The Air Force Installation Contracting Agency (AFICA) 338th Specialized Contracting Squadron (338 SCONS), Joint Base San Antonio (JBSA) Randolph, TX is conducting an acquisition to re-compete Base Operations Support (BOS) for Maxwell-Gunter (AFB). This requirement supports the mission of the 42nd Air Base Wing located at Maxwell-Gunter AFB, Alabama.
This support encompasses the following service areas: All Services, Maintenance Foreign Object Damage, Resource Management, Communications & Information Technology, Publishing, Installation Management, Airfield Management, Supply, Transportation, Community Services and Weather. All of these services are to be performed in accordance with (IAW) the objectives and responsibilities established in Public Law, DoD/Air Force (AF) series directives as well as Air Education Training Command (AETC)/Wing/Base instructions, regulations, plans and applicable equipment and/or general support technical orders/data.

After several rounds of Industry interaction, it has been determined that a tiered pricing structure for Civil Engineering (CE) Operations is not in the best interests of the Government.
The Government anticipates a baseline requirement for CE Operations with a separate contractual mechanism to provide flexibility for within scope work not included in the baseline requirement as funding allows.
The Government appreciates Industry's participation to date and invites further feedback on future posts for this acquisition. As requirements and the resulting approach are finalized, notices and/or a draft RFP will be posted to the Federal Business Operations website for Industry review and comment; please continue to monitor this page for updates in the near future. Currently, the next post/up-date for this acquisition is anticipated the week of 9 June 2014.

The CE tiered structure approach has been updated for Maxwell AFB, and is attached to this update. Based on industry feedback from the previous posting, the Government's focus for this updated approach is to provide a clear link between the different tiers, the PWS, and corresponding workload.
Among the numerous attachments is a spreadsheet titled "Sample - Maxwell CLIN X016", which provides a notional example of how the Government envisions the concept to utilize current CE data to propose against a priority/tier-type pricing structure. It is intended to illustrate PWS, workload, priority/tier linkage for pricing purposes-It is not a defined methodology industry must utilize.
The Government is looking for industry feedback regarding this updated approach. Specifically, obtaining insight into industry's ability to price the approach, or, if unable, the specific failures in the approach. Additionally, obtaining feedback on potential proposal/pricing risks, issues, concerns, and solutions associated with each. The Government asks that responses be as specific as possible as industry feedback is crucial and valued.
Please provide specific/detailed feedback to this approach by 1200 hrs (noon) 14 Feb 14 to the POCs listed below.

DESCRIPTION:
Air Education and Training Command (AETC) Contracting Squadron (CONS) is seeking industry feedback concerning the draft Performance Work Statement (PWS) for Base Operating Support (BOS) services at Maxwell Air Force Base in Montgomery, Alabama. This notice is issued for informational and planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. Contact with other than AETC CONS Government personnel by potential offerors or their employees regarding this project is prohibited.
AETC CONS is interested in obtaining industry inputs regarding the requirements. Specifically, identification of areas that could require additional explanation, potential future issues, and/or areas that could be refined to provide a clearer understanding of the requirements. Time permitting, all relevant questions will be answered and uploaded in a future attachment to this posting. There will be no company identifying information in a question and answer posting.
