About this file
This is a Questions and Answers document for draft RFP FA2823-25-R-0005 for Mobile Land Targets IDIQ, dated January 21, 2025. The document clarifies that the January 27, 2025 deadline is for feedback on the draft RFP only, not for actual proposal submissions. When the final RFP is issued, offers will be due 30 days from solicitation.
The Q&A explains that vendors should currently only submit concerns or issues regarding the draft RFP via email to kristina.brannon.1@us.af.mil. Pricing for the three sample items and past performance documentation (Attachments 6 and 7) will not be required until the actual RFP is released. For past performance submissions under the final RFP, offerors will complete Appendix A while their references will complete Appendix B, with a recommendation that offerors pre-fill Section 1 of Appendix B to facilitate reference responses.

FA2823-25-R-0005 – Draft RFP for Mobile Land Targets IDIQ Consolidated Requests for Information As of 21 January 2025
Question 1): The RFP closes on 27 Jan 2025?
Response 1): Yes, its just a draft RFP to get vendor insight on what you think of the proposed RFP and if you see any issues with it from your perspective. That closes 27 Jan at noon, and then we will use responses received to amend the RFP details accordingly and then once we get clearance to post an actual RFP that one will not be open for such a short period of time. The addendum in FAR 52.212-1 on the draft SF1449 has offers being due 30 days from solicitation. If that will not be enough time, please include that in your responses regarding the draft RFP.
Question 2): We need to email our responses to you, (kristina.brannon.1@us.af.mil)?
Response 2): Yes, please email me your responses.
Question 3): Does the instructions mean that "Once the RFP is issued" - then we have to submit the pricing for the three sample item? Or does it mean that we have to submit the pricings for the three examples, with our response of your current RFP closing on 27 Jan?
Response 3): No, that would be for the real RFP, the only things that need to be submitted for the draft RFP responses are any concerns or issues you have with what we have posted. That way we can take that into account when the real RFP gets posted.
Question 4): We are only supposed to fill out and submit the Past Performance A (Attachment 6) correct?
The other - Past Performances B (Attachment 7) is for the Contracting officer/agency, correct?
Response 4): Submission of these are during the real RFP. Offerors would complete Appendix A and the agencies/orgs that you are requesting past performance from would complete Appendix B. If I were an Offeror, I would complete Section 1 of Appendix B so those responding are more likely to know what project you are referring to, and then also because the less information they have to complete the more likely they will respond, but that is up to the Offeror.
