T-03-3013B.1.2 page PWS 3-B19 – 3-B20Amendment 0003 provides a table showing updated information in the “Last Completed Painting” column, however, 5 aircraft (BT-15, B-52, F-105, F-101 and MH-53) have all passed their 6 year time frame for scuff sand and repaint IAW the PWS. Should offerors expect that these 5 aircraft will be completed prior to the completion of the current contract (15 May 2016)? If not, should offerors plan on pricing this work into the Base Period to bring the schedule current, and then again in Option Year 6 to accommodate the 6 year cycle for scrub and paint?All aircraft will be painted according to the schedule prior to the end of the current contract. All Offerors should plan on painting every aircraft that comes due during the contract according to the schedule. That means that any aircraft painted in the first year of the contract will require another painting if the SP earns the second IOP.
T-21-30221.1.2.3.3With the addition of the statement “Provide all initial and recurring airfield driving training for all 42 ABW personnel,” please provide the monthly and/or annual workload associates with this addition.There are currently approximately 323 airfield drivers assigned to the 42 ABW and around 80 new personnel per year that require training. Note: 21B updated to reflect training requirements

T-32-304Appendix 32B, Estimated Workload DataThe workload in this section has changed from “150 aircraft per month” to “12,000 aircraft operations per month”. Please define “aircraft operations” for this application, additionally, please validate that the 12,000 per month quantity is correct.The number 12,000 is the Tower Traffic Count. It entails any aircraft that the tower communicates with in the Maxwell airspace. Many of these aircraft will request weather forecast and current condition information.
T-02-3052.1.2.25.2Reference states “Government fuel products that are issued to refuel government owned, government leased, or contractor leased/government operated vehicles and government owned equipment will be charged to the government through the use of a “T” DODAAC with the Maxwell- Gunter AFB FP supplementary address for billing.” It is our assessment that the service provider will have to purchase or lease a number of vehicles (school buses, airfield management). Will the government not also pay for fuel for those required vehicles or does the service provider pay for all fuel for contractor owned/contractor operated vehicles?Yes, the SP will pay for all fuel costs for contractor owned/leased vehicles (i.e., school buses, you drive it fleet, airfield management). Please refer to paragraph 2.1.2.25.1 "2.1.2.25.1. The contractor is authorized, but not required, to use the military service station on Maxwell-Gunter AFB. Government fuel products that are issued to refuel contractor owned or leased vehicles (operated by the contractor) and equipment used solely to perform the requirements of this contract will be charged (based on the current DESC Price Bulletin) to the contractor through the use of a “T” DoDAAC."
T-07-306CLIN 0008/ CLIN 0010In RFP Amend 3, CLIN 0008 states “IAW - PWS Section 7 Para. 7.1.2.1.2.” without exclusion, which would mean everything in para 7.1.2.1.2 is included in CLIN 0008, while CLIN 0010 states “IAW - PWS Section 7 Para. 7.1.2.1.2.2.” which is naturally included in para 7.1.2.1.2. Please clarify what paragraphs specifically are included in CLINs 0008 and 0010.Changed the Schedule B for CLIN 8 to read 7.1.2.1.2.1.
T-07-3077.1.1 line 8Paragraph 7.1.1. line 8 Added, “Establish and Provide a Public Address/Video Support Work Center and a Video Teleconference Support Work Center.” Unfortunately, there is no amplifying information in the PWS section 7 to describe the work of this VTC Support Work Center nor is there workload data associated with it, only blanks. Also, it is not clear which CLIN this VTC Support Work Center would be priced under. Please provide amplifying information and workload data in the PWS and clarifying CLIN the work should fall under.VTC removed from paragraph 7.1.1. line 8, also VTC removed from Work Load Table. VTC remains in “Priority Service Level & Restoration Matrix Table” due to the contractor’s responsibility to the O&M of OSP/ISP infrastructure.
