FA2816-16-R-0008 – Questions & Answers #7

Posted 6 December 2016

NOTE: The Government responses are provided for informational purposes only. Any responses below shall NOT change the requirements as spelled out in RFP FA2816-16-R-0008, unless issued via an Amendment to the Solicitation via Standard Form 30.

Question #1:

Are subcontractor consent forms required for every subcontractor named in the proposal in accordance with Section 5.3, Subfactor 1, Criteria 3: Subcontract Management?

Answer #1:

No. The subcontractor consent forms requirement only applies to subcontractors mentioned in

Volume 3: Past Performance Proposal. Subcontractors mentioned in Volume 2: Technical

Proposal do not have the same requirement.

Section L, paragraph 6.2 – Subcontractor/Teaming Partner Consent Forms, states the following:

“Past performance information as submitted by the Offeror in Volume 3: Past Performance

Proposal concerning subcontractors, teaming partners, and joint venture partners will not be disclosed without the subcontractor’s, teaming partner’s or joint venture partner’s consent.”

Question #2:

Are past performance references from proposed subcontractors allowed to be submitted for evaluation as part of Volume 3: Past Performance, or must all of the required three references be for the offeror only?

Answer #2:

The Offeror only.

Section L, paragraph 6.3.2 – Relevant Contracts, states the following: “The Offeror shall submit a list of the most relevant contracts performed with similar scope to the SOW requirements of this solicitation…”

Question #3:

In regard the Seed Project – Statement of Objective: “Page 1, Item 2, Section 2.2.4 specified a two-hour fire rated solid wood double door (3’00”x7’00”x1.3/4”)…” Please clarify if you are looking for solid hardwood door, or solid core wood door?

Answer #3:

No distinction is necessary.

Question #4:

[In reference to Past Performance Questionnaires]

Is the requirement three per company or for the Joint Venture?

Answer #4:

Section L, paragraph 6.3.2 – Relevant Contracts, states the following: “If the Offeror is a Joint

Venture, the Joint Venture Offerors shall submit no more than three relevant contracts per joint venture partner.”

Question #5:

Per page 9 of 26 4.0 Volume 1:Executive Summary, the Executive Summary is to “provide an overview of the proposal”. Can you clarify if this includes an overview of all volumes including the seed project and coefficient pricing?

Answer #5:

Yes.

Question #6:

Q&A’s No. 5 Answer #2 states “An electronic copy is still required” and references page 73 of the solicitation. Per section 3.3 Submission of Electronic Proposals, “the offeror shall submit each volume in electronic format, using CD’s or DVD’s. Each volume shall be in a separate directory or folder” Is the government requiring 1 single CD OR DVD with all volumes in a separate directory or folder, or does the implication CD’s and DVD’s listed in plural indicate the government is requiring additional electronic copies of each volume?

Answer #6:

One single electronic copy on one CD or DVD is sufficient.

Question #7:

Page 16 of Amendment 0001, Section 8.2 states “The offeror shall make a clear statement in the

Standard Form 1442 that the proposal is valid for a period of not less than 180 calendar days from receipt” is this requirement met by the inserting of “180” in the blank provided in item No.

17 of the SF1442?

Answer #7:
