GENERAL COMMENTS
| OFFEROR | NUMBER | FUNCTION | SECTION | COMMENT | RESPONSE |
T-0001 | GEN COMMENTS | NA | The PWS does not provide sufficient information to allow offerors to bid material requirements (e.g., paper products, other consumables, facility investment materials such as pumps; motors; plumbing fixtures; airfield lighting and transformers; fire alarm panels, etc.). We recommend the Government either provide workload data for materials, or “plug numbers” that align to each PWS section to ensure offerors provide sufficient material pricing to facilitate proper care, maintenance, and repair of facilities and infrastructure, and to protect the Government’s risk related to RPIE. | The SP should use their past performance to estimate these costs. In reference to RPIE this equipment will be listed in the 7115 Real Property LIsting posted in the Technical LIbary in the Draft RFP.
T-0002 | We just received the updated PWS with no supporting data. The question is as follows: We have received documents on 3/14/2013; 3/21/2013; 3/23/2013; 8/21/2013; 2/07/2014; 3/6/2014; 3/18/2014 and now 7/31/2014. Are all the documents prior to this New PWS valid? Are they subject to change? If so could you tell us which are fairly stable, i.e. for example Tech Library-WBS Example 2/07/2013 | You are correct, the Government did not post any supporting data with the PWS. All information regarding this acquisition to include all supporting data will be post with the draft RFP. (Only the PWS was posted for comments) | |
T-0003 | 2B, 3B, 5B, 7B, 8B, 10B, 11B, 12B, 14B, 21B, 23B, 25B, 28B, 30B, 32B | The Workload data is sometimes provided in hours, weeks, months, and years. Is it possible that all workload data could be provided in hours/year? We must use a production labor rate ( a combination of actual CBA/Wage Determination labor hours against the standard hours in a year) to calculate manning/personnel requirements. It’s just easier if all times are standard. | No it is not possible to provide all workload in hours per year. Each potential Offeror should use their experience, technical approach, and efficiencies to determine the appropriate staffing to accomplish the Government requirement and associated workload. The Governemnt's goal is to make as much of the PWS "Performance Based" as possible; focusing on outcome rather than how to.
ALL SERVICE SEC-2
| OFFEROR | NUMBER | FUNCTION | SECTION | COMMENT | RESPONSE |
T-02-0001 | ALL SERVICES | 1) Throughout the PWS for “Government-Furnished Property & Services – Non-EAID”, the PWS states “Refer to Appendix 2FC”, but Appendix 2FC is missing.
a) Recommend that an Appendix 2FC be added.
| You are correct, “Appendix 2FC” was inadvertently left out of the PWS. The Government will ensure this and all Appendixes are included with the next posting of the PWS | |||
T-02-0002 | ALL SERVICES | 2) Each PWS Section Appendices FB-FE refers to the Section 2 All Services Appendices FB-FE. In doing so Offerors are unable to decipher what item belongs with what PWS Section, what item is for contractor use, and what item belongs to what specific user/tenant organization that the contractor is to maintain.
a) Recommend that Appendices FB-FE be broken down by respective PWS Section.
b) Recommend that Appendices FB-FE be broken down to show which item is for contractor use.
c) Recommend that Appendices FB-FE be broken down to show which item belongs to what specific user/tenant organization.
| Equipment listed in Appendixes will be provide to the Service Provider (SP) for use on this contract. The equipment listed can be used within any service area of the SP choosing. The SP should inventory the equipment and then decide what service area require the government provided equipment and then supplement any additional equipment required to accomplish all PWS requirements. | |||||
T-02-0003 | ALL SERVICES | 2.1.2.14.2 | The Draft PWS states, “Perform and document inspections as required by Management Internal Control Toolset (MICT) and provide results to government as requested. In order to accurately price the effort, would the Government consider updating the requirement to read “Semi-annually” or “once every Quarter” in lieu of “as requested”? | The Government will not consider changing the lanuage; the frequency of the inspections and performance varies by function.
