About this file

This risk assessment document evaluates staffing levels for fire protection, emergency management, and emergency medical services at Cape Canaveral Air Force Station. The risk assessment was conducted to determine minimum staffing requirements at the main fire station, including two paramedics and a total of eleven personnel. Reduced staffing levels were identified as a risk that could increase losses and prevent objectives from being met. Controls proposed include using additional personnel from stations two and three to augment shortfalls during emergencies, utilizing mutual aid agreements as needed, and having written staffing requirements and protocols to request additional support. The risk assessment was approved, finding the overall risk to be low when controls are implemented, including operating at nine personnel during ambulance transports by leveraging a mutual aid agreement.

This pre-solicitation notice provides an overview for a follow-on acquisition to provide continuous fire protection, emergency management, and emergency medical services to Cape Canaveral Air Force Station on a 24/7 basis in support of the 45th Space Wing's mission. Services will be conducted per DOD, Air Force, and NFPA standards and requirements. The contractor must ensure uninterrupted services during any potential labor disruptions.

G. COURSE OF ACTION

AFI 32-2001, Fire and Emergency Services Program states in 2.9. Contract Firefighting Operations. At installations where firefighting is provided by contract, minimum staffing levels must be determined by a risk assessment accomplished by the AFIMSC Detachment Fire Chief and approved by the detachment commander IAW 10 U.S.C. 2465 and DoDI 6055.06. Through this RA the IMSC Detachment Fire Chief has determined minimum staffing at the main fire station to be 11 including 2 paramedics. During an ALS transport it is an accepted risk to operate at 9 personnel at the main station.
