About this file
This document is a sample subcontractor/teaming partner consent letter template for releasing past performance information during a federal procurement process. The template is specifically designed for a Department of the Air Force solicitation (RFP number FA2823-24-R-0032) related to Mobile Targets. The consent letter allows the government to discuss a subcontractor's or teaming partner's past performance information with the prime contractor during the source selection process, facilitating a comprehensive evaluation of performance capabilities.
The template requires the subcontractor or teaming partner to sign a consent form, providing their signature, company name, and address, which authorizes the disclosure of their performance history. This document is intended to support the government's increased emphasis on past performance as a key factor in determining best value during source selection, enabling a more transparent and comprehensive review of potential contractors' qualifications.

SAMPLE SUBCONTRACTOR/TEAMING PARTNER CONSENT LETTER
FOR THE RELEASE OF PAST PERFORMANCE INFORMATION
TO THE PRIME CONTRACTOR
Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a Prime Contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the Prime Contractor during exchanges. In an effort to assist the Government’s Past Performance evaluation team in assessing your recent past performance relevancy and confidence, we request that the following consent letter be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent letters should be submitted as part of your Past Performance subfactor submission.