T-02-0004 | ALL SERVICES | Will the final PWS include IDIQ requirements? The current PWS is relatively silent on the topic. | It is unclear what IDIQ requirements your question is referring to, please clarify your question and resubmit. |
T-02-0005 | ALL SERVICES | 2.1.2.18 | Will the Government provide these goals in the PWS or the RFP? Identification of the specific goals, prior to release of the RFP, will aid industry in the formation of teaming strategies. | Yes, theses "Small Business Goals" will be provide within the language of the Request for Proposal (RFP)
T-02-0006 | ALL SERVICES | 2B.1.1 | Exercises are difficult to estimate with only the frequency of occurrence provided. Additional workload data should include average man-hours per exercise event. | You are correct, "Exercises" are difficult to estimate; the Offerors should refer the documents governing each excerise for details and using their technical approach and past experience estimate the man-hour required for each event. The Governemnt's goal is to make as much of the PWS "Performance Based" as possible; focusing on outcome rather than how to.
T-02-0007 | ALL SERVICES | 2B.1.2 | Will special events be covered under the firm fixed price (FFP), or will they be addressed in IDIQ provisions of the contract? The PWS is unclear. If FFP, workload data should include average man-hours per event. | Yes, FFP. Events are for short period of time. Treat like surge workload--minor level of preparation before event, concentrated effort during event for short period of time then normal performance after event.
T-02-0008 | ALL SERVICES | APPENDIX 2D | The due date for Numbers 1 and 2 (20 days) differ from paragraph 2.1.2.2.1 (15 days). | You are correct, the correct due date is 20 days after start of transition. The change will be refected in the next revision of the PWS
T-07-0009 | pg. 2-FE-1 | Is the Air Force going to provide the location of all the Automated Data Processing Equipment by building, room, etc. Each computer, monitor, peripheral has a different maintenance history and age and that will become an important part of our workload analysis. There are 5647 Desktops, 4970 Lap Tops and 8159 Monitors. We will need to know the location of each. | The location of all Government Furnished ADPE property will be annotated during the transition joint inventory. |
T-07-0010 | 2.D.1 | There is no reference to the period for the transition, length of transition, only four reports are mentioned in regard to the transisition in all of the new PWS. What are the plans for tranisition? (QC Plan - 2 reports, Property Control Plan, Performance Management Report?) | Transition is discussed in the QASP and Performance Plan. These documents will be included in the RFP. All service areas have been updated with appropriate information.
OPERATIONS SEC-3
| OFFEROR | NUMBER | FUNCTION | SECTION | COMMENT | RESPONSE |
T-03-0001 | OPS | 3.1.1.2.5 | Workload data (i.e., frequency and hours) for the operations are not provided. Is the effort concurrent with Maxwell operations? The PWS is unclear. | standard hours as described in workload table
T-03-0002 | OPS | 3.B.1.2 | We recommend the Government clarify which static displays will require painting during the five year performance period (based on the assumed contract start date and the six year painting cycle). | Paint schedule will be publised in workload data prior to RFP.
T-03-0003 | OPS | 3.2.7 (Service Summary) | Is there an AFI citation to reference for this performance objective? If TMDE is defined and explained in the AFI, we suggest the Government reference the AFI. Our experiences at other installations suggest the Government is better served by letting the governing AFI speak for itself to provide more objectivity for performance. | No, the Service Provider is required to manage the equipment to ensure availability meets the contract requirements. All maintenance will be conducted by the PMEL lab on Maxwell. The standard stated in the SS is to have the TMDE equipment available 90% of the time, every month.
T-03-0004 | OPS | 3.2.11 (Service Summary) | The term “All safety hazards” is very broad and subject to interpretation. Is it necessary to include as a performance objective in this Section? We recommend the Government define safety expectations in boiler plate section for the PWS and require the service provider to perform in safe manner AND to address safety hazards appropriately. | Safety is defined in all applicable directives in the pubs appendicies.
T-03-0005 | 3.B.1.1 | Paragraph 3B.1.1 states that AGE maintains 46 pieces of powered and non-powered ground support equipment. Please provide an Equipment List with the nomenclature and quantity of each of the powered and non-powered ground support equipment items that are required to be maintained | Identified in Appendix 2FB.

