About this file
This is a Questions and Answers document providing clarifications on Solicitation FA2816Q0002 for Base Alarm Services at Los Angeles Air Force Base (LAAFB). The document addresses 22 protest-related questions and answers regarding the requirement's staffing model, system specifications, pricing structure, and performance expectations.
The requirement calls for full-time on-site technician support with as-needed service calls to maintain and repair the base's alarm systems, access control, and CCTV surveillance infrastructure. The contractor must support MDI Enterprise 5000 (AECS and IDS), Genetec surveillance systems, BCD video archivers, and CISCO network infrastructure, including VPN maintenance. A minimum of two employees holding Secret security clearances and appropriate manufacturer certifications is mandatory. The contract is structured as Firm-Fixed-Price (FFP) with CLIN X001 covering all direct and indirect labor, profit, and after-hours support; CLIN X002 addresses spare parts with a government-established Not-to-Exceed limit. Normal duty hours are Monday through Friday, 0700-1600, with year-round support and four-hour onsite response requirements for emergencies included in the base pricing. The government provides laptop/desktop, printer, Windows software, and landline access. Monthly verification of Genetec backups and quarterly MDI backups are contractor responsibilities. The contractor must work with the Contracting Officer's Representative on equipment replacement decisions to stay within parts funding limits. No specific repair completion time metrics are required beyond completing scheduled preventive maintenance by month-end. This is a 100% small business set-aside with NAICS Code 561621 (Security System Services) and a $25M size standard.

Base Alarm Services Protest Answers Solicitation ID #: FA2816Q0002
1. Could you please confirm whether this requirement anticipates a full-time on-site technician or an on-call service model?
Answer: Full time with as needed service calls as stated in PWS.
· It is stated in the first paragraph of the PWS under “Description of Services”.
2. To confirm that our team holds the necessary proprietary certifications referenced in the PWS, can the Government identify the manufacturer and model of the primary alarm system, access control platform, and CCTV/NVR system currently installed at LAAFB?
Answer: MDI enterprise 5000 covers AECS and IDS, Genetec surveillance system, BCD video archivers and directories.
· Stated in 4.1.8 Employee Certifications regarding this.
3. What is the anticipated period of performance, including the base year and the number of option periods?
Answer: Refer to SF 1449 in solicitation
4. Will contractor personnel be required to hold active security clearances, or is base access eligibility and a favorable background check sufficient to perform the work?
Answer: Yes, secret clearance is mandatory
· This is stated in 4.1.9 Instructions Applicable to Controlled Areas
5. CLIN is not showing options for 2 employees. Do you want the quote to combine both employee salaries on Item 0001?
· Answer: A minimum of 2 employees is required per the PWS. CLIN X001 series is FFP and should be all-inclusive for direct and indirect labor costs as well as profit. This would include after-hour calls. The employees’ salaries will be combined into CLIN X001.
6. CLIN does not itemize the SCIF PWS. Is this grouped into the proposed salary?
Answer: Yes, CLIN X001 series is FFP and should be all-inclusive for direct and indirect labor costs as well as profit. This would include after hour calls.
7. In reference to equipment and parts 'Not to Exceed' - Awarded company will cover the additional costs if exceeded?
Answer: Contractor will work with COR to replace equipment; this will ensure proper logging to not exceed limit.
8. Would you please confirm whether a site map, floor plan, or alarm/CCTV layout is available for this requirement? If so, please share it or let us know how it can be obtained. This information would be helpful for proposal preparation and pricing.
Answer: Providing a layout or a site map could compromise the security of these facilities and other locations that are protected. The alarm quantity and camera quantity are provided. PWS identifies number of buildings, perimeter offsite locations which also include number of buildings.
9. Could you please confirm the intended pricing structure for parts and materials under this requirement? Specifically, should offerors price this as labor only, fixed-price service with an allowance for materials, or fixed-price labor with parts/materials handled separately on an approved reimbursable basis?
Answer: CLIN X001 series is FFP and should be all-inclusive for direct and indirect labor costs as well as profit. This would include after-hour calls. Refer to SF 1449.
10. The PWS references software support, updates, corrections, patches, and Genetec-related support. Could you please confirm whether the Government currently owns and maintains all required software licenses, subscriptions, and support agreements, or whether the contractor is expected to provide or renew any licenses or software support coverage?
