Aircraft (RPA).338 SCONS & AETC/A4PM
53Will the minimum team compliment be based off of functional area?The Government will provide a specific amount of flying hours according to each location/mission design series (MDS) aircraft (established by each customer). The contractor will need to propose a minimum team complement (MTC) that consists of the number of people and associated skillsets the contractor feels is acceptable to meet the maintenance requirements. This MTC will be incorporated into the contract. The Government is looking to establish a Baseline level manning vs. requiring the contractor to adjust manning according to the flying hour program (no more flying hour bands).338 SCONS
54DODI 415222 Condition Based Maintenance --this will apply to legacy aircraft and if it is cost effective.Analyzing and initiated by the System Program Office (SPO). Some bases will be designated test sites no definitive repository.338 SCONS
55Do you have to do IDIQ pricing at MAC level?No338 SCONS

58What if we didn’t want to propose Vance?Contractors awarded a MAC contract are not required to bid on every task order.338 SCONS
59Akima is a parent company, ALS is a subsidiary, 46 subsidiaries and 8,000 employees across contracts. How would a contractor get on the contract or the follow on contract?See response to question #32338 SCONS
60Industry long-term concern for small businesses is in the future, how do you gain opportunities to be competitive in the pool with bigger contractors? How do you give small business opportunities to grow into an aircraft maintenance contractor competitive?Overall Small business subcontractor goal is 12% of total dollars obligated. This includes the statutory Small Business subcategory goals for each of the following socioeconomic categories: Small Disadvantaged Business (SDB) 5% of total subcontracting dollars; Women Owned Small Business (WOSB) 5% of total subcontracting dollars; Historically Underutilized Business Zone (HubZone) 3% of total subcontracting dollars; Service Disabled Veteran Owned Small Business (SDVOSB) 3% of total subcontracting dollar based on total contracted value. The goal of the ACES small business effort is to ensure small businesses have an opportunty on the contract. The ACES contracting strategy is a full and open competion. Joint Venture and Teaming arrangements are allowed which could enable a small business to show they can be competitive on contracts typically in the realm of large businesses.338 SCONS
61How do you see Columbus working?Separate Acquisition, but ultimately will come onto the ACES contract.338 SCONS
62VIPSAM will come on ACES? Other VIPSAM airframes will come on this C-32/C40s/?The ACES MAC scope does not include Rotary Wing, Tilt Rotor nor Remotely Piloted Aircraft (RPA). However, if Andrews AFB uses the ACES MAC, ACES would provide the O-Level and I-Level support for the fixed wing aircraft other than the VC-25 (Air Force One). Limited Intermediate Level (backshop) support for the Andrews AFB helicopter fleet will also be included. AMC is conducting a total Business Case Analysis.338 SCONS
63Will fix wing and rotary wing always remain split or will they come together?Current decision is to keep those efforts separate.338 SCONS
64What do you see as possibilities (other airframes) to come on in the future?The scope provides contract maintenance services for fixed and swing-wing aircraft operated under Military, Military/Commercial, and/or Federal Aviation Administration (FAA) rules and regulations, as well as Intermediate-Level (I-Level) maintenance for any aircraft platform.338 SCONS & AETC/A4PM
65Are task orders going to come out online? How do you see these coming out to get advance looks? Are you going to do pre-release conferences on requirements coming down the line? This helps industry plan their resources accordingly.Good feedback and that is something that we will look into as a pre-release industry meeting/timeline of requirements. The corporate structure is not finalized.338 SCONS
66With draft issuance in May, are you going to publish draft section L&M(most important industry concern)?Yes. The intent is to incrementally release draft documents as they are available.338 SCONS
67In the PWS para 1.2 this is an Air Force wide MAC, are there any other agencies that have committed to the IDIQ?At this time, the ACES MAC is an Air Force only vehicle. No other agency is included.338 SCONS
68Quality Control provides a great deal of emphasis on raising the bar AS91-10. What are the expectations on Quality?The Quality Management System (QMS) requirements in the PWS and best practices will be considered. Specific information will be listed in Section L and M of the RFP.338 SCONS
69Will the government provide detailed workload history?Yes, scheduled flying hours and maintenance workload history will be provided at the task order level.AETC/A4PM

74The T-X integration will be toward the end of this IDIQ. How would I to bid on this?The System Program Office (SPO) and 19th AF are still working this plan. The ACES contract will be flexible to enable incorporation of the T-X (and other airframes as well). Specific locations and maintenance requirements are TBD.338 SCONS & AETC/A5QR
75Looking at it from perspective of CMARs..MAC vehicle w/JVs…not going to consider past performance of anyone but a prime…when you evaluation prime officers for ACES if past performance only aligns with small fleet dynamics will you get a seat on the MAC? Would like to know that in advanceThe Team is still establishing the instructions for Teaming and Joint Ventures.338 SCONS
76Will you have to have past performance on all task orders to get a seat at the MAC. How does past performance work for JV/teaming? Need more information on MAC and how to get seat at the table if you are bidding on one task order? If not on now we cannot compete when Andrews comes aroundIn the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror shall be determined to have unknown (or “neutral”) past performance [see FAR 15.305(a)(2)(iv)]. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable”. We are still looking into the JV and Teaming Arrangement structure. The Government is planning on allowing "on-ramping" to allow for new contractors to come onto the basic contract.338 SCONS
77Do you have RFP dates, draft, etc. May 21 contract award?The Government is working towards releasing the RFP in the Sep 2019 timeframe. See tentative dates in the 3 May 19 posting on www.fbo.gov.338 SCONS
78So, do all potential vendors have the opportunity to get 5 potential task orders?Yes338 SCONS
79Will you publish a timeline for the task orders?Yes. The first task order for the requirements at Vance AFB will be needed by Sep 2021. Other task order requirements will be provided to the suite of contractors on the basic MAC.338 SCONS
80Is there a dollar value CAP?The Government has established a contract ceiling amount that is sufficient for all anticipated and pontential future requirements.338 SCONS & AETC/A4PM
81Will the Helicopter Maintenance contract be with this ACEs contract?No338 SCONS
82Are any other MAJCOMS interested in this requirement yet?Both AMC and ACC have expressed interest in using the ACES contract.338 SCONS & AETC/A4PM
83Do you have an evaluation task order timeline?RFP to task order award is estimated to be 6-8 months.338 SCONS
84How many task orders does the incumbent currently have?The Government is not able to provide this type of information regarding a particular contractor.338 SCONS
85Are all MAC awardees required to compete on all task orders?No338 SCONS
86What do you envision asking us to price; will there be a sample task order?Pricing data will NOT be required at the MAC Level.338 SCONS
87Do you have a task order POP?One base-year with one option year and two additional Incentive Option Periods, for a total potential task order PoP of five years.338 SCONS
88Will CPARs small business will be a factor?No, failure to perform may negatively will impact the contractor’s performance assessment report (CPAR) ratings. Small Business will be a sub-factor under both the Technical and Past Performance factors.SB
89CPARS self assessment?The Government is planning on implementing PMRs quarterly to inform contractors of performance to date. This will provide information prior to an annual CPARS Rating.338 SCONS
