Please confirm it was your intent to eliminate the gradient in this past performance relevance criteria. This change could be viewed as effectively restricting competition.

Nov 12, 2019: The relevancy table in the final RFP is correct as posted; the dollar threshold scaling was removed for the final RFP. Given the magnitude of the contract ceiling and annual workload, the government decided that a $20M contract threshold was a more reasonable threshold than what was in the draft RFP.

Nov 12, 2019: The $2M plug number is burdened. Additionally, row 1 on CLIN 008 has a typo. The plug number is inclusive of the government's estimated indirect rates, based on market analysis. However, the final RFP workbook instructs the offeror to "price this section based on the totality of the requirement as stated in SOW paragraph 3.3.3" and L-07 states the sample "does not apply to pricing...." Please provide Test and Specialized Equipment workload data for pricing since L-07 sample does not apply.

5 Par 2.1.2.1 requires estimated lead times for delivery of the sample items identified in Attachment L-07. If an item is not in IRSP stock, the lead time can vary depending on what is required for replenishment (i.e. -order from a supplier, find a suitable substitute, or re-manufacture/fabrication). Is this requirement intended to ask for lead time for procurement assuming it's an available part? Please clarify.

6 There is an inconsistency between the Attachment L-06 scenario for support at PMRF and the DD254.
Attachment L-06 states personnel with TS clearances may be required at PMRF however, Block 9 in the DD254 states "…work at Las Vegas, NV range requires TS clearance; all other ranges require a SECRET clearance."
Please clarify if PMRF support requires TS clearances.

Support at Las Vegas Nevada requires a TS. Other ranges may require a TS depending on mission requirements. Generally a secret clearance is required.

Att L-07 Page 4 Nov 12, 2019: For clarity, range specific means a specific range may have a requirement and is funding that requirement per an individual delivery order. A non-range specific means the over-arching IRSP III program is responsible for the cost and is contracted through the program delivery order.

Is it acceptable for an offerror to provide their DCAA approved Forward Pricing Rate Recommendation (FPRR) and Forward Pricing Rate Proposal in lieu of the FPRA?

12 Proposal Format and Structure: Each volume of the electronic proposal shall be in its own subdirectory on the CD-ROM, sequentially labeled Volume 1 through Volume 5. The requested present and past performance information shall be provided in a separate volume (i.e.
3-ring binder) labeled “Volume III – Past Performance”.
Offerors shall provide the Past Performance Volume AT LEAST 14 Calendar DAYS prior to the proposal closing date/time. Does the Government want CD-ROMs provided with the Past Performance submission (25 Nov 19), or only when the final submission of the proposal is due on 9 Dec 19?

Nov 12, 2019: No, The Cross Reference Matrix is different than the Compliance Matrix.
The Complianace Matrix is a tool used to ensure that offerors address all necessary requirements and used by the government to direct us to where the information is addressed.
The Cross Reference Matrix is used by Offerors when information that should be found within a specific volume is actually addressed in a different volume. Cross Referencing should be minimally used and applies to ALL volumes.

18 The answer to question 36 from the draft RFP states that Proposals/budgetary estimates should be bid under the Program Management CLIN. Attachment L-11 TEP Cost Workbook instruction 5 on the CLIN X001 Tab state “Price this section based on the totality of the requirement as stated in SOW paragraph 3.1, 3.1.1, 3.1.2, and 3.1.3 for each fiscal year. In the final RFP, SOW paragraph 3.1, 3.1.1, 3.1.2, and 3.1.3 do not include the proposal/budgetary requirement. Where are offerors to include costs to respond to proposal/budgetary for task order requests? Will the government update the SOW to address this requirement?