T-07-0022 | COMM | 7.1.2.5.13.3.2 | Looks like the sentence in paragraph 7.1.2.5.13.3.2 has been cut off and is missing critical information. | Should read: IAW PWS Paras. 7.1.2.5.13.3.2.1.-- 7.1.2.5.13.3.2.4.
T-07-0023 | COMM | 7.B.1 | The workload data does not clearly reflect the requirements of the PWS. For example, 7.1.2.4.8 indicates workload data is required. | Not sure what you asking here; PWS requirements 7.1.2.4.8 indicate the tasks requirements associated with site survey, inspection teams and the expected assistance while escorting the teams. These visits can last any where from two days to a week or more. we provide the estimate of occurrences. The provider needs to determine what resources.
T-07-0024 | COMM | 7.B.1 | The workload data provided is insufficient. In many cases, a number of incidents or events is provided, but the average level of effort per event is not. Without this data, offerors will make widely varying assumptions making it difficult to determine whether an offeror’s price is fair and reasonable. Examples include: page 7-B-9, last line entry, Network Change Orders - 900 per year is provided but how much effort is required on average per change order?; page 7-B-11, Malicious Logic Incidents - 18 per year, but is the level of effort per incident?; page 7-B-13, Table 7B.2 - Work orders are 200 per month, but what is the average per work order? | When determining workload, SProviders need to determine whether the tasks at hand involves the use of an automated information system/software software to accomplish the requirement or if physical manpower is needed. If an AIS/software, the workload involves data query/entry and/or an analyst to comprehend data and provide the results. There will be minimal workload time allotted in such a case due to the software dong the actual compilation. If the task at hand involves actual physical manpower to accomplish the task (ex. installation services), determine workload based on your estimate of the process or procedure. The example for Network Change Orders: Det2 Pushes the TCNOs to the base level assets thru SCCM, an AIS. The NCC would be required to monitor/verify successful/failing asset agent events thru SCCM and communicate results back thru the reportting channels. For this workload a technician with experience in SCCM to query the results is all that is needed. Since there is no physical work here the time is allotted is toward data query/entry, and analyze the results . Time it takes the software to complie the results is not counted as workload.
T-07-0025 | COMM | 7.2.11 (Service Summary) | This performance objective assumes the service provider is 100% responsible for Email, internet access and software systems. How will the SP performance be measured for issues related to network problems outside SP’s control? | The Provider in the role of the NCC/WIAO is responsible for all network equipment, servers, etc., located in and to the approved Data Centers IAW the DCC initiative. The provider will be responsible for the "care and feeding" of said equipment IAW PWS Paras. 7.1.2.5.13, 7.1.2.5.14 and 7.1.2.5.15 with emphasis on "touch maintenance" and at the direction of AFNetOps reporting channels. Issues determine to be outside Providers control will not figure into Providers perfomance.
T-07-0026 | COMM | 7.2.12 (Service Summary) | How does the Government objectively define “Well balanced performance management program”? Also, for the associated performance threshold which begins “Performance issues must be identified…”, what does the Government objectively define as performance issues? | The Provider will be responsible for maintaining the configuration of monitoring tools that collects data for the purpose of calculating metrics. For example, for the Network and Server Systems Availability Metrics, SWOrion Network Performance Monitor will be configured to provide the data sets used for calculating the metric; if the government identifies a problem in the data set collection and brings it to the Providers attention; we expect a reasonable timeframe to correct the problem and prevent further occurrence. Too many problems or recurring problems with the data collection sets could result in a perfomance failure for a particular metric.