T-07-3087.1.2.2CLIN 0011 (amended) states “IAW - PWS Section 7 Para. 7.1.2.2. (excluding 7.1.2.2.1.1.). Para 7.1.2.2.1.1 discusses LMR requirements and is included in CLIN 0012 (unamended) however the PWS also describes LMR responsibilities in paragraphs 7.1.2.2.1.2 thru 7.1.2.2.1.10 which, according to an exact reading of the RFP, would be included in CLIN 0011 (having not been excluded along with para 7.1.2.2.1.1, nor specifically included in CLIN 0012). Please clarify what LMR work is included in which CLIN.The Schedule B has been revised. CLIN 0011 has been changed to read “…PWS Section 7 Para. 7.1.2.2. (Excluding 7.1.2.2.1.1. through 7.1.2.2.1.8.) and CLIN 0012 has been changed to read “…7 Para. 7.1.2.2.1.1. through 7.1.2.2.1.8.)
T-28-30928.1.1The Government answers, "D" to question # 3 in the RFP QAs Consolidated line 231. Would the Government further explain this response?There is no way for the government to determine how the CBAs will affect the SP’s subcontracting plan. All terms and conditions set forth in the CBA must be applied to the SP’s proposal for the positions identified.
T-28-31028.1.2.3Is the former library on Gunter Annex part of this requirement? If so, please describe the requirements for this facility. If not, is the resource center requirement only pertaining to the former Maxwell AFB community library that is now transitioned to the resource center?The Library at Gunter is no longer part of this requirement. The resource center is only located on Maxwell. There are approximately 10,000 children’s books in the Resource Center.
T-28-31128.1.2.3Please provide detailed metrics and workload data for military and non-military customers, e.g., number and types of professional books, periodicals, and children/youth books and materials.Customers are not separated between Military and Non-Military there are no metrics to provide. Children’s books are the only media left in the Resource Center. They are for in-house use and may not be checked out.
T-28-31228.1.2.3.1Please describe the information technology (IT) and information access services and infrastructure in-place at the resource center. For example, is the IT network connected to the Government-base IT infrastructure or does it have separate access to the Internet and is it completely unrelated to the Government IT network?It is both. There are four systems hooked up to the government NIPR network and 16 that are hooked up to a commercial internet source.
T-28-31328.1.2.3.2Please describe the computer system hardware at the resource center and whether or not it is GFE.All systems are done with a Standard desktop configuration. All of the equipment is listed as GFE in Appendix 2FE.
T-28-31428.1.2.3.2Please describe the computer system hardware at the resource center; its status as whether or not it is GFE; and how purchase and repair of and modifications to are accomplished. For example, are modifications and equipment purchases achieved utilizing NAF funds managed by the contractor?All systems are done with a Standard desktop configuration. All of the equipment is listed as GFE in Appendix 2FE. Equipment is replaced as needed as part of the GFE refresh that is done every year. For the NIPR network computers, the maintenance will be provided IAW 28.1.2.3.1. and 28.1.2.3.2. For the commercial internet computers the Resource Center personnel will maintain the commercial computers. There will be no NAF funds spent on the Resource Center.
T-28-31528.1.2.3.4What is the Government's policy with regard to unaccompanied children access and utilization of the resource center, i.e., must children and youth under a certain age be required to be accompanied by a parent or guardian? We would like to know whether special background or certifications are required for employees working with unaccompanied children.There is no specific guidance for the Resource Center but IAW Maxwell AFBI 34-101 no child under the age of 10 may be left unaccompanied. Since all of the employees will be working with the computer systems in the Resource Center they will be required to have a National Agency Check (NAC) IAW PWS section 2.1.2.3.3. There are no additional security checks required for work in the Resource Center.
T-28-31628.1.2.4.1Because this requirement was removed from the DRAFT PWS dtd 14 Mar 2015 -- before the most recent Industry Day and walkthrough -- would the Government provide details about this requirement? Specifically, how does the incumbent contractor meet this requirement, e.g., number of personnel, position description, minimum skills requirement, etc? Are the requirements described in the current requirement more, the same, or less than those required of the incumbent contractor?The work performed by the incumbent contractor has no bearing on prospective offerors. Please refer to PWS 28.1.2.4. and PWS section 28B numbers 63-87 for work requirements for Services Division Logistics Support. Use also your own experience to propose for this work.
T-28-31728.1.2.4.1Please describe in detail what is required of the contractor to meet the following requirement: "Administer all aspects of property management throughout the Services organization"? Please describe and identify the "Services organization."Please refer to PWS 28B numbers 63-87 for work requirements for Services Division Logistics Support. Please also refer to AFI 34-204 for specific guidance.