19 The answer to question 88 from the draft RFP states that all Program Management activities are to be included in CLIN X001 Program Management.
Attachment L-11 TEP Cost Workbook instruction 5 on the CLIN X001 Tab state “Price this section based on the totality of the requirement as stated in SOW paragraph 3.1, 3.1.1, 3.1.2, and 3.1.3 for each fiscal year. In the final RFP, SOW paragraph 3.1, 3.1.1, 3.1.2, and 3.1.3 only address the Program Status CDRL, the Range Manager’s Handbook, and Government Records. Are offerors to provide cost for all Program Management activities associated with the RFP to include Contract Management, Financial Reporting, CDRL Reporting, Program Management, etc.? If yes, will the government update the SOW?

26 In determining the Relevancy Assessment rating, will the Government use a cumulative rating averaged on the number of past performance references provided or the highest rating for all contracts? In other words, if four references are determined to be "Very Relevant", three are "Relevant", and three are "Somewhat Relevant" would the overall rating be "Very Relevant" or "Relevant."

28 Attachment L-01 states: Engineering Support: This action will be handled according to SOW paragraph 4.2.1 Engineering and is calculated using manweeks. A manweek for US ranges is based on 56 direct labor hours - 40 work-performance hours and 16 hours for travel time to and from the requesting site. A manweek for FMS ranges is based on 72 direct labor hours - 40 work-performance hours and 32 hours for travel time.
Historical Workload indicators for engineering and technical support vary significantly depending on system failures and mission requirements. Typically the program’s annual requirement’s call yields 0 to 165 manweeks requested by the ranges.
In the table for Field Services is titles “Historical Manweeks Scenarios for Informational Purposes Only”;
however in the # of hours column it has 15, 20 ,etc.
Please clarify if the column is 15 – 20 manweeks, based on the title, or if they are total hours.

31 Section L, paragraph 2.1.1.2 States: "Attachment L-03 to the RFP is the Phaseout plan for the incumbent contractor. The proposed Phase-in plan should interact and coincide with the attached Phase-out plan. Discuss how you propose to use this time to assume full operational complete contract responsibility by the end of the Phase-in period, 31 Dec 20."
SOW paragraph 3.4.1 states: "The phase-in period shall be during the last 180 days of the current IRSP contract.
During this time, the incoming contractor shall interface with the incumbent staff to understand work flows, develop labor mixes, and ensure a smooth exchange of all GFP."
Attachment L-03 states: Specifically, that the incumbent agrees to " . . . (1) furnish phase-in, phase-out services for up to 90 days after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of PI/PO services required.
The referenced attachment contains a phase out plan that covers a 3 month period. The phase-in period in the current acquisition is 6 months. Please clarify if the requirement to interface with the incumbent contractor coincides with their phase-out plan or the 180 days directed in the current acquisition.

20. Direct interface with the outgoing contractor will begin no later than 2 Oct 20 as stated in the Phase Out Plan. The incumbent contractor could use the first 90 days to begin the hiring of Key Personnel and staff, prepare warehouse for the the transfer of GFP and other neccessary actions.

Can offerors convert the PDF form to MS Word to adequately fill in the information for these items?

Section L 2.1.2.1 11/15/2019: - The items listed in Attachment L-07 are not intended to match the IRSP GFE listing. The GFE listing contains items maintained and accounted for in the warehouse/depot facility. The GFE items may stay in the depot and support all member ranges as part of the program or be distributed if they are a commonly needed item. The Material acquisition examples of items in Attachment L-07 are representative of those items each range may submit a request to procure under the material acquisition CLINs. These items are procured/fabricated/re-engineered/etc by the program on behalf of the ranges and formally transferred to each range to become part of that particular range’s GFE. Additionally, the items listed for acquisition in Attachment L-07 is not an exhaustive list for which a range may have a requirement. The information provided in Attachment L-07 is the level of detail the Government is comfortable providing based on historical experiences with participating ranges; the ranges often have requirements where only a part number is known and the contractor is responsible for obtaining the item with the limited information. Therefore, most times, a NSN or manufacturer is not available, but items still need to be procured.
