About this file

This is a Question and Answer Form #1 Revision dated 08/06/25 for Project Number SXHT 16-1037, addressing contractor inquiries about the "Repair Streets and Parking Various, PSFB" project. The document provides clarifications on technical specifications and construction requirements, referencing revised plans sheets CP-101 and CP-103 for street and parking maintenance work.

Key technical clarifications include replacing existing asphalt and limestone base with 3.0" of asphalt paving in two courses and 9" of limestone base per the pavement mill-overlay section. Parking stops must be removed, stored, protected, and reinstalled rather than replaced with new ones. For Challenger Avenue specifically, contractors should assume 4" asphalt thickness and 9" base material, though portions have asphalt overlay on 8" reinforced concrete slab with potential utility crossings requiring special milling considerations. The project requires FDOT-compliant materials and testing, with vendors typically providing test results for road construction products and in-place density tests required per FDOT standards. Final striping must use thermoplastic materials per Specification Section 32 17 23, while temporary striping can be painted. The preconstruction meeting is typically held within three weeks of contract award, with Notice-to-Proceed issued within a few days thereafter. Contractors may use alternate spreadsheets for cost breakdowns, and FDOT crushed concrete base meeting Recycled Concrete Aggregate specifications may substitute for limerock base if it meets minimum LBR value, gradation, and plasticity requirements.

QUESTION AND ANSWER FORM #1 REV

Project Number: SXHT 16-1037

Project Description: Repair Streets and Parking Various, PSFB

RFP Section:

Paragraph:

Specs/Drawings Paragraph/Page: SXHT 16-103 MAINTAIN STREETS AND PARKING, VAR, PSFB Revised Plans Sheet CP-103

Other (specify):

1. Question: Are we re-working the existing subbase and limerock base or removing and bringing in new?

Answer: Per “PAVEMENT MILL – OVERLAY SECTION 1,” Drawing CP-103, replace existing asphalt and limestone base with 3.0” of asphalt paving in 2 courses and 9” of limestone base.

Specs/Drawings Paragraph/Page: SXHT 16-103 MAINTAIN STREETS AND PARKING, VAR, PSFB Revised Plans Sheet CP-101 Other (specify):

2. Question: Are we removing and re-installing existing parking stops or installing new ones?

Answer: REMOVE, STORE, PROTECT, & REINSTALL PARKING STOPS.

RFP Section:

Specs/Drawings Paragraph/Page: SXHT 16-103 MAINTAIN STREETS AND PARKING, VAR, PSFB Revised Plans Sheet CP-103 Other (specify):

3. Question: Are we responsible for providing our own proctor density testing for the stabilized subbase and limerock base?

Answer: Vendors that sell road construction products typically provide test results for the products they sell. The tests and road construction products must meet FDOT standards.

In place density tests are required per FDOT standards.

4. Question: What is the existing asphalt and base thickness on Challenger Ave.?

Revised Answer: Assume 4” thickness of asphalt paving. Assume 9” of base material under the asphalt pavement areas. Portions of the west end and south side of Challenger Street have an asphalt overlay on a 8” reinforced concrete slab similar to Falcon Street (see “NEW TYP-“F” CURB @ EXISTING PAVEMNT SECTION” detail). See attached images of concrete exposed on asphalt overlay and block cracking associated with asphalt over concrete. There are also concrete encased utilities crossing the street which will need to be milled sufficiently to allow for the finished grade. Exposed concrete may be the finished surface in order to meet the final drainage elevation for one or more of the utility crossings.

5. Question: What location can the contractor use for a laydown/staging area?

Answer: The Contractor may request a laydown area as part of the Submittal process. A laydown area near the Challenger Street site will be designated through the laydown area request process.

6. Question: In order to provide smooth transitions for all hatched areas, do the hatched areas need to be milled 1.5" and overlayed with the 2nd course 1.5" Type

SP-9.5?

Answer: Mill the joint area before and/or after paving operations to produce a relatively smooth transition. Feathering of the top asphalt overlay course may be necessary to create a relatively smooth transition.

7. Question: Is the final striping to be paint of thermo?

Answer: Per Specification Section 32 17 23 use thermoplastic striping for the final striping.

Temporary striping can be painted.

8. Question: When is the anticipated NTP?

Answer: Typically, the preconstruction meeting is held within three weeks of contract award and Notice-To-Proceed is issued within a few days of the preconstruction meeting.

9. Question: Can FDOT crushed concrete base be used in lieu of limerock base?

Answer: Crushed concrete that meets FDOT specifications for Recycled Concrete Aggregate (RCA) base material. The crushed concrete must meet minimum LBR value, gradation, plasticity FDOT requirements for limerock base.

10. Question: Please confirm that an alternate spreadsheet can be used that clearly shows where all costs were derived including labor and equipment rates, subcontract pricing and material costs. Or would a unit priced bid form showing activity descriptions be preferrable?

Answer: Yes, alternate spreadsheets may be used. Per section L-5(4e) of the SF1442, a CECC Form 3052 or Similar Computer-generated form is acceptable to include the breakdown of disciplines and cost elements and the total price of the entire project.
