Example Project 1 Mobile Target
11 September 2024
1. Introduction The 96 RANSS/RNRT Mobile Targets Section (MTS) is responsible for the daily cradle to grave operations and management of mobile targets used for testing capabilities at Eglin AFB, Florida.
2. Scope The Contractor shall provide a price quote for one BM30 SMERCH truck in Good Condition. The SMERCH truck should be mechanically and electrically fully intact and operational. Mechanical capability is significantly more important than the cosmetic appearance. However, corrosion must be limited to minor surface corrosions. Potential sources will be screened against the item specifications and required features listed in paragraph 3. If Contractor cannot provide BM30 SMERCH truck specified above, please submit compatible trucks that can be provided. Please specifically identify any differences from the above.
3. Technical Requirements The Contractor shall develop and deliver a price quote for the mobile target specifications as indicated below. At a minimum, consider the following descriptions and required features.
a. BM30 SMERCH truck specifications:
i. Description
1. Make/Model: BM30 SMERCH Chassis
2. Engine: 6.5-Liter
3. Style/Body: See Model Specifics
4. Fuel: Diesel
5. Transmission: See Model Specifics
6. Additional Package: None
7. Years: 1990 – current model
8. Options: None
ii. Features
1. Brakes shall be fully operational to include parking brakes.
2. Tires and wheels; like new, not excessively worn.
3. No air leaks.
4. No internal or external fluid leaks.
5. Windows and lights shall be complete, intact, and operational.
6. All doors and hatches shall be intact and open/close with minimum effort.
7. All doors, panel and hatch seals shall be complete, intact and provide an airtight seal.
8. Have enough fuel to conduct inspections, loading, and unloading.
iii. Drive Train
1. Engine shall start and run on own power source.
2. Transmission and transfer case shall operate in all gears.
3. No fluid leaks.
4. No exhaust leaks.
4. Deliverable Items
The BM30 SMERCH truck meeting description details in Para. 3, title, vehicle key, and a Bill of Lading including the VIN number.
5. Data Deliverables Include pictures of the truck in electronic and hardcopy format to be reviewed by the Government prior to award. If Vendor has a website, please provide link with pictures for review by Government as an alternative method for review with prior notice.
6. Delivery Period Delivery period for the BM30 SMERCH truck and documentation is 180 days ARO.
7. Delivery Instructions
a. Delivery is FOB Eglin AFB, FL.
b. Key and title must accompany truck.
c. Final inspection of required specifications will be performed prior to acceptance at
Eglin AFB, FL.
d. After final inspection any rejected items will be removed within ten working days from Eglin AFB, FL, as is the sole responsibility of the offered/seller Vendor.
e. Ship to location and instructions are as follows:
i. 96 RANSS/RNRT
