If past performance information is not submitted as a part of the Offeror’s proposal, the entire proposal will be considered non-responsive and will not be considered for award. For those Offerors who do not have any relevant past performance information to submit, a statement to that effect will satisfy the requirement for a past performance volume.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the Offeror will be determined to have unknown past performance and assigned a performance confidence rating of “Neutral.” The rating of “Neutral” confidence is treated neither favorable nor unfavorably.
7.0 VOLUME 4: PRICE PROPOSAL
Volume 4: Price Proposal shall consist of the Offeror’s Price Proposal, consistent with the requirements as described within this section.
Only the pricing data located within Volume 4: Price Proposal will be evaluated.
In accordance with FAR 15.403-1(b), Prohibition on Obtaining Certified Cost or Pricing Data, and 15.403-3(a), Requiring Data Other Than Certified Cost or Pricing Data, data other than certified pricing data may be required to support a determination of price reasonableness. Data shall be provided in accordance with FAR 15.403-5, Instructions for Submission of Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data. If, after receipt of proposals, the PCO determines that there is insufficient data available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the Offeror may be required to submit additional pricing data (to include certified cost or pricing data) to the extent necessary to determine the reasonableness of the price.

The submitted coefficient rationale will be evaluated in accordance with Section M – Evaluation Criteria, paragraphs 2.3.2 and 2.3.3.

Based on the proposed coefficients filled-in in Section B (see Section L – Instructions to Offerors, paragraph 7.2 above), the Offeror shall calculate and submit the Offeror’s proposed TEP, located on page 2 of Attachment 9 –TEP Calculation Worksheet. SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION CRITERIA
SECTION M – EVALUATION CRITERIA
25 October 2016
Evaluation Criteria for the Simplified Acquisition of Base Engineering Requirements (SABER) Program
1.0 BASIS FOR CONTRACT AWARD
This is a competitive performance/price trade-off (PPT) source selection in which competing Offeror’s past performance history will be evaluated on a basis significantly more important than cost or price considerations. This source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the DoD Source Selection Procedures memorandum, dated 1 April 2016. These regulations are available electronically at http://farsite.hill.af.mil.
The Government intends to make a single contract award as a result of this solicitation, but reserves the right to not award a contract depending on the quality of the proposals submitted and the availability of funds.
By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All such offers will be treated equally except for their prices (coefficients), performance records, and technical approaches. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors shall clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The Government will select the best overall offer, based upon an integrated assessment of Technical Acceptability, Past Performance, and Price. A contract may be awarded to the Offeror who is deemed responsible in accordance with FAR, as supplemented, whose proposal conforms to the solicitation’s requirements, and is judged, based on the evaluation factors and subfactors, to represent the best value to the Government.
This contract may be awarded to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the Source Selection Authority (SSA) reasonably determines the past performance of the higher priced Offeror outweighs the cost difference. The SSA will make an integrated assessment best value award decision in order to award to the Offeror who represents the overall best value to the Government based on the evaluation factors and subfactors.
The SSA will base the Source Selection Decision (SSD) on an integrated assessment of the proposals against all source selection criteria in the solicitation as described below. While the Government source selection team will strive for maximum objectivity, the source selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process. This best value decision shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation, considering recommendations and minority opinions presented to the SSA. While the SSA may use reports and analyses prepared by others, the SSD shall represent the SSA’s independent judgment.
1.1 Number of Contracts to be Awarded
The Government intends to make a single contract award as a result of this solicitation, but reserves the right to not award a contract depending on the quality of the proposals submitted and the availability of funds.
1.2 Discussions
The Government intends to award a contract without discussions with respective Offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. If it is determined during the evaluation period by the Government to hold discussions, Offeror submittals in response to the request for Final Proposal Revision (FPR) will be considered in making the SSD.
2.0 EVALUATION PROCESS
The evaluation process will conducted as described below.
2.1 Volume 2: Technical Proposal
Volume 2: Technical Proposal will be evaluated to determine technical acceptability on a pass/fail basis. The Government will assign ratings of “Acceptable” (pass) or “Unacceptable” (fail), as shown below in Table 1: Technical Ratings, for each subfactor. Any factor or subfactor determined to be “Unacceptable” will render the entire technical proposal as “Unacceptable.”
Any technical proposal that receives an “Unacceptable” assessment will not be considered for award. Upon final determination that a proposal is “Unacceptable,” the Procuring Contracting Officer (PCO) will follow the procedures in Section L – Instructions to Offerors, paragraph 2.1.6
– Debriefings.
