Q38:

RFP Paragraph: 1.1.1.1

SOW Paragraph:

Other (Specify):

Question: This RFP states that hard copy proposals are required. Contractors are currently under COVID-19 travel and worksite restrictions that pose significant logistical challenges for producing hard copies of the proposal. For example, at this time all of our employees are working from home, and access to our headquarters where our proposal production supplies and equipment are located, is restricted. These restrictions may continue for several more months.

Even FedEx and other couriers are not guaranteeing timely deliveries. Impacts to contractors' ability to produce hard copies and delivery will vary depending on which State the contractors' employees who are involved in hard copy production reside within, and the individual States' plans to ease restrictions.

Will the Government consider removing the requirement for hard copies and allow offerors to submit proposal files via email?

Answer: This is just a folder structure for example. The awarded contractor will populate these files and folders.

Q41:

RFP Section: L-1

RFP Paragraph: 1.1.1.1

SOW Paragraph:

Other (Specify):

Will the Government consider electronic proposal submission rather than hard copy submission? If so, can the Government provide the instructions for electronic delivery?

Answer: No, proposals shall be submitted as a hard copy with a DVD. The file size of proposals creates a problem for reliable electronic delivery.

Q42:

RFP Section: 1. FEMS IV-SOW

RFP Paragraph:
