About this file
This Statement of Objectives (SOO) outlines requirements for an IDIQ contract for mobile target acquisitions managed by the USAF 96th Test Wing at Eglin AFB, FL. The contract covers the procurement of various military target assets used for weapons testing and evaluation.
The SOO specifies six categories of required mobile targets: Main Battle Tanks (T-55 through T-90), Tracked Armored Personnel Carriers (BMP series), Wheeled Armored Personnel Carriers (BRDM-2, BTR-82), Radar Systems (SA-6 through ZSU 23-4), Trucks (URAL, ZIL, MAZ, KRAZ), and Fabricated Targets (KAMAZ 6460 to MAZ 6317). Target conditions can be new, refurbished, or as-is, with specific requirements defined in individual delivery orders. Key requirements include contractor responsibility for permits/certifications, environmental hazard remediation as specified, inspections either at origin or Eglin AFB, and removal of rejected items within 10 business days. Evaluation criteria will consider trade-offs, past performance, pricing, technical ratings and schedule requirements, with schedule potentially outweighing cost considerations.
