Maxwell-Gunter AFB Base Operations Support Contract Re-competition
COMMENT/QUESTION:
All of the Vehicles in 25FF.1.3 are identified as being ASC-051. Pursuant to paragraph
12.1.3.2 of AFI24-301, it is our understanding that “Authorizations under this allowance will be reduced/deleted upon turn in of the asset to DRMO”. It appears that when a replacement vehicle is put into service and the replaced asset is turned into DRMO, regulations require that the allowance for that asset be reduced or eliminated. Because of this reduced allowance, the replacement piece of equipment will by necessity become contractor property. Is this a correct interpretation of the regulations?
ANSWER:
IAW AFI 24-302, Vehicle Management, Table 4.2, vehicle ASC-051 is used to designate AF vehicles that are approved GFP to a contractor and will not be replaced by the AF. Vehicle authorizations under this allowance will be reduced/deleted upon final disposition of the vehicle; and it would be the contractor’s responsibility to acquire replacements (purchase, lease or rental), if a contractor determines a vehicle is still needed to fulfill contract obligations. The contractor is solely responsible for all procurement and sustainment cost associated with contractor acquired vehicles. Any vehicles purchased and/or provided by the contractor for use under the contract are owned by and will be disposed of, by the contractor. The AF Vehicle Management function (441 VSCOS) will not to accept title of CAP vehicles without prior 441 VSCOS approval. Additionally, AF contracting activities are not authorized to purchase vehicles without 441 VSCOS and Air Force Life Cycle Management Center (Warner Robins) approval. To answer the questions directly: If a contractor replaces ASC051 vehicle assets, the new vehicles are property of the contractor.
