As a result of the delay in the issuance of the FRFP, to be fair to industry, and to ensure the interest of the Government is best served, would the Government expand the Recency period beyond three (3) years, and/or increase the number of Past Performance reference submittals beyond six (6)?

| Vectrus Systems Corp., Maxwell Air Force Base, Alabama, has been awarded a $62,221,604 firm-fixed-price incentive bridge contract for base operating support services. The contract includes, but is not limited to maintenance including foreign object damage and dropped object, resource management, communications/information technology, publishing management, civil engineering including asset management, operations and maintenance. Work will be performed at Maxwell Air Force Base, Alabama, and is expected to be complete by Nov. 14, 2016. This award is the result of a sole-source acquisition. Fiscal 2015 operations and maintenance funds in the amount of $41,628,443 are being obligated at the time of award. The 338th Specialized Contracting Squadron, Joint Base San Antonio-Randolph, Texas, is the contracting activity (FA3002-15-C-0008). | The cited publication is not a part of this RFP and should not be considered during proposal preparation. Some of the data missing in para L.3.5 is actually included in another section of the proposal. Specifically, Organization (requested in the Table at L.2.1) is presented in Volume II, Section 4.1, Organizational Structure. We presume that the Table at RFP Section l.2.1 will be revised to delete the redundant line item 1.5 Organization, and that the two follow on line items will be renumbered to 1.5 and 1.6.
The other RFP Section L.2.1 line item missing in RFP Section L, para L.3.5 is Teaming Arrangements and/or Letters of Intent. We presume submittal instructions will be provided in RFP Section L, para L.3.5 for these teaming agreement documents requested by Section L.2.1, page 303.
Your presumptions regarding the table at L.2.1.1 are correct, the Organization row located in the Volume V section has been deleted and the items that followed have been renumbered.
In addition, the paragraph at L.3.5.1.4 and its subsequent paragraphs have been shifted down and renumbered. The new paragraph located at L.3.5.1.4 now gives instructions to offerors regarding Teaming Arrangements and/or Letters of intent.

| Yes, there is a $100K threshold where work priority 1, 2, and 3 corrective maintenance would be handled as a project event. See paragraph 11.1.2.2.4.1.4 Work Order Planning. The Government will review, approve/disapprove, and make a final determination on which work requests are to be performed by in-house capabilities for planned work and which will be accomplished as engineering projects. The service provider shall be responsible for work less than $100K (includes planning, programming, designing, contracting action, and funding and executing and management). The service provider shall determine the best method to execute. Ensure planned work meets required prioritized category, estimated start and completion timelines, and within estimated costs. | |||