T-07-0027 | COMM | 7.2.15 (Service Summary) | The performance objective reads like an excerpt from the governing AFI. We recommend the Government state the AFI reference and that performance must meet the AFI standards. | The AFIs and T.O references for network security are listed in 07 04 Appendix 7A: Publications

T-10-0024 | 10.1.2.6.3 | Will the government clarify how privatized housing will work withAMPs and sub-AMPs? | This will be removed from the PWS. |
T-10-0025 | 10.2.14 | Will the government provide the definition of a discrepancy? | The PWS will be updated and incorporated in the next posting. |
T-10-0026 | 10.2.56 | Will the government clarify what is expected from the full time qualified staff? | The requirements are defined in the PWS. |
T-10-0027 | 10.2.58 | Will the government define AMP 5 discrepancies? Are they exceptions? | The PWS will be updated and incorporated in the next posting. |
T-10-0028 | 10.2.55-10.2.58 | The performance objectives are not clear. Would the service provider be responsible for “zero” discrepancies related to another contractor’s work? It would seem the actual performance objective should relate to ensuring inspections are done on a timely basis. | The performance objectives are clear as stated. |
T-10-0029 | 10.2.7 | We recommend the Government objectively define “required reports.” | The Required Reports are listed in Appendix 10-D. |
T-10-0030 | 10.1.2 (entire Housing section) | This entire section reads like the Air Force Housing Handbook, AFI, or the Civil Engineer UCI compliance checklist. If the Government’s desire is compliance with the AFI, our experience at other installations suggests it is better for government to let the AFI speak for itself rather than providing subjective guidance. Example: Paragraph 10.2.34 - “Warehouse FMO assets accounted for, maintained and secured IAW the Government guidance.” Is “government guidance” the AFI, or a local 42 ABW supplement? We recommend providing definitive reference for “government guidance”. | There is not a specific question to address.

T-11-0001 | CE | Paragraph 11.1.2.2. Operations and Maintenance identifies a requirement to perform routine Plant Operations, Pest Control (Entomology), Pavements CM. It further identifies this work as previously categorized as Routine DSW, however in the work load data provided in Appendix 11-B there is no category of work identified as Routine DSW. This work load needs to be provided. | This workload will be provided in the next posting. |
T-11-0002 | CE | Paragraph 11.1.2.2. Operations and Maintenance identifies a requirement to perform Routine Sustainment CM. It further identifies this work as previously categorized as Routine DSW and will only be performed when directed by the government. However in the work load data provided in Appendix 11-B there is no category of work identified as Routine DSW, nor is the frequency of how often the government is going to require this work identified. Is there a requirement to price this work as part of this solicitation, if so with the data provided it will be impossible to do so. Further the wording in the paragraph implies there will be times this category of work will be deferred which very likely will result in it becoming an urgent or emergency condition the longer it is deferred, is the government going to provide an escalation factor to the current work load categorized as emergency and urgent to address this condition so that out year costs for this work can be adequately priced knowing routine work is going to be deferred. | This workload will be provided in the next posting. This work will not be included as part of the FFP; this requirement should not be priced in bid. An escalation factor will not be provided for the historical workload. |
T-11-0003 | CE | Paragraph 11.1.2.2. Operations and Maintenance identifies a requirement entitled Planned Work. In the work load data in Appendix 11-B there is no category of work listed as Planned work or planned work orders, nor is there any indication how often this work is going to be directed by the government. There is insufficient work load to plan this work. | Historical workload for Planned Work Orders will be provided. However, this work will not be part of FFP; this requirement should not be included in the FFP bid. |
T-11-0004 | CE | In the work load provided in Appendix 11-B the only year workload data is provided for EMCS is FY 12, should this be used as the average yearly work load for EMCS in light of no other yearly work load provided? | Yes, the FY12 workload data for EMCS should be used as an average. |
T-11-0005 | CE | Paragraph 11.1.2.2.4.1.5.11 Facilities Assessment of A and B Facilities; is there a list of facilities categorized as either A or B? | Yes, there is a list of facilities categorized as either A or B on the Real Property (RP) records; RP records will be provided in the next posting. |
T-11-0006 | CE | 1) Throughout the PWS for “Government-Furnished Property & Services – Non-EAID”, the PWS states “Refer to Appendix 2FC”, but Appendix 2FC is missing. a) Recommend that an Appendix 2FC be added. | Appendix 2FC will be included in the next posting. |
T-11-0007 | CE | 2) Each PWS Section Appendices FB-FE refers to the Section 2 All Services Appendices FB-FE.
The equipment listed can be used within any service area of the SP's choosing. The SP should inventory the equipment and then decide what service area require the government provided equipment and then supplement any additional equipment required to accomplish all PWS requirements. | |||||
T-11-0008 | CE | 11-2 | The Service Summary requires 100% compliance for no unscheduled utility outages lasting beyond 60 minutes. Is there any consideration for outages occurring beyond normal duty hours? | The PWS will be updated to address after duty hours outages in the next posting.
