About this file

This document is a Memorandum for Record detailing site visit meeting minutes for Facility Services (Contract FA2823-26-Q-0005) conducted on 08 January 2026, focusing on two buildings (15021 and 15022). For Building 15021, significant electrical and infrastructure issues were noted, including incomplete fire detection, required electrical work, panel configuration challenges, power outlet needs, and water intrusion problems. Specific observations include the need to update electrical diagrams, add power outlets below displays, address HVAC air flow limitations, and resolve water leakage issues with detached seals and hanging insulation.

Building 15022 requires HVAC and structural maintenance, with additional observations of a leaking mantrap, fire detection system faults, and back door seal problems. The buildings are separate and not interconnected, with each having unique characteristics such as wall textures and infrastructure conditions. Two key Government Action Items were highlighted: finalizing electrical panel requirements and confirming display mounting hardware needs. The site visit was conducted by the Contracting Officer to assess facility conditions and document necessary repairs and modifications for future maintenance efforts.

MEMORANDUM FOR RECORD

SUBJECT: FA2823-26-Q-0005– Facility Services for Non-Real Property Site Visit Meeting Minutes

1. The following notes were taken at the site visit held on 08 January 2026:

Building 15021:

-The fire detection is not complete like Bldg 15022, notice does not go to the Fire Department.

-Electrical work is required only in this one building.

- Move third panel (which is empty) to far side of the bldg. (per drawings). If panel cannot be moved to the desired location please advise.

- The existing panel will not be large enough to accommodate, will have to add another panel or a smaller one to supplement the existing. Government Action Item to finalize this requirement.

-Electrical diagram needs to be updated to include most recent work accomplished since drawings.

- Flexible power solutions for the sockets may be needed due to not being able to drill/tie to the floor.

- Power outlets to be added below the televisions/monitors.

- Mounting rack is not needed in this location since the panel is being mounted to the right of displays.

- Government is providing the tvs/monitors and mounting hardware. There are a total of 17 displays to be mounted; some 55”, some 24”. The Contractor may need to add more bars to the mounting racks.

Government Action Item to finalize this requirement.

- A minimum of 2 more communications racks will be added in the future and there is a UPS being installed later. There are no Comm requirements in this effort.

- HVAC gets faults of limited air flow; air filters @ top of pipe may need to be cleaned. It was CO’s understanding that this was in regards to the HVAC, but later at the other building it sounded like it may have been regarding fire detection? Requiring Activity to advise.

- HVACs are just the thermostats, not tied to base control system.

- Electrical specs need updating.

- Dedicated 220V outlets, stack on each other or side by side, vertical, however.

- Flood lights outside will trip breaker on inside and outside lights.

- There are no emergency lights in the building.

- GCI outlet replacement needs to be on separate circuits.

- PWS 1.5.6: problems with water in the building; there are notes on the walls and tape on the floors identifying problem areas. The square taped on the floor in the front of the building shows a drip point.

The seal has come detached, insulation hanging.

- There is a little rust in mantrap, but its worse in Bldg 15022 because it is 2 years older.

- The HVAC disconnect is inside where the electrical panels are.

Building 15022:

- This one only needs HVAC and structural work for the immediate maintenance and repair.

- The mantrap leaks badly.

- Each building is separate, they are not tied together.

- HVAC controls are identical to Bldg 15021

- There is no issue perceived with the Contractor being able to use the water hose tied to Bldg 40 for reasonable amounts of water like hosing down filters.

- The fire detection system alarm is faulting, its probably due to filters.

- Back doors leak, water collects in the groove on the floor. Its probably bad seals.

- The texture on the walls is perforated metal, unlike the smooth metal in Bldg 15021.