T-28-31828.1.2.4.1Please describe in detail the "aspects of Logistics Support" required. T-28-31928.1.2.4.4What NAF facilities are included within the contractor's responsibility for "impartial resale inventory at NAF facilities?"Every NAF facility on Maxwell/Gunter will be included.
T-28-32028.1.2.4.4.1Please describe/define the following, which are not referenced elsewhere in the PWS: Chief, LSS, NAFFA; Activity managerChief, LSS: Chief of Logistics Support Serveries see AFI 34-204 for a more in-depth explanation. T-28-32128.1.2.4.Please provide workload data for the inventories required, e.g., how much property, what time of property, where is the property located, who is the custodian of the property, etc?The workloads for inventories are below along with approximately how much property (these change monthly). Workload data will be added to the PWS. The property numbers listed below are only line items, there could be multiple amounts for each item (i.e. one line item is chair, but there may be 50 chairs on the line). The type of property can be found in AFI34-204. The property is located at each activity listed below and the custodian and alternate custodians are appointed by the Force Support Squadron commander. The custodian is usually the activity manager (also stated in AFI34-204) but not always. Additional workload has been posted to PWS Appendix 28B
T-28-32228.1.2.4.4.1Please describe the contractor's duties related to the inventory and resale of inventory, i.e., once identified, where is the central location? Is it the contractor's responsibility to market DRMO property for resell?The contractor is responsible for watching the activity manager or designee count the physical inventory as a disinterested observer and will then report findings to the NAFFA. No, the contractor is not responsible for DRMO resell.
T-28-32328.2.6Please provide the "local operation checklist" for the Resource CenterThis checklist is part of a new service summary. It will be provided as part of the metric worksheet during the Transition period after contract award
T-28-32428-FA-1PWS states Building 811, Butler Ave (old commissary), but we viewed the Gunter Fitness Center at 175 West North St, Bldg 800. The 14 Mar 2015 DRAFT PWS also listed Building 800. Please provide details about the change in location and include the total square feet of the new location. Also, please describe the changes from the old fitness center and the new location.Both building 800 and 811 will be part of the Gunter Fitness facilities. Building 811 is a new renovation and is not up and running yet. Please use the existing Maxwell Annex (689) as a similar comparison for equipment and facility size.
T-7-3257.1.1Upon review of Section 7.1.1 and all related data provided it is unclear as to the requirements regarding VTC support. Is the offeror to provide maintenance only; or include operations and maintenance? Is the offeror to provide customer training, if so what types? Is the offeror responsible for the scheduling related to the operation of the various VTC centers and facilitation of said use? If so can the Government provide an estimate of annual hours for facilitating the VTC sessions?VTC removed from paragraph 7.1.1. line 8, also VTC removed from Work Load Table. T-12-32612.1.2.1.1.5Urgent Purchases are required to be performed within 5 days, however all material requirements for 3A CM are required to be processed within 3 duty days. Can the Government please provide clarification as to how these two requirements differ and provide a definition of “urgent purchases” and “material requirements” to allow the offeror to properly ensure timelines are managed as the requirements dictate?Paragraph 12.1.2.1.1.1.5 which discusses the requirement for urgent purchases has been removed.
T-25-32725.1.2.2.6The answer to Q&A T-00-044 states that the workload data in 25B.1 was updated to include information regarding bus schedules. However, it does not appear that the information is included in the updated 25B.1. Would the Government please provide information regarding bus schedules?The workload has been updated.
T-28-32828.2 Service Summary, Item 28.2.6The reference PWS summary for Community Services requires 95% compliance with a local operations checklist for the Resource Center, but this check list is not referenced on the Appendix 28 A Publications list, nor is this checklist included in the Technical Library. Would the Government please provide this checklist to Offerors?This checklist is part of a new service summary. It will be provided as part of the metric worksheet during the Transition period after contract award.