T-11-0009 | CE | 11-2 | The Service Summary requires completion of Urgent work and Routine work within 7 days and 30 days respectively without consideration for materials. Is this intended? | PWS will be updated to address material delays in the next posting.
T-11-0010 | CE | 11.1.2.2 | PWS requires completion of Urgent work orders w/in 7 days and Routine w/in 30 days without consideration for delays caused by procurement of materials if needed. The reference documents has AFI 32-1001 which states a delay for materials is acceptable. Please provide clarification. | PWS will be updated to address material delays in the next posting.
T-11-0011 | CE | 11.1.2.2.1.2 | This paragraph is Reserved for Grounds Maintenance - however, snow removal is required by 11.1.2.2.1.3. Usually, snow removal is included in Grounds Maintenance contracts - was this an oversight, or intentional in PWS? | Paragraphs 11.1.2.2.1.2 and 11.1.2.2.1.3. are written as intended.
T-11-0012 | CE | 11.1.2.2.2.1 | Interruptions to utility services are required to be restored w/in 60 minutes. Is this intended to include during off-duty hour timeframes? | The PWS will be updated to address after duty hours outages in the next posting.
T-11-0013 | CE | 11.1.2.2.2.2 | Entomology services includes references to participation in BASH program. Does PWS intend to mean this is just a monitoring requirement? The Grounds Maintenance contracts usually have requirement to maintain grounds and grass to ensure BASH compliance. | The SP is required to participate/adhere to BASH standards; not just monitor.
T-11-0014 | CE | 11.1.2.2.4.5 | Is the Performance Work Statement for Custodial Services located in the Technical Library dated 16 October 2013 the latest PWS or is there an updated version? If not, will it be updated with final RFP? | The Performance Work Statement for Custodial Services will be updated in the next posting.
T-11-0015 | CE | 11.1.2.2.4.5 and Custgodial PWS section 1.1.5. | Trash Collection/Removal – It is understood that the contractor is not responsible for replacement of Government personnel trash bags – however, is the contractor responsible to provide and replace trash bags in the centralized trash containers? | The Performance Work Statement for Custodial Services will be updated in the next posting.
T-11-0016 | CE | 11.3.1.2.1 | Facility chart indicated 297 facilities although the 7115 report indicates there are 289. Maybe important since 152 are identified on historical register. | The PWs will be updated and incorporated in the next posting.
T-11-0017 | CE | 11.3.1.2.3 | Indicates there are 253 facilities which include 150 houses and garages in Senior Officer Qtrs. Para 11.3.1.4 indicates all housing is privatized. We need clarification as to where the historical registered facilities are located. If the 152, or 150 includes housing, which contract is responsible? | There are 253 facilities that are either eligible or listed on the National Register (152 facilities are listed and 101 facilities are eligible). Of the 152 facilities listed on the national Register, 150 are Housing (informational only) and 2 O&M type facilities (Bldgs 800 and 836 located on Maxwell AFB). All housing facilities are the property of the Privatization Contractor.
T-11-0018 | CE | 11.1.2.2 | The section states to follow the Level of Service 9AFCOLS, but 11.2.30 gives a percentage criteria. Will the government clarify which is the standard to be followed, Level of Service or percentage criteria? | The SP will be measured against the Service Summary/QASP.
T-11-0019 | CE | 11.1.2.2 | The section requires a response to emergency DSW "immediately". Will the government provide the definition of "immediately" for response time? | Immediately means as soon as a call is received.
T-11-0020 | CE | 11.1.2.2.1 | In the grounds maintenance and landscaping section, will the government clarify if this is only required in association with BOS work or BOS caused damage. | This is associated with BOS caused damage; Grounds Maintenance & Landscaping is not in the PWS.
T-11-0021 | CE | 11.1.2.2.2.7 | In the Monitor EMCWS 24/7 section does this require personnel on-site 24/7? | Yes this requires personnel on site 24/7.
T-11-0022 | CE | 11.2 | In the performance objectives area, will the government clarify what is considered an "unsatisfactory observation" and by whom? | Unsatifactory observation as defined in the QASP.
