About this file
This document is a Consolidated Requests for Information (RFI) for Solicitation FA2823-26-Q-0005 regarding Facilities Maintenance for Non-Real Property, dated 11 December 2025. The RFI contains a vendor question and government response focused on clarifying maintenance and repair service expectations. The solicitation covers maintenance services for two buildings, specifically involving HVACs, electrical panels, and fire alarm systems.
The key procurement approach involves an "Above and Beyond CLIN" (Contract Line Item Number) where maintenance and repair will be priced on an as-needed basis following annual inspections. The government is seeking pricing for six primary labor categories, with additional labor categories to be negotiated during specific maintenance events. The contractor will provide quotes for materials, labor classifications, hours, and travel, which will be reviewed by the Requiring Activity and Contracting Officer for fair and reasonable pricing. After work completion, the contractor will invoice through the Wide Area Workflow (WAWF) system under the Above and Beyond CLIN.

FA2823-26-Q-0005 –Facilities Maintenance for Non-Real Property Consolidated Requests for Information As of 11 December 2025
Question 1): The language in the PWS reads as if the contractor is performing both repairs and preventative maintenance services, however the pricing documentation reflects only annual inspections annually. This includes filter changes which the PWS states should be performed in accordance with the manufacturer’s specifications. If that is the case, the frequency should be based off that instead of an annual requirement.
Additionally, if preventative maintenance is to be performed the industry would need an equipment list for the two buildings outlined in the scope of work to provide the most accurate quote.
Response 1): The maintenance and repair would occur on the Above and Beyond CLIN and would be priced when there is a need for maintenance or repair (stemming from the annual inspection). The only prices we are seeking for the Above and Beyond CLIN are the 6 labor categories that we feel will be used most often. Any other labor categories would be negotiated at the time we do the maintenance and repair authorization. Basically, the Awardee provides us a quote for materials, labor classifications and hours, and any travel. The Requiring Activity will ensure that the materials and labor mix and hours are necessary for the work to be completed, and then the CO determines those prices fair and reasonable and sends the Contractor a Maintenance and Repair Authorization letter saying you may proceed with the work and then when the work is complete the Contractor invoices in WAWF under the Above and Beyond CLIN for the negotiated amount. For the list of materials: The maintenance and repair will stem from the annual inspection so the Awardee will be able to see the equipment on an annual basis therefore a list of equipment is not needed to quote. Its just the HVACs, electrical panels, and fire alarm, there is no plumbing in these containers.