Answer: When we purchase MDI servers or Genetec we purchase the license for windows and the equipment. It's a bundle deal you need the license to be able to operate the devices. As for the support side, MDI will not support a vendor without a license because the software is proprietary, Genetec will not provide support if the technology is not certified. The vendor is the supporting factor they should have all agreements with the MFG's to be able to support the efforts as outlined in the PWS.
· 4.1.8 Employee Certifications
11. We noted language regarding backup verification that appears to reference different frequencies. Could you please clarify the required backup frequency and the contractor’s exact responsibility for monitoring and confirming backups?
Answer: The Contractor shall maintain the Genetec Directory and AutoVu databases and verify automated backups. In lieu of daily monitoring, the Contractor shall perform a monthly verification (not to exceed five minutes) by running a system report to ensure files are logging and historical data is present. For the Genetec system, the Contractor shall verify automatic playback storage by confirming the calendar indicator in the playback pane is green. The system automatically backs up data drives every 60 days, with the MDI system performing a full backup quarterly; additionally, the Contractor shall store a database copy on a Government-provided removable drive. If any verification reveals a backup or logging failure, the Contractor shall identify and correct the problem.
12. Could you please confirm what Government-furnished equipment, workstations, network access, and system/software access will be provided to support contract performance onsite?
Answer: That information is furnished in the PWS. The Base will provide a laptop or desktop PC for emails and storing alarm and surveillance data, a base printer and windows base software, and a landline for official use only.
13. With respect to security requirements, please clarify whether this requirement calls for a company-level Facility Clearance, individual Secret clearances for contractor personnel, or both. If applicable, please also confirm whether interim clearances would be acceptable at contract start for any portion of the work.
Answer: In the event of a loss of one of the supporting employees the company would be required to provide a replacement employee that meets the secret clearance requirement. All prior supporting companies have had company level clearance. The last part of the questioned is answered in the PWS
· Specifically Stated in 4.1.6 Contractor Employees
14. The PWS identifies normal duty hours as Monday through Friday, 0700 to 1600, but also requires year-round support and four-hour onsite response for service calls. Please confirm whether after-hours, weekend, holiday, and emergency response support is included within the base requirement or should be treated separately.
Answer: All the above will be included in the X001 series of CLINS.
15. For pricing accuracy, could the Government provide or confirm the availability of a more detailed equipment inventory by location, including installed manufacturer/model information, software versions, and any available as-builts, network diagrams, or deficiency lists?
Answer: Refer to questions #2, a detailed inventory is provided in the PWS, as for locations that would create a security vulnerability. Please understand that this is not a commercial building but a government facility. All locations for the equipment will be provided upon award.
16. For work requiring access to controlled or escorted areas, please clarify the process for scheduling access and escorts, including whether escort availability may affect response or performance timelines.
Answer: The security manager will contact the contractor if any work is required. The only time a contractor will contact a controlled area is when alarm testing is scheduled.
17. The PWS states a minimum of two employees. Could you please confirm whether this is only a minimum threshold or whether the Government anticipates a larger onsite staffing level to adequately support the full scope across all covered locations?
Answer: This is the minimum threshold we anticipate.
18. Beyond the required four-hour onsite response, could you please clarify whether there are any specific performance metrics or service level requirements for repair completion times, preventive maintenance completion, system uptime, or similar measurable standards?
Answer: There are no requirements covering a completion time, the work is completed when it is completed. PMs are scheduled by the contract employees onsite not the government. The contractor will determine the time it will take to complete the work of the PM. So long as work is completed by the last working day of the month it is deemed acceptable.
19. Is there a list of approved manufacturer part numbers and quantities associated with this requirement?
Answer: The contractor is responsible for ensuring all replacement parts meet government requirements and standards. The contractor must work with the COR to meet this requirement.
20. If not, should offerors assume that parts will be purchased only on an as-needed basis with Government approval?
Answer: Per 1.2 Spare Parts Availability, the contract employees will be responsible for ensuring the availability of sufficient resources of spare parts (Providing that funding is available) to be maintained on-site to minimize periods of outage during repairs, including, but not limited to the following items listed in the PWS.
21. Are the equipment/device quantities shown in the appendix intended for pricing assumptions, or are they provided for reference only?
Answer: They are provided for pricing assumptions.
22. Should parts be included in the quotation now, or will they be handled separately if and when needed during contract performance?
Answer: Parts funding is provided by the government up to the Not-to Exceed limit which is set by the government. Do not provide pricing for CLIN X002.
