About this file

This is a Questions and Answers document for draft RFP FA2823-25-R-0005 for Mobile Land Targets IDIQ, dated January 23, 2025. The document clarifies that the current deadline of January 27, 2025 is only for feedback on the draft RFP, while the actual RFP will have a 30-day response period when issued.

The Q&A clarifies several key points: no pricing or past performance documentation is required during this draft phase - only feedback on potential issues with the RFP structure; the contract will cover delivery of mobile land targets including fabricated replicas that can range from non-functioning to fully operational vehicles based on order specifications; no range labor support is required, only delivery of items; and a technical POC from the requiring activity is assigned to the program. The document also confirms that Past Performance forms (Attachments 6 and 7) and Financial Responsibility Questionnaire (Appendix C) will only be required when responding to the final RFP, not during this draft feedback phase.

FA2823-25-R-0005 – Draft RFP for Mobile Land Targets IDIQ Consolidated Requests for Information As of 23 January 2025

Question 1): The RFP closes on 27 Jan 2025?

Response 1): Yes, its just a draft RFP to get vendor insight on what you think of the proposed RFP and if you see any issues with it from your perspective. That closes 27 Jan at noon, and then we will use responses received to amend the RFP details accordingly and then once we get clearance to post an actual RFP that one will not be open for such a short period of time. The addendum in FAR 52.212-1 on the draft SF1449 has offers being due 30 days from solicitation. If that will not be enough time, please include that in your responses regarding the draft RFP.

Question 2): We need to email our responses to you, (kristina.brannon.1@us.af.mil)?

Response 2): Yes, please email me your responses.

Question 3): Does the instructions mean that "Once the RFP is issued" - then we have to submit the pricing for the three sample item? Or does it mean that we have to submit the pricings for the three examples, with our response of your current RFP closing on 27 Jan?

Response 3): No, that would be for the real RFP, the only things that need to be submitted for the draft RFP responses are any concerns or issues you have with what we have posted. That way we can take that into account when the real RFP gets posted.

Question 4): We are only supposed to fill out and submit the Past Performance A (Attachment 6) correct?

The other - Past Performances B (Attachment 7) is for the Contracting officer/agency, correct?

Response 4): Submission of these are during the real RFP. Offerors would complete Appendix A and the agencies/orgs that you are requesting past performance from would complete Appendix B. If I were an Offeror, I would complete Section 1 of Appendix B so those responding are more likely to know what project you are referring to, and then also because the less information they have to complete the more likely they will respond, but that is up to the Offeror.

Question 5): Does that mean that the Appendix C, Financial Responsibility Questionnaire will also be due at the time of real RFP, and not now?

Response 5): Yes, nothing is due now except your thoughts on what was posted.

Question 6): Is there a TPOC associated with this program?

Response 6): Yes, we have a requiring activity who is our technical POC.

Question 7): I am trying to understand the definition of "mobile target". Does the target have to be the physical vehicle? We make 1:1 high fidelity replicas that stimulate sensors for targeting purposes so there are no keys, engines, titles, etc associated with the vehicle. Our replicas are fitted with a common robotic chassis to provide mobility.

Response 7): The SOO lists the type of vehicles required and it sounds like you would fall under the fabricated targets section. Each order would specify the condition of the vehicle required. Some may not need to run, others may need to be identical to the vehicle requested.

Question 8): Would this require range labor support or delivery support only?

Response 8): This would not require any Range Support, just delivery of the item(s).
