About this file
This document contains questions and answers regarding a solicitation for fire protection, emergency management, and emergency medical services. The solicitation requires the contractor to provide continuous fire protection, emergency management, and emergency medical services on a 24-hour, 7-day per week basis for Cape Canaveral Air Force Station. All positions require a SECRET security clearance. Historically, the requirement owner has supported the new awardee until the Facility Clearance process has been completed and will sponsor prime contractor and subcontractor personnel during the phase-in period. Given current processing delays due to the pandemic, the questions ask if the Air Force has the ability to fast-track the facility clearance process for the awardee and if contractors without facility clearances will be able to provide personnel requiring secret clearances prior to full contract performance.

FA252121R00005 Q&A Document 3
Q1:
RFP Section: Amendment 1
RFP Paragraph:
SOW Paragraph: 23. Q&Q Document 1, Questions 10 and 27
Other (Specify):
Question:
The answer to Question 10 states that all positions require a SECRET Clearance. The answer to Question 27 states that “All personnel require SECRET clearance level. Sponsorship on installation is separate from “SECRET” clearance. Full contract performance cannot be met without SECRET clearance. The Government will sponsor personnel during the phase-in period.” It is our understanding that the DCSA is not performing site visits due to the pandemic, therefore, approval for interim Facility Clearances (FCLs) have been delayed for an unknown amount of time. Additionally, pre-pandemic, approvals for final FCLs would take six to nine months, if not longer.
1) Given these circumstances, does the 45SW have the ability to fast-track the awardee’s FCL processing?
2) Since the Government indicated they will sponsor personnel during phase-in, does the Government anticipate that contractors not possessing an FCL will be able to provide SECRET-cleared personnel prior to full contract performance?
3) Will the Government sponsor prime contractor and subcontractor personnel during phase-in?
4) Will the Government sponsor the awarded contractor for an FCL rather just personnel?
Answer: Historically, the requirement owner has supported the new awardee until the Facility Clearance process has been completed.
