About this file
This is a Questions and Answers document for Base Alarm Solicitations Q&A Set 3 under Solicitation Amendment 0004. The document addresses clarifications regarding solicitation requirements, pricing obligations, and Performance Work Statement (PWS) specifications for an alarm system sustainment contract at Los Angeles Air Force Base (LAAFB) and Fort MacArthur.
Key solicitation details include: the response due date is 05 June 2026 at 12:00 PM Pacific Standard Time (superseding the prior 01 June date), no general contractors received targeted invitations, and offerors are required to price CLIN X001 option years while leaving CLIN X002 blank. Failure to provide pricing for X001 option years renders an offer unacceptable. Regarding technical requirements, the contract requires sustainment and maintenance of existing MDI Enterprise 5000 (version 6.1 7601 Service Pack 1) and Genetec Security Desk (version 5.5) alarm systems currently installed on-site. Contractors and all employees must hold valid MDI dealer licenses and certifications; Vindicator and Advantor credentials are not mandatory at award unless those systems are installed in the future. The Government confirms the existing MDI and Genetec configurations currently meet IDS and SCIF accreditation requirements, and the contract scope covers only sustainment of existing infrastructure with no new system replacements. The contractor shall support two primary MDI SAFENET BASE ALARM servers (the seven "SERVER" entries in Appendix A refer to workstations/clients within each SCIF facility, not separate servers). Support agreement costs for MDI and Genetec must be included in CLIN X001 pricing, as the Government does not currently maintain OEM support agreements with these vendors; MDI's prior support agreement has expired and is under new ownership.

Base Alarm Solicitations Q&A Set 3
Solicitation Amendment 0004 / SF 30 Questions
1. Can you tell me which general contractors were invited to bid this project?
a. No contractors had targeted invitations to bid on this contract.
2. The Options paragraph states that the Government may determine an offer unacceptable if option prices are significantly unbalanced "or if there is price submitted for the option years." Please confirm whether this phrase should read "or if there is no price submitted for the option years." If not, please clarify whether offerors are required to price CLIN
X001 option years and whether submitting option-year pricing may make a quotation unacceptable.
a. Yes, offerors are required to price for option years for the X001 CLIN series. If there is no pricing for the X001 CLIN series, the offer will be considered unacceptable. The X002 CLIN series must be left blank. Additionally, this verbiage will be rephrased to clear up any ambiguity.
3. Amendment 0004 states the Response Due Date changed from 01 Jun 2026 to 05 Jun 2026, and the SF 1449 lists 05 Jun 2026 at 12:00 PM. Please confirm that the current quotation due date is
05 Jun 2026 at 12:00 PM Pacific Time and that any prior 01 Jun 2026 due date is superseded.
Please also confirm the controlling SF 1449 version for pricing submission, as the pricing instructions reference SF 1449 - FA2816Q00020003 while Amendment 0004 is the latest amendment.
a. To confirm, yes, the set offer due date is 05 June 2026 at 12:00 PM Pacific
Standard Time. The 01 June due date is no longer valid. The controlling version will always be the most recent amendment version.
PWS Questions
1. The PWS states that the contractor will need to apply ICD 705 requirements, however to the best of my knowledge there is no way for the contractor to ensure IDS compliance other than having the proper firewall to FIPS encryption configuration if any of those facilities require changes to the system, which only Contractor X is capable of providing at this time (FIPS 140-2 certification). But due to a conflicting USAF requirement
(current CMD equipment authorization status), Contractor X technically cannot provide a new head end for LAAFB SFS BDOC if it hypothetically needed to be replaced to satisfy
ICD 705. Contractor X is only listed for sustainment on the CMD.
a. The contractor is only required to sustain and maintain the existing MDI equipment currently installed on-site. Quoting or providing a new system replacement (such as a new head end) is out of scope for this requirement. The
Government confirms the existing MDI system and software configuration currently meets applicable IDS and SCIF accreditation requirements for this facility. Offerors shall price their proposals based solely on the sustainment of the existing infrastructure as detailed in the PWS.
2. The PWS requires the prime contractor and all contract employees to hold a valid MDI dealer license and notes that Vindicator or Advantor dealer licenses are not required at time of award. Please confirm whether "dealer license" means an OEM-authorized dealer, VAR, reseller, or manufacturer certification, and identify which credentials are mandatory at proposal submission, at award, and by contract start.

3. The PWS states that Vindicator and Advantor are currently not installed, but Section 4.1.8 references Vindicator and Advantor certifications/dealer licenses. Please confirm whether any Vindicator or Advantor hardware, software, or equipment is currently installed or expected to be supported during performance. If yes, please identify the equipment types and quantities at a non-sensitive level.
a. The Government confirms there is currently no Vindicator or Advantor hardware, software, or equipment installed at this time, and it is not expected to be supported under the current scope of this sustainment contract. As stated in PWS Section
4.1.8, the primary systems installed are MDI Enterprise 5000 and Genetec. The
PWS explicitly states that Vindicator and Advantor certifications and dealer licenses are not required at the time of award. Offerors shall base their proposals and pricing solely on the sustainment and support of the existing equipment (MDI and Genetec) identified in the PWS.
4. For technical evaluation and performance planning, please clarify whether MDI certification/dealer authorization is the controlling proprietary alarm-system requirement, and whether Vindicator/Advantor credentials are optional or non-mandatory unless those systems are installed later.
a. The Government confirms that MDI Enterprise 5000 certification and dealer authorization are the mandatory and controlling proprietary requirements for this contract. As the existing architecture is MDI-based, the prime contractor and all employees must possess the MDI-specific certifications and dealer licenses as detailed in
PWS Section 4.1.8. Vindicator and Advantor credentials are non-mandatory and are not required for award or performance of the current sustainment mission. Any future transition to alternative systems is not within the scope of this solicitation.
5. Please provide the current software and hardware version numbers for the MDI
Enterprise 5000/SAFEnet and Genetec systems, including major server/appliance versions where releasable. Please also confirm whether the currently installed MDI and
Genetec versions are supported by their respective manufacturers.
a. MDI version 6.1 7601 Service pack 1. Hardware vision 6.1, Genetec Security
Desk 5.5. Video Archiver BCD Video. Genetec is supported until 09/26/2026
MDI’s support agreement has expired. MDI is under new ownership MDI requires
Dealers to hold a service agreement for supporting the MDI software and hardware. The USAF does not hold any support agreements with MDI at this time. Reference 1.7 Software Products
6. Please confirm whether Government-owned OEM support agreements, software maintenance, subscriptions, or SLAs for MDI and Genetec are current through the anticipated contract start. If any renewals are expired or will expire during performance, should offerors include renewal costs in CLIN X001, or will renewals be Government-funded or handled through a separate mechanism?
a. The Government currently does not maintain any support agreements with MDI;
the support agreements have always been under the contractor. The cost of the support agreement should be part of the bid.
7. Appendix A appears to show seven SCIF facilities with one server each, while the device totals separately list MDI SAFENET SERVERS BASE ALARM with a quantity of two.
Please confirm the total number of SCIF alarm servers to be supported and explain how the seven facility server entries reconcile with the overall MDI server total.
a. The Government confirms that the contractor shall be responsible for the sustainment of the two (2) primary MDI SAFENET BASE ALARM SERVERS as listed in the "LAAFB & Ft Mac Device Totals" table in Appendix A. The seven
"SERVER" line items listed under the SCIF Area Devices table refer to the individual alarm system workstations/clients located within each SCIF, not separate, standalone servers. The PWS will be amended to clarify this language.
