Small Business Subcontracting Plan
FAR 19.7 and DFAR 219.7-Any contractor receiving a contract with a value greater than the simplified acquisition threshold must agree in the contract that small business, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB), HUBZone small business, small disadvantaged business (SDB), and women-owned small business (WOSB concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.
FAR 19.702- requires that all negotiated and sealed bid acquisitions that are expected to exceed 700K (1.5 Million for construction) and that has subcontracting possibilities, shall require the apparently successful offeror/bidder selected for award to submit an acceptable subcontracting plan (see FAR 19.702(b) for exceptions).
Small Business Subcontracting Plan will be evaluated and incorporated into the contract upon award (see FAR 19.704, Subcontracting Plan requirements).
Small Business Participation Commitment Document (SBPCD)
• In accordance with FAR 15.304(c)(4), for solicitations, that are not set aside for small business concerns, involving consolidation or bundling that offer a significant opportunity for subcontracting, the CO shall include proposed small business subcontracting commitment as an evaluation factor. (15 U.S. C.637(d)(4)(G)(i).
• All Offerors (both other than small businesses and small businesses) shall provide a Small Business Participation Commitment Document.
• Small Business concerns that qualify in more than one socioeconomic category may be counted in each category for which they qualify.
• The SBPCD shall cover the entire life of the contract. DFARS 215.304(c)(i).
SBPCD will be evaluated and incorporated into the contract upon award.
