About this file

This document is a Consolidated Requests for Information (RFI) for Solicitation FA2823-26-Q-0005, covering Facilities Maintenance for Non-Real Property. The contract is structured for a 5-year period with a base year and four 12-month option periods, with immediate repairs to be completed within two months of award. The total not-to-exceed value for Above and Beyond Maintenance CLINs is $285,000.00, with payments only occurring after completed and accepted work. Key maintenance activities include annual inspections for HVACs, electrical panels, and fire alarm systems, with additional maintenance and repair work to be authorized by the Contracting Officer on an as-needed basis.

The solicitation includes specific requirements for equipment rack installation, with detailed specifications such as steel column anchoring, maximum rack dimensions of 71" x 79" x 6", and no seismic or submittal approval requirements. Invoicing will occur after annual inspections and completed maintenance/repair authorizations, with the Contractor required to provide quotes for materials, labor classifications, hours, and travel for each specific maintenance request. The government will review and approve these quotes before authorizing work, ensuring a structured and controlled approach to facilities maintenance across two buildings.

FA2823-26-Q-0005 –Facilities Maintenance for Non-Real Property Consolidated Requests for Information As of 17 December 2025

Question 1): The language in the PWS reads as if the contractor is performing both repairs and preventative maintenance services, however the pricing documentation reflects only annual inspections annually. This includes filter changes which the PWS states should be performed in accordance with the manufacturer’s specifications. If that is the case, the frequency should be based off that instead of an annual requirement.

Additionally, if preventative maintenance is to be performed the industry would need an equipment list for the two buildings outlined in the scope of work to provide the most accurate quote.

Response 1): The maintenance and repair would occur on the Above and Beyond CLIN and would be priced when there is a need for maintenance or repair (stemming from the annual inspection). The only prices we are seeking for the Above and Beyond CLIN are the 6 labor categories that we feel will be used most often. Any other labor categories would be negotiated at the time we do the maintenance and repair authorization. Basically, the Awardee provides us a quote for materials, labor classifications and hours, and any travel. The Requiring Activity will ensure that the materials and labor mix and hours are necessary for the work to be completed, and then the CO determines those prices fair and reasonable and sends the Contractor a Maintenance and Repair Authorization letter saying you may proceed with the work and then when the work is complete the Contractor invoices in WAWF under the Above and Beyond CLIN for the negotiated amount. For the list of materials: The maintenance and repair will stem from the annual inspection so the Awardee will be able to see the equipment on an annual basis therefore a list of equipment is not needed to quote. Its just the HVACs, electrical panels, and fire alarm, there is no plumbing in these containers.

Question 2): Regarding the Equipment Racks in PWS 1.5.7: Please confirm whether each Government-furnished display requires its own rack, or if multiple displays may be mounted on a single rack?

Response 2): The PWS has been updated to clarify that only one (1) additional rack is required. The current racks are Unistrut racks. See PWS dated 17 December 2025.

Question 3): Regarding the Equipment Racks in PWS 1.5.7: Are there any preferred, minimum, or maximum rack dimensions (height × width × depth), or required clearance constraints?

Response 3): Maximum Width from Beam to Beam is 79” We have 3 other struts installed the dimensions of the strut next to the strut, the contractor will be installing is below:

Maximum rack dimensions 71” x 79”x 6” Dimensions of the current strut that is installed.

There are 2 struts that are horizontal they are 48” apart top to bottom There are 4 vertical struts they are 48” Height and are 21”-24” apart between each vertical strut There is a wall that is about 54” from the left structure beam. The wall t is a portable wall so it can be moved.

There is another strut that supports an electric line outside of the portable wall that is 61.25” from the structure beam. (Left to Right).

Question 4): Regarding the Equipment Racks in PWS 1.5.7: Please confirm the column type intended for anchoring (steel or concrete) and whether floor anchoring is permitted in addition to column anchoring.

Response 4): Steel

Question 5): Regarding the Equipment Racks in PWS 1.5.7: Are there any seismic, lateral load, or vibration requirements applicable to rack anchoring?

Response 5): No

Question 6): Regarding the Equipment Racks in PWS 1.5.7: Will the Government require submittal approval (rack cut sheets and anchoring details) prior to installation?

Response 6): No

Question 7): First, can you confirm that the total contract value for the entire contract period is $145,000, and how that amount is structured for payment? Specifically, is invoicing tied only to completed and accepted work, or is there any type of monthly or recurring payment if no work is performed in a given month?

Response 7): We will not know the entire contract value until we have an acceptable offer. The only values we know now are the Not to Exceed Values on the Above and Beyond Maintenance CLINS (X002). Those values total $285,000.00. Please see the Pricing Workbook for pricing breakdown.

Payments only happen after completion of work. Invoicing on CLIN 0001 would be after the work has been accomplished. Invoicing on CLINS 1001, 2001, 3001, and 4001 would occur after the annual inspection occurs.

Invoicing on CLINS 1002,2002,3002 and 4002 would occur after the work for each maintenance/repair authorization has been completed.

Question 8): I also wanted to clarify the timing. The documents mention completing the initial work within two months, while the contract period spans multiple years. After the initial repairs are completed, what level of ongoing support or availability is expected for the remainder of the contract?

Response 8): The immediate repairs are to take 2 months to complete. The total contract will be for a 5-year period if all options exercised (base year and four 12-month options). The first option period would be exercised within 365 days from award of the contract. So that would probably be a 10-month period from completion of the immediate repairs to the next event, the annual inspection, unless something comes up that they need it sooner. The Above and Beyond Maintenance and Repair CLINS would be exercised at the same time as the Annual Inspection CLIN and both periods of performance would be a year. The Awardee and the End User would negotiate the annual inspection timeframe and logistics, but to make it easier the period of performance (PoP) will be for one year on the Annual Inspection CLIN, too. The remaining option periods would fall on the same schedule.

Example: Say performance starts on the immediate repairs 1 Feb 2026 and runs through 31 March 2026. We will exercise the first Annual Inspection option (1001) and the first Above and Beyond Maintenance option (1002) by 1 Feb 2027 with a PoP of 1 Feb 2027 through 31 Jan 2028. CLIN 2001/2002 will have a PoP of 1 Feb 2028 – 31 Jan 2029, remaining CLINS would follow suit.

Question 9): Lastly, for inspections and any follow-on repairs, are inspections included in the overall contract value, and is any additional repair work only performed and paid once approved by the Contracting Officer?

Response 9): All CLINs will be included in the overall contract value. Please see the Pricing Workbook Attachment #3. The Annual Inspection CLINS can be invoiced once the annual inspection has taken place and the Government has received the deliverable(s). Any additional maintenance and repair work stemming from the annual inspection will be approved by a Contracting Officer before any materials are ordered or any work is performed via a Contracting Officer signed maintenance/repair authorization. Once the maintenance and repair work under that maintenance/repair authorization has been completed the Contractor would invoice in WAWF under that CLIN, X002.