T-11-329CLIN XX69The answers to question T-00-001, T-00-226, and T-00-230 state that CLIN XX69 is designed to cover the cost of materials to perform the work to meet the requirements in PWS Section 11.1.2.2, which includes all of the Operation and Maintenance functions in Section 11 of the PWS. 1. Is CLIN XX69 intended to cover ALL material costs related to 11.1.2.2, including work for which labor costs are included in FFP CLINs? In this case, no materials would be included in the FFP CLINs for Section 11 (i.e. CLINs XX32 through XX42) and all materials cost would be covered by CLIN XX69. 2. Is CLIN XX69 intended to cover only the cost of materials for work that falls outside the Priorities 1, 2 and 3a work included in the individual Section 11 CLINs? In this case, labor and materials would be included in the individual FFP CLINs, and CLIN XX69 would only cover materials for work that is not included in the FFP and which would be performed only at the direction of the Government.1) CLIN XX69 is designed to cover ALL material costs related to 11.1.2.2. Labor will be proposed as part of the CE FFP CLINS. No material costs will be included in the FFP CLINS. 2) All material costs will be covered by CLIN XX69 for all work accomplished under PWS 11.1.2.2. regardless of priority.
T-11-33011BThe table provided in PWS Section 11B.1.2.1 summarizes the RWP, Emergency and Urgent tasks and hours for FY10 – FY12. Details of the facilities to be maintained and repaired are provided within the Additional Operations Workload Data and 7115s in the Technical Library. Does the summary data in 11B.2.1 include all the tasks and hours required to maintain and repair the facilities in the Additional Operations Workload Data and 7115s, or should the work required to maintain and repair the facilities described in the Additional Operations Workload Data and 7115s be considered an addition to the workload provided in 11B.1.2.1?Additional workload data should be considered an addition to the workload provided in 11B.1.2.1.
T-25-33125FFThe answer to Q&A #T-00-057 states that the vehicles listed in 25FF.1.2 as Government Provided, Service Provider Operated would be broken out into categories to facilitate estimating the replacement costs. However, the vehicle descriptions were removed and the vehicles are now identified only by their make. To determine the cost of replacements, will the Government provide the vehicle descriptions included in the previous PWS, or can the offerors utilize the descriptions provided within the prior issued Performance Work Statement in conjunction with the information in the Amendment 3 PWS to estimate the necessary replacement costs?The workload has been updated.

T-12-33312.1Based on the above referenced paragraphs, the Service Provider will be performing procurement activities on behalf and at the direction of the Government to support cost reimbursable tasking. The requirements outlined in the PWS are those typically only levied on Governmental procurement for procurements over $25k and to be procured through Government wide contracts and Federal Supply Schedules. It is our experience that prime contractors do not have access to use FPO to solicit for subcontractors/vendors. Will the SP be granted access to these systems to support the requirement? Other areas in the text indicate Government oversight and control of the dollars spent in this section, i.e. “best value shall be approved by Contracting Officer Technical Representative”. However, 12.1.2.1.1.1.10.2. states for construction work less than $100,000, include the costs in the SP’s FFP CLIN X033. Please confirm the procurements/purchases supporting the service provider’s fixed price construction work under $100,000 do not fall under 12.1.2.1.1 but instead fall under the service providers normal purchasing system outside of the unique Government provisions in 12.1.2.1.1. in support of CLIN X033.To be answered in a future amendment
T-30-33430 And CLIN 0063RFP CLIN 0063 states “Human Resources Management and Administration of A&FRC Services: IAW PWS Section 30 Para. 30.1.2.5. PWS reference includes Airman and Family Readiness Center requirements, yet 30.1.2.6 also includes A&FRC requirements that fall under “Support for Special Functions and Interest Requests”. However para 30.1.2.6 is not included in CLIN 0063 (or any CLIN that we could see) for pricing. Please clarify if the government intends to include Support for Special Functions and Interest Requests in the scope of this contract and what CLIN it should be included in.To be answered in a future amendment
C-001We note that the WD the gov’t has incorporated is WD# 2005-2011, dated 12/22/2014, but there is a more current version dated 07/08/2015. In this newer version the H&W has increased to $4.27 per hour from $4.02. Does the gov’t wish us to price with the latest Wage Determination or with WD 2005-2011?To be answered in a future amendment

C-005Comment: Answer to Q&A #C-00-004 states “CBA 9504 expires on 30 June 15, and CBA 13350 expires on 31 July 15. The new CBAs will be incorporated into the solicitation and offerors will be allowed to adjust their pricing volume accordingly as the new CBAs are released.”

Question: As there are no valid CBA’s in place, if an Offeror staffed and priced former CBA position as SCA positions, would the successful Offeror be entitled to an equitable adjustment once the new CBA’s are ratified and incorporated into the contract? To be answered in a future amendment