T-11-0023 | CE | 11.1.2.2 | Corrective maintenance (CM) limits are not defined in the PWS. What are the service provider’s labor hour and material limits so that we can price the costs and risk associated with conducting CMs? We recommend that the Government provide a discussion in Section 2 on types of work, associated limits, and how work is ordered and controlled by the Contracting Officer and Contracting Officer’s Technical Representative. | CM limits are defined in publications (AF Pamphlet 32-1004 V3, 4.2.2.1). CM is normally limited to 50 manhours.
T-11-0024 | CE | 11.1.2.2 | The number of fix(ed) ladders is not specified in the workload data. | This information will be provided in the next posting.
T-11-0025 | CE | 11.1.2.2 | Preventive Maintenance - In order to effectively provide an estimate to perform PMs of RPIE, the PWS should include the inventory such as HVAC units and sizes, generators, etc. Similarly throughout the PWS, an inventory of RPIE is necessary to determine the level of effort for PMs. | This information will be provided in the next posting.
T-11-0026 | CE | 11.3.4.7, 11.3.4.8 and 11.3.5 | Response time priorities are not defined. | The PWS will be updated and incorporated in the next posting.
T-11-0027 | CE | 11B.1 | Generally, the Government has provided a sufficient amount of work load data to allow offerors to develop an estimate. However, in a few cases, an average level of effort would be needed where quantities are only provided. Examples: 11-B-2: NexGen IT “Number of Estimate Service Calls” – only the quantity is provided but no average hours per call; Furnishing Management Office, number of moves – moves can be of varying levels of effort from short durations to an extreme. Therefore, an average level of effort per move would be needed. | The historical data for the areas mentioned was tracked by quantity, not by hours. Consequently, it is not possible to provide all workload in hours per year, only the number of occurrences per year is available. Each potential Offeror should use their experience, technical approach, and efficiencies to determine the appropriate staffing to accomplish the Government requirement and associated workload. The Government's goal is to make as much of the PWS "Performance Based" as possible; focusing on outcome rather than how to.

T-12-0001 | 12.1.2.2.1.7 | AIR FORCE STRATEGIC VISION AND TRANSFORMATION INITIATIVES: Perform activities that support the strategic vision and evolving requirements to integrate AF Transformation requirements into integrated planning functions with the approval of the Base Civil Engineer (BCE) and higher headquarters. Utilize existing and new tools and processes to include for example, Mission Dependency Index, Facility Condition Index, Facility Condition Assessments, AMPs, BCAMP, and Integrated Dashboard (I-File). Adapt to and utilize AF facilities management and infrastructure management IT solutions to include for example, AF “NexGen IT” and government designated replacement systems. | Can the Government please provide greater detail, clarity, and workload data associated with this requirement. As it stands, it is very broad. It basically states the Service Provider is responsible for any activities required by the Air Force to implement its Strategic and Transformation initiatives. Depending on the circumstances, additional manpower and resources may be required to comply with an unknown future requirement. For example, Air Force is implementing “Sustainable Infrastructure Assessments” that uses software suites such as “BUILDER” and “PAVER” that must be used to build the Base Comprehensive Asset Management Program (BCAMP). There is a manpower tail associated with this effort (Facility Inspections, Data Entry, Data Evaluation, etc). | Historical data will be provided in the next posting.
T-12-0002 | 12.1.2.3.4.2. | SURVEYING SERVICES: Utilize survey and resource grade Global Positioning System (GPS), Range Finders, and Total Stations to perform surveys. | Is the service provider required to provide equipment associated with the statement “Utilize survey and resource grade Global Positioning System (GPS), Range Finders, and Total Stations to perform surveys”? | The SP will provide equipment where the Government has not supplied Government Furnish Equipment (GFE).
T-12-0003 | 12.1.2.3.4.3. | 12.1.2.3.4.3. INSTALLATION GEOSPATIAL INFORMATION AND SYSTEMS IGI&S/GEOBASE: Support linear segmentation efforts for pavement and utility systems. Determine if the facility map currently exists for pavement and utility systems. If the map does not exist, create an initial map depicting the geospatial extents of each facility based on existing GIS data that includes any data from old master plan tabs, the current pavement condition index (PCI) survey map, and construction history. Perform continuous updates to linear segmentation maps. | Is the Service Provider required to perform the initial development of “Linear Segmentation”, or has the government performed the initial development and the SP is responsible for data maintenance only. | Development of additional "Linear Segmentation" and all maintenance will be the SP's responsible.
