OPERATIONS

The workload data provided below is for historical purposes only. Civil Engineering across the Air Force is currently under revision. Consequently, the Installation Engineering workload will be re-vamped to comply with higher headquarters mandated transformation; future workload may be 10% – 25% less than the historical averages in a given area.

PAVEMENTS: Made up of various types of materials that includes for example concrete, asphalt clay or dirt.

NEXGEN INFORMATION TECHOLOGY (IT): The Air Force is transitioning to a commercial, off the shelf (COTS) software that will replace the current web based IWIMS and ACES systems. The old and new system is used to track and records all aspects of Civil Engineering business, to include for example labor and time management, creating and tracking small and large jobs by applying job unique number identifiers, cost accounting and billing.

SECTION 11 OPERATIONS

HISTORICAL WORK CLASSIFICATION:

1. Emergency, urgent, and routine work requests include maintenance and repair work (usually) less than 50 man-hours for each one.

2. Operations include work that is continuous in nature to include for example boiler & chiller operations, EMCS control desk, digging permits, pool maintenance, and equipment maintenance.

3. Work orders, or planned work, are work that is between $2,500 and $50,000 total cost (labor and Materials). This work is accomplished with in house labor when determined more cost effective than using an outside contractor. The in house labor force is called “Heavy Repair”.

As this function was not utilized on the preceding contract there is no work load available. A good depiction of total work within this range is in Appendix 11 B page 12 in the Design section

CATHODIC PROTECTION:

HEATING VENTILATION AIR CONDITING (HVAC):

Facilities at Maxwell and Gunter have either stand-alone HVAC systems or are fed through the chiller plant (Bldg 1410 at Maxwell; Bldg 1415 on Gunter)

• The Maxwell chiller plant has six chillers, each sized at 800 tons capacity each, this plant is operated year round

• The Gunter chiller plant has three chillers, two sized at 250 tons capacity each, one at 500 tons capacity, this plant only runs during the summer months

The Maxwell chiller plant provides two circuits or loops called the Academic Loop and the Industrial Loop.

• There are 32 facilities served by the chiller plant.

• Typical winter operations requires 1 to 2 chillers to run where as summer operations require 4 to 5 chillers, depending on the heat and humidity

• There are 42 facilities on a two-pipe system and require a changeover from heating to cooling and cooling to heating each year.

Maxwell has water treatment to 42 facilities.