T-12-0004 | 12.2.6 | SERVICE SUMMARY Programmed Amount (PA) is +/- 20% (per project) of actual award amount | The Government service summary of +/-20% accuracy on a Class 4 Estimate (PA) with a 100% level of confidence does not appear to be consistent with industry accepted practices. This requirement is inconsistent with the guidelines published by the Association for the Advancement of Cost Engineering (AACE). Can the metric be rewritten to allow for adjustments based on the level of project information at the time the estimates are prepared? For example: - AACE has published guidelines that link the probability a “point estimate” will be within the range of accuracy to the level of project information on which the estimate is based. According to AACE, a “Class 3 estimate” establishes a range of accuracy of -20% to +30% with a 50% level of confidence where 10% to 40% design documentation is available. A Programing Estimate or Programmed Amount (PA) is at best a Class 4 estimate where there is 1% to 15% project definition. These estimates are usually based on concepts where the exact technical approach has not been developed. Class 4 estimates are usually parametric in nature (cost per square foot) and have an accuracy range of -30% to +60% at a 50% level of confidence. A +/-20% level of accuracy equates to a Class 2 Estimate which requires project definition (design) of 30% to 70% and that is still with a 50% level of confidence. | 12.2.6. is under review, any required changes will be incorporated in the next posting.
T-12-0005 | 12.2.7 | SERVICE SUMMARY- Hold project Current Working Estimate (CWE) within 15% (per project ) of actual award amount without reducing scope | Is the Government contracting all construction services? If so, how can the Service Provider be responsible for “Hold(ing) project Current Working Estimate (CWE) within 15% (per project) of actual award amount without reducing scope” if the SP doesn’t control the entire design, contract, award, construction and close out process. Once the Government takes control of the project (for award and construction), the SP no longer has any direct influence over the costs associated with the project. Is the Government requesting the SP to provide “should cost” estimates or are they expecting estimates that reflect the government contract bid environment? | 12.2.7. is under review, any required changes will be incorporated in the next posting.
T-12-0006 | 12.1 | We understand the personnel assignment descriptions on pages 12-1-1 and 12-1-2, but we don’t understand Government Directed. Do we interpret this to mean we hire and the Government approves or is it intended to mean that the Government hires (or directs) these personnel. If the latter is the case would these be personnel presently reporting to the incumbent? | The government will not direct contractor personnel. The government will ensure contractor personnel possess the qualifications as described on page 12-1-1. |
T-12-0007 | 12.1 | Do the current incumbents have all of these certifications and licensing? | The current incumbent's staffing has no bearing on current RFI. |
T-12-0008 | 12.2.4 | How does one forecast 7 years out with 100% compliance? This seems like a very “iffy” goal to meet. | The current plan will be provided to the SP to maintain/update. |
T-12-0009 | Appendix 12-C | Have these requirements changed in the Technical Library or will the Tech Library be updated? | The data will be provided in the next posting.

Or is the following statement more in line with the Government’s intent: “Assist the installation Inspector General’s office in the planning and execution of Major Accident Response (MARE) exercises such as Terrorist Use of CBRNE, Nuclear Weapons, Munitions, Off-Base response, Mass Casualties, and Hazardous Materials (Hazmat) response.” | The EM section is required to provide subject matter expertise to the Wing Inspection Team for all EM capability exercise requirements. The EM section assists the IG section in developing and executing exercise plans. |
T-14-0005 | “Provide training and equipment maintenance and management to support all emergency response and exercise situations.” | 14.1.2.1.1 | Is the Service Provider required to fund maintenance and repair services for Government owned/supplied equipment? For example, if a detector requires re-calibration, is that part of the SP firm fixed price, or is it funded through government channels? | The government will fund normal (not the result of misuse, abuse, lack of proper care, etc...) maintenance, repair, and replacement of GFE unless otherwise noted in the contract.
